As I detailed in part one of this article (see "America's Shadow Government: Part One," River Cities' Reader Issue 706, October 15-21, 2008), the next president will inherit more than a financial catastrophe when he assumes office. He will also inherit a shadow government - an authoritarian regime that is fully staffed by unelected officials, fully operational, and ready to take over the running of the country at a moment's notice.

The price tag and our state's failed politics appear to be the two biggest arguments against holding a constitutional convention.

Every 20 years, Illinois voters are given the right to call a constitutional convention. I want you to vote "yes," but various interest groups are spending millions to convince you to vote "no."

The "vote no" ads claim the projected cost of holding a convention is too high, especially considering that the state is running a horrific budget deficit.

They aren't telling you something.

People who attend PRE's October 18 performance at Mixtapes in East Moline might be witnessing a band that's about to hit it big. Of course, this won't be the first time a punk band with an explosive sound has played the Quad Cities. But it could be the first time one does so in the middle of recording sessions with producer extraordinaire Steve Albini.

chart-small.jpg Quarantine won this week's Box Office Power Rankings, and my first thought was that, with Rotten Tomatoes and Metacritic scores of 61 and 54, respectively, the horror flick would have done even better a few weeks ago. Sure enough, those scores would have secured an additional five points for Quarantine because of weaker competition.

Now that the $700 billion bailout is a fait accompli, it has never been more important to keep vigilant, and to vote in November. It is difficult not to become utterly discouraged knowing that the huge majority of our legislators approved a $700-billion bailout, ignoring unprecedented opposition to the bill, HR 3997, by the huge majority of Americans. But crumbling into a feeling of helpless apathy in the face of this civic betrayal is precisely what we cannot allow ourselves to do, because this is just the beginning of a terrible tide of usurpation of power, assets, and ultimately liberties in this country.

There are plenty of people who drink tap water without thinking about what might be in it. There are others who buy water filters without considering whether it's a good match for the water that's being filtered. And there are still other people who refuse to drink tap water, preferring bottled water.

A wiser strategy is to spend some time with your community's annual water-quality report, which is required to notify the public of performance compared to federal and state standards.
