Washington, D.C. - Congressman Dave Loebsack released the following statement today after the House voted on the separate nutrition section of the farm bill. Breaking with decades of precedence, House Republicans separated the agriculture and nutrition portions of the farm bill, which threatens its chance at being signed into law. The nutrition-only section put before the House today contained $40 billion in cuts to nutrition assistance programs. The splitting of the two sections was opposed by hundreds of agriculture groups, including the Iowa Farm Bureau.

"As someone raised by a single mother who relied in part on food stamps to put food on the table, I know first-hand that the cuts included in this legislation would have a draconian impact on many families who are still trying to recover. We cannot pull the rug out from under working families, children, seniors and veterans.

"Now that the latest political theater directed by the Tea Party wing of the Republican Party is over, it is long past time for Speaker Boehner to get serious about getting a farm bill done and go to conference with the Senate. I strongly opposed splitting the agriculture and nutrition sections of the farm bill because it threatens the chances of getting a farm bill signed into law. Our farmers, rural communities and economy are depending on a commonsense, practical farm bill. The farm bill helps keep our economy strong and creates jobs far beyond the farm. We must pass the farm bill without further delay."

Loebsack has consistently fought to move a farm bill forward that can be signed into law. In July, he joined the Iowa delegation, and was one of only 24 Democrats to support the complete House version of the farm bill, which was voted down. He also introduced in the House the bipartisan Senate farm bill which was supported by both Senators Harkin and Grassley.

Washington, D.C. - Congressman Dave Loebsack today participated in the USO Care Package Service Project in recognition of September 11th being designated as a National Day of Service and Remembrance.  The event, hosted by the USO in the U.S. Capitol complex, brought together Members of Congress to assemble care packages, which will be delivered to Wounded Warriors.  Loebsack is a member of the USO Caucus and has participated in this event in past years.

Washington, D.C. - Congressman Dave Loebsack today announced that local law enforcement agencies in Scott County will receive $100,575 to support their efforts to prevent crime, keep our families and communities safe, and keep drugs off the street. The funds come from the Department of Justice's Edward Byrne Memorial Justice Assistance Grant (Byrne JAG) Program, which is the only source of federal funding for multi-jurisdictional drug task forces that work to prevent, fight and prosecute drug-related and violent crime. The funding will be used to reduce the amount of illegal narcotics available to the public and to identify and arrest those who distribute and manufacture illegal narcotics.

"I have long been a supporter of Byrne JAG because it supports law enforcement agencies in their efforts to keep Iowa families safe," said Loebsack. "I have met with our local law enforcement officers many times, and have always been impressed with their dedication to protecting our communities and keeping our streets drug free. I will continue to fight to ensure that Iowa's law enforcement officers have the resources they need to serve our communities."

In 2008, Loebsack led the successful bipartisan effort in the House of Representatives to prevent Byrne JAG from being eliminated and has long been a strong supporter of this program. That effort was supported by the National Narcotic Officers' Associations' Coalition, the National Fraternal Order of Police, the National Sheriff's Association and the National District Attorney's Association, amongst others.

IOC decision on wrestling expected this Sunday

Washington, D.C. - Congressmen Dave Loebsack (IA-02), Jim Jordan (OH-04), and Tim Walz (MN-01) today wrote the President of the International Olympic Committee (IOC), Dr. Jacques Rogge, calling on him to reinstate wrestling as an Olympic Sport in the 2020 Olympic Games. On Sunday, the IOC will meet in Buenos Aires to vote on which sport to include. Loebsack, Jordan and Walz have led the fight in the House of Representatives to reinstate wrestling since the decision was made to drop it as a core sport earlier this year.

"Wrestling's inclusion in the Olympics dates back to 708 BC and the history of wrestling is the history of the Olympics itself," the Congressmen wrote. "The Olympic Games are the embodiment of tradition, the culmination of childhood dreams and the hard work and dedication of athletes to reach the pinnacle of their sport. We believe strongly that wrestling exemplifies the best of these qualities in athletics. We strongly urge you to maintain wrestling as an Olympic tradition."

Washington, D.C. - Congressman Dave Loebsack will kick off the August District Work Period by hosting two Veterans Roundtables in Burlington and Keokuk TODAY, MONDAY, August 5th. These forums will give veterans and their families an opportunity to speak with Loebsack.  Staff will also be on hand for veterans to seek assistance if they are having issues with the Veterans Administration, or any Federal agency. Continuing his focus on Veterans, earlier this summer, Loebsack held roundtables in Oskaloosa, Ottumwa, Albia, Knoxville, Newton, Davenport and Clinton.  Veterans and media are invited to attend.

Washington, D.C. - Congressman Dave Loebsack (IA-02) announced today that he has introduced legislation that would establish a National Flood Center to conduct research on flooding, flood prevention and other flood-related issues.  He was joined by Congressmen Bruce Braley (IA-01) as an original cosponsor. The National Flood Research and Education Act (NFREA) will establish a consortium within the National Oceanic and Atmospheric Administration (NOAA) that includes institutes of higher education in order to advance the understanding of the causes of flooding, implement advanced flood prediction methods and promote policies that would help prevent future flood damage.

This legislation is supported by the Iowa Flood Center, with whom Loebsack will be holding a press event on TUESDAY, August 6th to discuss the legislation. Additional details will be released at a later date.

"Many of our communities are seeing an increased risk of flooding year after year that is costing valuable resources, time, and money in preparing for the worst," said Congressman Loebsack. "We must establish a National Flood Center to help our communities prepare better and smarter in order to save lives and save taxpayer dollars in preparing for and recovering from floods. We need to look at floods comprehensively, test new methods and build on promising methods and techniques to better predict, prevent and recover from flooding."

"Floods are a multifaceted societal problem the scope of which spans the mission of several agencies.  An academic center can bring together ideas and solutions from many disciplines and accelerate the process of building resilient communities.  Last but not least it is the academia where the education and training of the next cadre of experts happens," said Witold Krajewski, Director of the Iowa Flood Center.

The NFREA establishes a National Flood Research and Education Center (NFREC) to conduct research on flooding, flood prevention and other flood-related issues. NFREC will ensure that differing hydrology, weather, urban, suburban, and rural areas and economies are examined so diverse flood situations are represented.  Research will be coordinated with a wide-range of federal, state, and local organizations and led by NOAA with an institution of higher education that has significant expertise and experience in examining flood-related issues. The research will provide important insights on comprehensive flooding issues, such as water management or release rates for the Corps of Engineers, flood inundation and preparation, and management and recovery efforts in other local, state and federal agencies.

The National Flood Center's work will lead to a wide variety of policy and practice recommendations as they relate to predicting, preparing, preventing and recovering from floods.  This will include analysis of the economic and social effects of flooding, analysis of federal, state, regional and local flood policy and development and testing of new or improved risk-assessment tools, methods and models, as well as share valuable flood prediction information with the public. The bill will bring together leading institutions in the fields of physical and environmental science, including hydrology, hydraulics, hydrometeorology, climate, as well as engineering, sociology and economics to provide a comprehensive flood research effort.

Washington, D.C.  - Congressman Dave Loebsack today announced that the Blue Grass Volunteer Fire Department will receive $113,193 in funding from the Department of Homeland Security's Assistance to Firefighters Grants (AFG) Program.

"Our firefighters and first responders stand ready to serve us the moment disaster strikes," said Loebsack.  "This funding will ensure that they are able to secure the resources and training they need to respond quickly to emergencies and keep our families and communities safe."

The AFG program allows our first responders to purchase firefighting equipment, implement wellness programs that focus on health, and improve facilities. Funds can be used for a myriad of needs, including new protective equipment, health and safety modifications to stations and training for emergency personnel.

Bipartisan amendment introduced by Loebsack added to Defense Appropriations bill

Washington, D.C. - Late last night, Congressman Dave Loebsack's bipartisan amendment to prohibit furloughs of civilian employees like those at the Joint Manufacturing and Technology Center who are funded through Defense Working Capital Funds (WCF) was added to the 2014 Department of Defense Appropriations Act. WCF employees are not directly funded by the Department of Defense.  Instead, they are funded through sales revenue, including revenue from prior years. As a result, furloughing these employees does not create direct savings for the Department of Defense. Loebsack's amendment would address the situation of men and women working at the Joint Manufacturing and Technology Center at Rock Island Arsenal who are WCF employees. Loebsack has long opposed all furloughs and voted against sequestration, which created these pay cuts. He has pushed Congress and the Administration to find a balanced, commonsense way to replace sequestration and responsibly deal with the fiscal situation facing the nation. He also supported an amendment that was included in the legislation to ban all furloughs for Department of Defense employees.

"It is unconscionable that the dedicated men and women who work at Rock Island Arsenal are being forced to take a pay cut because of Washington's dysfunction. I opposed the creation of sequestration and I oppose the decision to furlough any dedicated individuals who work every day on behalf of our troops and national security," said Loebsack. "What's more, furloughing folks like those at the Joint Manufacturing and Technology Center doesn't even create direct savings for the Department of Defense. I am opposed to all furloughs and will continue to fight to eliminate them. I am glad my bipartisan amendment was supported by the House to address the unique situation of folks like those at JMTC and to send a strong signal of support to all Rock Island Arsenal employees."
