Signing Statement for SB 322 and HB 3164
To the Honorable Members of
The Illinois House,
100th General Assembly:
Today I sign Senate Bill 322 and House Bill 3164 from the 100th General Assembly, which authorize the issuance and renewal of liquor licenses for certain establishments located in Chicago.
It is a core mission of this administration to allow small businesses to grow and achieve their version of the American Dream. However, this legislation is only necessary because of a flawed regulatory structure in which certain businesses need to secure exemptions from state law before they can be granted a retail liquor license. The current law creates needless obstacles for businesses as well as opportunities for systemic unfairness in the granting of licenses.
In the past, we have enacted similar legislation because it is important to allow small businesses to thrive. However, the General Assembly should enact a process whereby retail liquor licensure can be handled at the local level to ensure every resident and business owner is treated fairly regarding exemptions.
While the small businesses at issue today should be able to legally operate and grow, these are the last measures of this type that I will sign into law. Lawmakers should retool our outdated regulatory structures to provide the best service for Illinois citizens and businesses, not simply pile on to a list of statutory exemptions that itself indicates the law is ripe for reform.
The people of Illinois deserve solutions in the near future that create fairness for all small businesses and render bills like this unnecessary.
