Washington, D.C. - Congressman Dave Loebsack released the following statement today after the House of Representatives left town for the holidays without taking meaningful steps to address the "fiscal cliff" that the nation will go over in 10 days.

"The last thing Congress should be doing is going home rather than working to move forward with a meaningful solution. Months ago, I proposed a compromise plan that would bridge the gap by asking those who have the most to contribute a little more to protect the middle class, small businesses and family farms.  I will be remaining in Washington, prepared to work with anyone who is willing to actually get things accomplished to move our country forward.  Unfortunately, instead of pursuing a solution, it seems the majority in Congress has again decided to bring the economy to the brink.  Washington needs to get serious, get to work, and get this done now."

Washington, D.C. - Congressman Dave Loebsack released the following statement after the 2013 National Defense Authorization Act (NDAA) was voted on by the House of Representatives.  Loebsack authored a bipartisan amendment that blocked retirement of the Iowa National Guard's 132nd Fighter Wing in the House-passed version of the bill and fought against allowing the proposed cuts to move forward in the final bill. "The men and women of the 132nd have fought for our nation time and again and are one of the most experienced and cost-effective units in the country.  When the Pentagon initially announced their short-sighted plan to retire the F-16s, I spearheaded the bipartisan effort to stop it because they could not demonstrate why it was a good deal for taxpayers or our national security. They still have not provided that justification.  I strongly opposed this decision and therefore could not support the bill.

"I am also strongly opposed to a provision that would affect the Pentagon's civilian workforce, possibly including positions such as those at Rock Island Arsenal.  The men and women at Rock Island Arsenal work every day in support of our troops and make essential and cost-effective contributions to our national security.  While savings and efficiencies can be found in the defense budget, arbitrary reductions without strategy or analysis, like what this proposal calls for, undermines national security efforts like those at Rock Island Arsenal and hurts good jobs and the local economy in the Quad Cities.

"While I cannot support the underlying bill because of these misguided proposals, I am proud to have worked to include many provisions that will support our military families, National Guard and Reserve, and the Rock Island Arsenal."

Specific Loebsack initiatives in the bill include :

Stops BRAC

  • Congressman Loebsack fought against the approval of new BRAC rounds since the proposal was first announced.  The final bill prevents DOD from carrying out new BRAC rounds.

Rock Island Arsenal Workload

  • Congressmen Loebsack worked to include language that directs DOD to identify the critical manufacturing capabilities provided by arsenals and determine the amount of work that is required to maintain them in peacetime which will be incorporated into a national security strategy for our industrial base.  It also requires the creation of a strategic workload plan to maintain arsenals' critical capabilities.

Housing Benefits Fix for National Guard

  • Also included in the NDAA, was Loebsack's legislation that prohibits reductions in the rate of Basic Allowance for Housing for members of the National Guard who transition from full time National Guard duty to active duty or from active duty to full time National Guard duty. Under current policy, some National Guardsmen who make this transition see their benefits reduced at a time when they and their families can least afford it because of a policy that changes how their benefits are calculated.  This issue was raised with Loebsack by the Iowa National Guard Officers and Enlisted Associations and he acted to fix it.

National Guard Counterdrug Schools

  • The legislation reauthorizes the National Guard Counterdrug Schools like the Iowa Guard runs at Camp Dodge (the Midwest Counterdrug Training Center). The Center provides critical training to local law enforcement from across Iowa and the country to help keep drugs off of our streets.

Travel Benefits for National Guard and Reserve Retirees

  • The legislation includes a provision similar to bipartisan legislation Loebsack co-introduced to allow expansion of full Space Available travel benefits on military aircraft to "gray area" retirees (National Guard members or Reservists who are eligible for retirement but under the age of 60) and surviving spouses. This issue was also raised with Loebsack by the Iowa National Guard Officers and Enlisted Associations, and Loebsack has worked on a bipartisan basis to provide these benefits.

Pay Raise for troops

  • As a member of the Military Personnel Subcommittee, Loebsack worked to provide a 1.7 percent pay increase in pay for our troops.

Washington, D.C. - Congressman Dave Loebsack announced today that he has again been named to serve on the conference committee that will negotiate the final details of the FY2013 National Defense Authorization Act (NDAA).  The committee will assemble the final legislation from the bills that were previously passed by the House and Senate.  The final product will then be voted on by Congress, before going to the President.

"I am pleased to once again be named to the conference committee.  I look forward to producing a bill that will provide the support necessary for our National Guard troops, military families, and the Rock Island Arsenal," said Loebsack.  "I will continue to work with my colleagues on both sides of the aisle to produce a strong bill that will ensure our nation is secure and our troops have the resources and support they need and deserve."

Washington, D.C. - Congressman Dave Loebsack today announced that he will tour Fairfield Middle School and learn about their Farm to School program on MONDAY, December 10th at 1:00pm. Recently, the Hometown Harvest of Southeast Iowa in Fairfield and Pathfinders Resource Conservation & Development, Inc. received a $100,000 grant from the USDA to provide the school with fresh produce as well as educate students on the importance of locally grown food.  Loebsack will meet with students, teachers and staff from Hometown Harvest and Pathfinders.  Media are invited to attend.

Washington, D.C. - Congressman Dave Loebsack announced today that the deadline to register for the lottery to receive tickets to the 57th Inauguration Ceremony in Washington, D.C. is Friday, December 14 at 5:00pm CST.  Those wishing to enter the lottery must visit: http://loebsack.house.gov/inauguration and fill out the form.  There is no charge to enter the lottery or for the tickets, though winners are responsible for their own travel arrangements.

Winners of the lottery will be notified at a later date if they were chosen to receive tickets.  They will also receive information at that time about how to claim their tickets.

Inauguration Day is Monday, January 21st 2013.   It is expected there will be a variety of events that will not require tickets, including a public viewing area of the Inaugural ceremony on the National Mall and the public Inauguration parade. Iowans unable to attain tickets through Congressman Loebsack's office are encouraged to monitor the Inauguration Planning Committee website, http://inaugural.senate.gov/, for further details on non-ticketed events.

Please be aware that there are a few organizations trying to sell fake tickets to people.  Tickets are only being provided free of charge from official government offices, and tickets must be picked up in person from Loebsack's office before the Inauguration. Any group that suggests differently is providing incorrect information.

Will host 'Holiday Mail for Heroes' card writing event in Ottumwa

Washington, D.C. - Congressman Dave Loebsack announced today that he will mark his 500th in-state event for the year in Ottumwa.  This Saturday, December 1st, Loebsack will join employees at the Ottumwa North Hy-Vee to write Holiday cards to the troops serving overseas.  Cards will be provided at the event and then distributed through the Red Cross Holiday Mail for Heroes program. Thanksgiving is a time when families across America come together to give thanks for all of the blessings in our lives.  We would like to take this chance to reflect on all the things we have to be thankful for as a family and as Iowans.

We have so many things to be thankful for here in Iowa.  We live in a country where we are free to speak our minds and practice our religion as we see fit.  We also live in a country of opportunities, where anyone can succeed with hard work and dedication.

This family holiday always reminds us of those who have served in our Armed Forces, particularly those who are currently serving overseas.  Many of our servicemembers and their families will spend the holidays apart.  I hope you will join us in sending our thoughts and prayers not only to those who are serving overseas but also to their families here in the U.S. who sacrifice so we can live in freedom and peace.  Terry and I are planning on spending time with our veterans and thanking them in person at the VA Medical Facility in Iowa City on Thanksgiving Day.

While the holidays are a festive time for many of us, it is important to remember that for some it is the most difficult time of year.  Far too many Iowans are still out of work and struggling to make ends meet and may not be able to serve a bountiful holiday meal.  Growing up, I remember not knowing if we'd be able to afford Thanksgiving dinner, and as we all see in our communities, Iowa families' need for food assistance continues to grow.  The holidays are a great time to stop in at a local food pantry or soup kitchen and give some of your time to those less fortunate.

Terry and I are looking forward to Thanksgiving Day, when we will be serving meals to needy families. Washington, D.C. - Congressman Dave Loebsack today led the push, along with a group of lawmakers, in calling for the passage of the Production Tax Credit for wind energy.  The lawmakers took to the House floor to call on Speaker Boehner to bring up and pass legislation to extend the wind energy tax credit, which expires at the end of the year.  Video of his remarks can be found here.

"Iowa is the second largest producer of wind energy. Wind manufacturing involves about 200 companies and 6,000 good-paying jobs for Iowans," said Loebsack on the House floor.  "Congress should not play games with people's jobs and pull the rug out from an industry employing thousands in the middle of an economic downturn.  The wind credit is also important for energy production and job creation. Congress must extend the wind credit now, before more jobs are lost."

Washington, D.C - Congressman Dave Loebsack today announced that his office is now accepting applications from Iowa college students to participate in a Congressional internship program in his Washington, D.C., or Iowa offices.  The internship program is open to undergraduate students and recent graduates, regardless of major.

"As a former teacher, I have seen the benefits that internships can provide by giving students a firsthand look into the government process," said Loebsack.  "I encourage all hardworking, motivated students and recent graduates to apply."

Interns in the Washington, D.C. office will have the opportunity to learn about the legislative process and the federal government by working closely with the legislative, communications and constituent services staff members.  Interns in the Iowa offices will have the opportunity to gain firsthand knowledge about how a Congressional office provides constituent services and interacts with members of the community.
