CHICAGO - Governor Pat Quinn today granted 43 and denied 65 clemency petitions. After inheriting more than 2,500 cases that built up during the previous administration, the Governor continues to make significant progress acting on clemencies.

The 108 clemency petitions acted upon today by Governor Quinn are part of dockets dating back to 2007. Each person granted clemency has recently undergone a criminal background check through the Illinois State Police's Law Enforcement Agencies Data System (LEADS).

A granted clemency request for a pardon with expungement allows the petitioner to seek expungement of their conviction through the court system.

Since taking office, Governor Quinn has acted on 2,923 clemency petitions. Governor Quinn has granted 1,075 and denied 1,848 petitions.

IN THE MATTER OF THE GUARDIANSHIP AND CONSERVATORSHIP OF STUART KENNEDY (INVOLUNTARY) STUART KENNEDY vs. MARIA KENNEDY
DAVENPORT, IA- On April 17, 2014, Isrrael Anthony Santiago, Jr., age 25, of Davenport, Iowa, was sentenced by United States District Court Chief Judge James E. Gritzner to 46 months imprisonment, after pleading guilty to felon in possession of a firearm, announced United States Attorney Nicholas A. Klinefeldt. Santiago was also ordered to serve three years of supervised release and pay $100 towards the Crime Victims Fund. In determining Santiago's sentence, the district court noted that on March 1, 2012, Santiago displayed a handgun to a victim at a Davenport residence, and later fled from responding police officers armed with the same handgun.

This case was being prosecuted by the United States Attorney's Office for the Southern District of Iowa. This case was investigated by the Bureau of Alcohol, Tobacco and Firearms and the Davenport Police Department.

On Wednesday, April 16, 2014, members of the Scott County Sex Offender Task Force lead by the Scott County Sheriff's Office with the assistance of the Davenport Police Department, U.S. Marshal's Service, Department of Correctional Services (DOC) and Department of Human Services (DHS) continued the investigation and served arrest warrants this morning as a follow-up to the recent sex abuse investigation at the Patriot Mobile Home Park. The following subjects have been charged as follows:

4 counts of Child Endangerment

1 Count of Child Endangerment W Bodily Injury

 

Name: Sarah Melissa McConnell, age 34, a resident of Davenport.

Name: Shaneka Marie Posey, age 23, a resident of Davenport.

2 Counts Child Endangerment W Bodily Injury

 

Name: Jenni Marie Jenkins, age 29, a resident of Davenport.

1 Count Child Endangerment W Bodily Injury

 

Name: Jessica Lee Epping, age 29, a resident of Davenport.

1 Count of Child Endangerment (warrant was served 04/09/14. Since then released from custody).

 

Name: David Lee Conger, age 49, a resident of Davenport.

Charges:

1 Count of Violation of the Sex Offender Registry, 2nd offense, a Class D Felony

1 Count of Possession of Drug Paraphernalia, a Simple Misdemeanor

Child Endangerment is an Aggravated Misdemeanor

Child Endangerment W Bodily Injury is a Class D Felony

 

The females charged with Child Endangerment are accused of knowingly allowing children to be under the custody and control of registered sex offenders. Some of the incidents resulted in a sex abuse act being committed.

Upon conclusion of the warrants being served this morning, the Patriot Mobile Home residents received a neighborhood notification from task force members which informs residents of all the registered sex offenders living in the Mobile Home Park.

This concludes all charges that are anticipated to be filed in this investigation at this time.

The case remains under further investigation.

No further information is being released.

A special thanks to the Scott Emergency Communication Center (SECC) for their assistance in the operation.

"A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty."

For the next two days, a film crew from the National Institute of Corrections (NIC) will be filming in the Scott County Jail as part of the NIC's process of udating the information they provide on direct surpervision jail operations.

This will be a 30 minute training and informational DVD produced by NIC called "Jails of America." Four counties nation wide have been selected to help produce this second addition, which demonstrates the principals of direct supervision in the jail setting.

Bettendorf, Iowa (August 14, 2009) - Quad Cities Leadership Alumni United announces tickets on sale now for this year's third annual fall fundraiser.

The annual fall fest is scheduled for Thursday September 10 at 5:30pm at Modern Woodmen Park. This year's theme is "A night at the ballpark." Tickets are $40 per person in advance or $45 at the door. Tables of 8 can also be purchased at a discounted price of $300. Gold and silver sponsors can purchase a table for just $200.

This year's grant recipients will be announced at the event. There will be live entertainment performed by Ellis Kell and friends, wine tasting, heavy hors d' oeuvres, a silent auction and a raffle with raffle proceeds going to award one scholarship to the local student leadership academy.

The three grant recipients from 2008 included: $750 to Boys/Girls Club of Mississippi Valley for Power Hour, $750 to Transitions Mental Health Rehabilitation for Youth Education & Employment Readiness Project, and $500 to Rock Island County 4-H Extension for QC Teen Reality World

This year QCLAU will provide up to $1000 Quality of Life grants for programs or projects in Rock Island or Scott counties that support the group's mission: Quad Cities Leadership Alumni United will work to support programs and projects that enhance the quality of life in the Quad Cities Area.  This year's focus will be on programs that support education or employment readiness.

WEST DES MOINES, IA - May 26, 2009 - For the 46th year, the best grillers in Iowa will gather to compete for the title "Iowa Cookout Champion" at the Iowa State Fair. The contest allows the state's finest outdoor grillers to showcase their culinary talents, while giving locals and visitors a taste of Iowa's finest meat products.

The hunt for a new champion begins this summer when county Farm Bureaus host local contests to determine winners in several categories. Local finalists will compete for the state title on Iowa Farm Bureau Day at the fair, Tuesday, Aug. 18, on the Grand Concourse of the Iowa State Fairgrounds.

The first local contests will be held in June. A list of the county cookout contests will be updated regularly on the Iowa Farm Bureau website, http://www.iowafarmbureau.com/images/cc2009.pdf. ***Note: Clinton County and Muscatine County dates are June 18th.  Scott County's date is to be determined.***  Interested grillers and attendees should also contact their county Farm Bureau office for more details and information on rules and contests in their areas.

"The cookout contest culminates at the Iowa State Fair, but it's really a summer-long celebration of the healthy and tasty meats produced in Iowa," said Iowa Farm Bureau cookout coordinator Denny Harding. "It's about Iowa's finest grillers sharing their best with neighbors and summer vacationers."

Contestants will compete in six categories: beef, pork, lamb/goat, poultry, turkey and combo/specialty. Entries in the beef category will be limited to chuck or round primal cuts, including ground chuck or ground round. Combo recipes combine two or more meats from the five other categories. Specialty recipes may feature venison or any other Iowa domestically raised product. All wild game is excluded.

Creations will be judged on taste, appearance and originality. Special recognition will also go to

contestants in showmanship, youth and team cooking categories. Youth grillers must be between the ages of 13 and 18 years, as of Aug. 1, 2009. Farm Bureau or affiliated company employees are not eligible to compete.
