The Iowa Department of Education Division of Community Colleges and Workforce Preparation is issuing a request for proposals for a three-year federal grant opportunity funded under the Adult Education and Family Literacy Act (Workforce Innovation and Opportunity Act, Title II) to provide services to develop, implement, and improve adult education and literacy services in Iowa.
This opportunity is open to eligible agencies with demonstrated effectiveness in providing adult education and literacy activities and may include: local education agencies (school districts), community-based organizations, faith-based organizations, volunteer literacy organizations (higher education, public, or private nonprofit agencies), libraries, public housing authorities, nonprofit institutions that have not previously been listed as having the ability to provide adult education and literacy services to eligible adult, a consortium or coalition of the agencies, institutions, libraries, or authorities, or a partnership between an employer and an entity described above.
Priority in issuing grants will be given to entities with demonstrated effectiveness in increasing participation rates, providing high-quality instruction, and using benchmarking measurements to improve performance over time as evidenced by high rates of skill gains in one or more of the following three areas:
1. Adult Education and Literacy, English as a Second Language, and High School Equivalency Diploma programs (WIOA sec. 231).
2. Corrections, Prison/Institutionalized Adult Education and Literacy (WIOA sec. 225).
3. Integrated English Literacy and Civics Education (WIOA sec. 243).
The application process will be available starting Wednesday, March 15, 2017. Applications must be completed electronically on IowaGrants.gov by 5:00 PM on Monday, May 1, 2017.

The Department will also conduct a Technical Bidder's Conference on Tuesday, March 28, 2017, at the Jessie Parker Building, Grant Room, located at 510 East 12th Street, Des Moines, Iowa to provide specific information and address questions about the grant application process. The Conference will be made available via a webinar for those unable to attend in person.
* 9:00 AM to noon - Adult Education and Literacy, English as a Second Language, and High School Equivalency Diploma programs (WIOA sec. 231) and Corrections, Prison/Institutionalized Adult Education and Literacy (WIOA sec. 225).
* 1:30 PM to 3:30 PM - Integrated English Literacy and Civics Education (WIOA sec. 243).
