On July 1st the Biggest Pro-Second Amendment Bill In Iowa History Becomes State Law

The first of July brings about the biggest changes in Iowa gun law in state history. House File 517, known to some as the Omnibus Gun Bill, is in effect twenty pro-Second Amendment pieces of legislation all rolled into a single bill. Some of the most discussed provisions within HF517 include:

Chief Justice Mark Cady has overstepped his boundaries

The Iowa Firearms Coalition condemns the latest order from Chief Justice Mark Cady and the Iowa Supreme Court prohibiting weapons in all Iowa courthouses. The edict, prohibiting weapons in courtrooms, court-controlled spaces and public areas of courthouses is judicial overreach, plain and simple.

A new Iowa law goes into effect July 1, 2017, requiring motorists to slow down, safely change lanes if possible and operate with caution around waste and recycling trucks with safety lights flashing. The law echoes cautions already in place for motorists passing a stopped public safety vehicle, and drivers could be cited by law enforcement for violating the new law.

Iowa citizens currently have no constitutional right to keep and bear arms

DAVENPORT, IA–Construction work has begun on the Waste Commission of Scott County's Scott Area Recycling Center, 5640 Carey Avenue, Davenport. The new addition will allow for single stream recycling operations. During construction there will be periodic closures at our Carey avenue entrance requiring all traffic to be re-routed to our 59th street entrance.

Due to the construction work all Household Hazardous Material (HHM), used waste oil, oil filters, and antifreeze disposal will be directed to the Commission's HHM facility at the Scott Area Landfill -- 11555 110th Avenue (County Road Y-48), Davenport, IA 52804. During this time residents of Scott and Rock Island Counties will be able to dispose of household hazardous items during regular business hours (7:45 a.m. to 3:30 p.m.) Monday through Friday. Residents may drop off household hazardous items on Saturdays by appointment only. Waste motor oil, oil filters, and antifreeze disposal will also be handled through our landfill HHM facility during regular business hours, no appointment necessary. We anticipate construction work on our single stream recycling facility to wrap up in the summer of 2016. Thank you to our customers for their patience during this major project.

Waste Commission of Scott County is an inter-governmental agency whose mission is to provide environmentally sound and economically feasible solid waste management for Scott County. For more information about the Commission, please call (563) 381-1300 or visit www.wastecom.com.

Today Representative Matt Windschitl (R-Dist. 17) formally introduced HSB201. This bill, drafted with the aid of the Iowa Firearms Coalition, the National Rifle Association, and the American Suppressor Association, is the largest and most ambitious pro-gun owner bill in Iowa's history.

Most notably HSB201 would allow Iowans to own firearms suppressors. But the bill also updates several of Iowa's other firearms laws. If passed HSB201 would:

? Update Iowa's concealed carry law to move the retraining requirement to every 10 years instead of every 5.
? Simplify the concealed carry permit renewal process and allow a 60 day window to renew.
? Remove the "permit to acquire" mandate for handgun purchases (FBI NICS program would still be used for purchases).
? Remove the age restriction on minors shooting while supervised by a parent or guardian.
? Make it illegal to share any identifying information about any of Iowa's concealed carry permit holders.
? Strengthen penalties for anyone caught making a straw purchase.
? Make all permits across Iowa uniform in appearance.

Currently residents of 39 other states are free to own suppressors. These accessories work just like a car muffler to reduce noise pollution and hearing loss. If legalized in Iowa, suppressors would still be regulated by the Bureau of Alcohol Tobacco Firearms and Explosives (BATFE). Anyone purchasing a suppressor is required to undergo an additional Federal background check, pay a $200 tax, and join a BATFE registry.

For comment or more details about legalizing suppressors, or any of the other measures included in HSB201, please contact IFC President Barry Snell at: 563-506-3600.

Iowa Firearms Coalition is an entirely volunteer, grassroots, Second Amendment advocacy group.

Responsible for bringing uniformity to Iowa's Concealed Weapons Permitting process, IFC's members work to protect and enhance Second Amendment rights in Iowa. An affiliate of the National Rifle Association, the IFC actively seeks to foster and promote the shooting sports in Iowa.
