DES MOINES, IOWA (January 22, 2026) — On Wednesday, Representative Gary Mohr (R-Bettendorf) voted in support of House File 2104 to provide protections for landowners from eminent-domain abuse, helping it pass through the full Iowa House of Representatives.

HF 2104 simply prohibits eminent domain for the purpose of carbon dioxide pipelines.

"While economic development is vital for Iowa’s future, Iowa landowners have been clear about the need for protections against eminent domain abuse," Rep Mohr said.

"This is not about opposing the pipelines, but about opposing the use of eminent domain to construct the pipelines. I am hopeful that this session we can get protections for landowner rights across the finish line."

Rep Steve Holt (R-Denison) led the bill through the Iowa House.

"Economic development is of profound importance, but we must not allow it to supersede fundamental Constitutional rights," Rep Holt said on the floor of the Iowa House.

"If you believe as I do, that the CO₂ pipeline project does not meet the public use requirement in our Constitution, then any use of eminent domain for this project is an abuse of the Constitutional rights of the impacted landowners."

House File 2104 passed the Iowa House 64-28. It now heads to the Senate for consideration.
