Senate President Pro Tempore Charles "Chuck" Grassley signs official appointment of Phillip Swagel as the Director of Congressional Budget Office

WASHINGTON DC (May 15, 2019) — Senator Charles "Chuck" Grassley (R-Iowa), President Pro Tempore of the U.S. Senate, today approved the appointment of Dr Phillip L Swagel as director of the Congressional Budget Office (CBO) with a term to expire January 3, 2023. The appointment is jointly made by the Senate president pro tempore and the speaker of the House of Representatives. Sen Grassley made the following statement after the Senate and House Budget committees announced Swagel’s appointment.

“Mr Swagel is a knowledgeable and widely-respected economist who will serve our branch of government well. I have every confidence that he will maintain the nonpartisan nature of the Congressional Budget Office. In speaking with him, I urged as much transparency as possible from the office and continued responsiveness to each and every member of Congress so they may better carry out their constitutional duties,” Sen Grassley said.

Swagel is an experienced economist with years of work in both public service and academia. He is a graduate of Princeton University (BA) and Harvard University (MA, PhD). Swagel was recommended for appointment by the chairmen of the Senate and House Budget Committees, Sen Mike Enzi (R-WY) and Rep John Yarmuth (D-KY).
