Morthland calls HB5440: "ineffective and irresponsible"

 

MOLINE, IL...State Representative Rich Morthland (R-Cordova) pledges to vote against House Bill 5440, the proposed tax on satellite TV if the sponsors try to pass the measure during the upcoming Lame Duck session in January.

Representative Morthland calls the new 5% fee an "ill-contrived attempt to distract from the major issues facing our State." Morthland says that both his Springfield and Moline offices have been receiving many calls from constituents who are justifiably outraged at this new Springfield money grab.

"Here's another fee that will prove to be ineffective and irresponsible in our current economic condition. The budgets of hard working families and businesses are already stretched to their limits," said Rep. Morthland. "To make matters worse, this tax unfairly punishes rural residents and other downstate folks who only have access to the coverage that satellite television affords."

Proponents of HB5440 claim it will raise about $75 million, which would be used to bolster education funding. Rep. Morthland questions that revenue projection number, noting that an already struggling economy conflates projections and provides for decreasing tax revenues. Furthermore, Morthland claims that the tax is a thinly veiled attempt by Cable Television companies to unfairly hurt their competitors.

"Adding the tax to satellite TV bills would be like charging toll-way fees to airline passengers," said Morthland. "These customers are doing business miles and miles above the infrastructure that traditional Cable companies interact with. This tax is fundamentally unfair and misdirected"

HB 5440 passed the Senate on vote of 30-27. The bill is likely to be brought for a vote on the House floor during the upcoming January session.

Moline, IL...State Representative Rich Morthland (R-Cordova), a co-sponsor of Illinois' Concealed Carry Bill (HB 148), released the following statement following the 7th Circuit Court of Appeals ordering the State of Illinois to provide a framework for a conceal-carry law:

"The time for Illinois to end its shame as the only State in the Nation where the right to lawful self-protection in public is overdue and yesterday's court ruling on concealed carry in Illinois proves it."

"Today, I urge my colleagues in the House and the new incoming legislators to pass comprehensive conceal-carry legislation. With this legislation, we need to both ensure compliance with the Federal courts mandate while providing a framework that fully supports our guaranteed constitutional rights."

Springfield, IL... State Rep. Rich Morthland (R-Cordova) filed legislation Monday aimed to simplify FOID card procedures in Illinois.

"The bill allows card holders to update their Driver's License or State ID to include their FOID number and expiration date, thus allowing them to be in compliance with state statute and while only requiring them to have one card," explained Morthland.

House Bill 6232 is a response to an Auditor General report last spring that found the Illinois State Police Firearms Services Bureau's faulty reporting resulted in ineligible people obtaining FOID cards. The audit also cited lengthy certification delays.

"This is the beginning of our work with the Illinois State Police in the streamlining of the FOID process. I will continue to work with ISP in changing overly burdensome regulation and allowing them to focus on our public safety."

The bill does include provisions to counter abuse by requiring the State Police to notify the Secretary of State when a FOID card holder becomes ineligible and requires the Secretary to confiscate the invalid identification card. Records showed that nearly 20,000 FOID cards were revoked in 2008 and 2010, but the Illinois State Police recovered only 30 percent.

"Allowing the Secretary of State to confiscate revoked cards would strengthen the system and put less risk on the general public," said Morthland. "I think anytime we can simplify citizens interaction with government is a good thing. It is a smart bill and in the end will save taxpayers and the state money and make it better for Illinois residents who chose to own firearms."

Moline, IL... State Representative Rich Morthland (R-Cordova) applauds the federal government's decision today to move forward with the sale of Thomson Correctional Center from the state of Illinois to the Federal Bureau of Prisons after sitting unoccupied and unused for twelve years.

Morthland says the sale of Thomson Correctional Center is a bi-partisan victory.

"Today is a great day for northwestern Illinois. It comes as a result of hard work and cooperation from all parties involved in moving the sale forward," said Morthland.

Estimates suggest that opening the prison facility will create an additional 1,100 direct and indirect new jobs, and will inject more than $200 million per year into the economy of the surrounding counties.

"The prison will bring a new kind of skilled worker to the area and in return will provide an economic boost. Area businesses will benefit from people purchasing goods and buying homes. There is great potential here and putting the prison to use will create a positive domino effect in Carol, Whiteside, and Rock Island Counties."

Moline, IL...State Representative Rich Morthland (R-Cordova) and the Citizen's Utility Board will host a free phone bill analysis program Tuesday October 2, from 1pm - 3pm at the Moline Public Library, 3210 Forty First Street, Moline, IL.  One on one sessions with CUB staff will last approximately 10 minutes each.  The event is free and open to the public.

"I encourage anyone who wants to see if they are eligible to save money on their monthly phone bill to attend this program," said Morthland.  "Staff from the Citizen's Utility Board will analyze your phone bill, look at your past phone usage and see if you can save any money by reducing your services or using a different carrier."  Attendees must bring a copy of their phone bill to be analyzed.

"To date, CUB has helped Illinois residents save over $9 million on their phone bills," said Sarah Moskowitz of the Citizen's Utility Board.  "It is CUB's mission to be an advocate for Illinois citizens.  This starts by helping Illinoisans become wise consumers."

Moline, IL... State Representative Rich Morthland (R-Cordova) is encouraging residents to join him by signing an online petition that calls on the Governor to implement, without delay, the bi-partisan Medicaid reform package enacted earlier this year. One of the key components of the SMART Act is increased scrutiny of Medicaid eligibility standards.

"Previous and current administrations have failed to take the necessary steps to remove people from the Medicaid program who may have enrolled when eligible, and then became ineligible for various reasons such as finding a job, an increased household income, or the aging out of a child," explained Morthland. "By removing these individuals who no longer qualify from the rolls, it is estimated to save taxpayers hundreds of millions."

The reform package contains tight timeframes for the procurement of an eligibility verification vendor. While the initial requirements have been met, it was revealed last week that the contracted vendor, Maximus Health Services, does not anticipate starting the reviews until January 2013.

"The entire Fiscal Year 13 budget framework relies on the timely and efficient implementation of the reforms. The selected vendor has previous experience that would allow for an expedited timeframe.  If eligibility verification is delayed a full six months into FY13, funding will be jeopardized to those in our community who truly need it."

Moline, IL... Illinois Treasurer Dan Rutherford will be at the Moline Public Library on Tuesday, September 25, 2012 along with State Representative Rich Morthland (R-Cordova) in a joint effort to connect Illinois residents with their cash and assets through the Treasurer's new I-Cash program.

"When people move or loved ones pass away, businesses and banks are required to turn over unclaimed accounts to the treasurer's office," explained Morthland. "It's common for people to lose track of those assets. This is a great opportunity to get the help you need to reclaim what's yours."

Some examples of unclaimed property currently held by the treasurer's office include :

  • Money from inactive savings and checking accounts
  • Unpaid wages or commissions
  • Stocks, bonds, and mutual funds
  • Money orders and bill overpayments
  • Paid-up life insurance policies
  • Safe deposit box contents

I-Cash staff will be onsite from 10 am to 12 pm to help residents locate unclaimed property. Rutherford will be available to the media from 11:15-11:45.

Moline, IL... State Representative Rich Morthland (R-Cordova) introduced two pieces of legislation today aimed at maintaining Illinois' commitment to the work requirements for assistance under the Temporary Assistance for Needy Families (TANF) program.

Established in 1996, the program attempts to curb welfare dependence by encouraging recipients to move from welfare to work. The U.S. Department of Health and Human Services (HHS) indicated in July that it is willing to approve state waivers that reduce the participation requirements.

Morthland introduced House Bill 6223 which would prohibit Illinois from seeking a waiver.

"This legislation hits close to home," said Morthland. "My wife and I have seen first-hand the benefits the TANF program brings to our community and to our state. The program has resulted in a reduction of child poverty, a reduction in the welfare dependency, and an increase in employment earnings of single mothers."

Morthland also announced House Resolution 1218 which urges the Governor and the Illinois Secretary of the Department of Human Services to refuse to seek a waiver from HHS.

"Welfare to Work is a good program that helps working families who want a piece of the American dream. It is important we hold Illinois to a higher standard and continue to offer job training, mentoring and educational opportunities to those in need."

Moline, IL... State Representative Rich Morthland (R-Cordova) will return to his office tomorrow morning for the first time following a knee surgery stemming from an injury on his farm last Thursday. There, he will be available to the media from 10 a.m. to 2 p.m.

"Since the accident, my goal has been to get back to the office and back to work as soon as possible," said Morthland. "I want to thank everyone for the well wishes; my rehabilitation is moving forward extremely well."

Morthland will also host a Veterans' Services Forum on Wednesday evening at 6 p.m. for veterans and their families to discuss the Illinois Department of Veterans Affairs' effort to modernize services to better serve veterans returning from Iraq and Afghanistan.
