CHICAGO - Governor Pat Quinn today announced appointments to the state's Concealed Carry Licensing Review Board. Today's appointments fill each of the board's seven positions and will continue the state's implementation of the law.

"These appointees to the state's Concealed Carry Licensing Review Board are highly qualified and committed individuals," Governor Quinn said. "They represent communities across Illinois and they will carry out their duties diligently to protect public safety."

The concealed carry law includes a provision that creates the Concealed Carry Licensing Review Board. The board is tasked with considering any objection to an applicant's eligibility to obtain a license submitted by a law enforcement agency or the Department of State Police.

Each of the seven board members are appointed by the Governor and will serve until Jan. 12, 2015. After that point, terms on this board will last four years. Three board members must reside in the First Judicial District and one must reside in each of the other Judicial Districts. In addition, the board has specific requirements for membership including high-level judicial, legal, investigative and mental health experience.

First Judicial District

Chair Robinzina Bryant of Flossmoor spent more than a decade (from 1997 to 2007) as a Special Agent with the Federal Bureau of Investigation in Chicago and St. Louis, where she investigated counterterrorism, white collar crime, bank fraud, wire and mail fraud and served as Division Recruiter and an instructor at the FBI's Citizens Academy. She is a member of the Chicago Bar Association, American Bar Association, and the Christian Legal Society. She currently runs a private law practice that handles probate, estate planning and guardianships for minors and people with disabilities. She holds a J.D. from Drake University Law School, an M.S. in Education from Illinois State University, and a B.A. in Social Work from Illinois State University.

James Lewis Cavanaugh of Winnetka is a Professor of Psychiatry at Rush University Medical Center, behavioral risk analyst with Cavanaugh Associates, and served in the U.S. Navy Medical Corps from 1971 to 1973. He has consulted with the Federal Bureau of Investigation, the United States Secret Service, the Illinois State Police and the Chicago Police Department to analyze behavioral risk. He has previously served on the Guardianship and Advocacy Commission and the Commission to Revise the Mental Health Code. He holds an M.D. from the University of Pennsylvania Medical School and a B.A. from Williams College.

Virginia Wright of Palatine served as a Special Agent with the Federal Bureau of Investigation for 24 years, working in New York, New Haven and Chicago, where she conducted high-level investigations, specializing in white collar crime, bank fraud and financial institution fraud. She received the Award of Excellence from the President's Council on Integrity and Efficiency in 2007. She holds a B.A. from Temple University and also studied at Winona State University.

Second Judicial District

Sergio Acosta of Elmhurst is a partner with Hinshaw & Culbertson LLP and a former Chief of the General Crimes Section of the Criminal Division of the U.S. Attorney's Office for the Northern District of Illinois. He also served as Assistant State Attorney in Miami, Florida, where he was Chief of the Felony Division. He has also served on the City of Chicago's Ethics Reform Task Force and as Administrator of the Illinois Gaming Board. He holds a J.D. from George Washington University School of Law and a B.A. from DePaul University.

Third Judicial District

John Diwik of Naperville is a Criminal Investigator with the Amtrak Office of the Inspector General and former Special Agent in the Federal Bureau of Investigation, where he investigated crimes including mortgage fraud, bank fraud, bankruptcy fraud and public corruption. He holds an MBA from the University of Connecticut and a B.S. from Northeastern University.

Fourth Judicial District

Patrick John Chesley of Springfield is an attorney in private practice and served as Assistant U.S. Attorney in the Central District of Illinois for almost 30 years where he prosecuted white collar crimes and was antiterrorism coordinator for the Central District of Illinois for six years. He also served in the Illinois Attorney General's Office, specializing in environmental violations. He holds a J.D. from the University of Illinois at Urbana/Champaign.

Fifth Judicial District

G. Patrick Murphy of Energy is a former U.S. District Court Judge on the Southern District of Illinois, having been appointed by President Bill Clinton in 1997 and going on to serve as Chief Judge from 2000 to 2007. He served in the U.S. Marine Corps from 1966 to 1969. He holds a J.D. from the Southern Illinois University School of Law at Carbondale and a B.S. from Southern Illinois University at Carbondale.

Crowdfunding campaign will use funds to purchase the theater as a nonprofit; kickoff event Dec. 28


TIPTON, Iowa?The Hardacre Theater Preservation Association (HTPA) has launched a fundraising campaign to purchase the theater using the crowdfunding website Indiegogo. The campaign's goal is to raise $60,500 before Jan. 30, 2014.


The HTPA, a 501(c)(3) nonprofit, is using Indiegogo to fund Phase 1 of its fundraising campaign, with the goal of purchasing the theater on Jan. 31, 2014. Phase 2, which will begin after the purchase, will involve raising funds to renovate and rehabilitate the theater.


The "Save the Hardacre" Indiegogo campaign will use a "flexible funding" option, meaning the campaign must reach its goal to receive the total funds donated. If the fundraising goal is not met, the HTPA will only receive 91% of the money raised.


"This is why it's incredibly important to meet our fundraising goal of $60,500," said Greg Brown, HTPA president. "While this is less severe than the all-or-nothing crowdfunding campaign we originally planned to use, meeting our goal will mean the difference between making the purchase deadline or failing to make it."

"Crowdfunding sites like Indiegogo are used to fund projects big and small and have a worldwide reach in terms of potential donors," said Brown. "This opens our donor pool considerably, but we need donations from local community members to really pull this off."


The purchase price for the theater is its assessed value, $96,100. One donor has pledged a $40,000 matching donation toward the purchase price. The Indiegogo campaign is designed to raise the remaining amount, in addition to $4,400 in campaign fees.


Campaign donations are tax deductible, and donors can choose from a variety of donor rewards, depending on their level of giving. Those rewards include free tickets to post-renovation Hardacre movies, T-shirts and art prints of the theater designed by local artists, and invitations to the Hardacre's post-renovation grand opening event.


Donors will also get special perks from local businesses throughout the campaign, including freebies and discounted items from local businesses.


Kickoff pizza party Dec. 28


There will also be a campaign kickoff pizza party Dec. 28. The event will be held at noon Saturday, Dec. 28, at A Place to Land, 523 Cedar St., in Tipton. The public is invited to attend and learn about the Indiegogo fundraising drive.


In addition to food and drinks, a "donation station" will be set up for participants to join the funding drive. HTPA board members will be on hand to answer questions and thank donors and those interested in volunteering to save the Hardacre.


"This event is our way of thanking community members for the incredible support we've received in the past year," said Brown. "We want to bring as many people together in the community as possible and thank them for joining our cause."

The Coralville Center for the Performing Arts will be helping families celebrate the New Year with the New Year's Eve Family Bash, featuring local Celtic band The Beggarmen.  This event is sponsored by Hills Bank and Trust.

The band features Brad Pouleson, Keith Reins, Tara McGovern, and Joseph Dutcher.

Owned and operated by the City of Coralville, the Coralville Center for the Performing Arts is dedicated to enriching the community and contributing to the vitality of Coralville by offering an accessible, affordable venue for a variety of performances, presentations, and public and private events.  The 472 seat theater opened August 26, 2011 and has hosted performances from City Circle Acting Company, Orchestra Iowa, Cedar Rapids Opera Theatre, Dan Knight, Lola Astanova, Lorie Line, Judy Carmichael, Jim McDonough, Nolte Academy of Dance, and many others.  Coralville schools are also able to use the Center free of charge up to three times per year; 16 school events took place at the Center in the 2012-2013 school year. The Center was named 2012 Member of the Year by the Iowa City/Coralville Area Convention and Visitors Bureau.

In 1991, the Committee on Economic Development issued a landmark report titled "The Unfinished Agenda: A New Vision for Child Development and Education."  The group consisted of some of the top business executives in America who took a tough-minded look at American education, and concluded that the highest rate of return on investment for our education dollars would come from investing in early learning from birth to age five.

More recently, in 2010, the U.S. Chamber of Commerce - again, tough-minded business executives - issued a major report.  And their report concluded that quality early learning is critical to our national economic security.

If we fail to invest in children early on, during the period of their most rapid development, those children are more likely to enter school behind. If the playing field is unleveled at the outset, how can we hope to remain a nation of promise and prosperity for all? It is with that in mind that I have introduced the Strong Start for America's Children Act, a bill that would greatly expand access to high-quality early learning experiences for children from birth to kindergarten entry.

Something that we need to expunge from our lexicon is the term "pre-school."  There is no such thing as pre-school because we know that learning begins at birth and the preparation for learning begins before birth.  My bill reinforces this idea by ensuring that our most vulnerable children have the support they need to be healthy, happy, and ready for school on the first day of kindergarten. We start by creating new early learning quality partnerships, so that Early Head Start grantees can partner with center-based and family child care providers to offer infants and toddlers full-day, full-year, high-quality services.

I also proposed a new federal-state partnership to accelerate the work currently being done in states to support high-quality early learning for 3- and 4-year olds.  To receive funding through the partnership, states must support programs that are of high-quality, meaning programs must have well-trained teachers, low class sizes, low child-to-staff ratios, curricula that are developmentally appropriate, and programs must provide other services that support the non-academic needs of kids, including nutritious foods, physical activity, and strong parent and family engagement.  These are the kinds of common-sense, research-based activities and services that any parent would want for their child, and they also reflect the type of support that many states and communities are currently providing in their early learning programs.

I want to thank President Obama for calling for this deep investment in early learning during his State of the Union.  This legislation follows through on that vision.  But it will also face opposition from those who say we can't afford it.  The evidence and research around early learning is too strong to ignore and if we don't invest now, we will pay for it later in the form of high school drop-outs and crowded prisons.  Quite simply, failing to invest in high-quality early learning is against our moral and economic responsibility as a nation.

WASHINGTON, D.C. - Senator Tom Harkin (D-IA) today nominated 53 Iowa students for appointments to the U.S. Air Force Academy, Naval Academy, Merchant Marine Academy and Military Academy, West Point for the 2014 class.

"An academy nomination is a great honor.  Not only is there intense competition across the State of Iowa, but in order for an individual to be nominated, he or she must demonstrate superior leadership, academic, and athletic abilities," Harkin said.  "Nominees also must exhibit the necessary motivation for serving in the demanding role of a career military officer and be of outstanding moral character.  I am pleased to nominate these students and would like to congratulate them for their many outstanding achievements."

In a typical year, Harkin receives more than 150 applications from young Iowans interested in pursuing a career as a military officer.  Students apply for admission to the U.S. Military Academy at West Point, New York; the U.S. Naval Academy at Annapolis, Maryland; the U.S. Air Force Academy at Colorado Springs, Colorado; or the Merchant Marine Academy at Kings Point, New York.

Academy nomination finalists are interviewed by Senator Harkin's Academy Selection Board, during which time their motivation, poise and self-expression are measured.  Harkin may nominate up to ten applicants to compete for each available vacancy.  From the Senator's nominees, the academy then selects the final candidate who will be offered an appointment.

After March 1, 2014, men and women between the ages of 17 and 22 who are interested in pursuing a nomination to one of the academies for the class entering in 2015, should go to http://www.harkin.senate.gov and complete Senator Harkin's online Service Academy application, or contact Senator Harkin's Cedar Rapids Office at (319)365-4504.
