SPRINGFIELD - Longtime advocates of ethics and transparency in government, Lt. Governor Sheila Simon and State Sen. Dan Kotowski will introduce legislation on Thursday that will overhaul the Statement of Economic Interests filed annually by tens of thousands of local and state government employees and officials.

The bill designs a disclosure form that asks clear questions on sources of income, lobbyist relationships and certain loans. It also closes loopholes that allowed filers to answer "not applicable" to almost all of the questions since the form was introduced 40 years ago.

Simon said the goal of the new form is to provide Illinois residents with information that allows them to determine if elected officials, high-ranking employees and candidates hold any conflicts of interest.

"Current disclosure forms are practically meaningless and haven't been revised since their inception 40 years ago," Simon said. "This bill protects the privacy of public servants while allowing taxpayers to better identify where a conflict of interest may exist."

Simon has released her personal tax return in an effort to demonstrate transparent leadership, and has asked her senior staff to file more detailed disclosure forms that allow citizens to better find any potential conflicts of interest.

ROCK FALLS, IL - Carol Kulek, Consultant for the Illinois Department of Commerce and Economic Opportunities (DCEO), will speak at the upcoming Turn Green Into Green: Illinois Energy Now Public Sector Workshop. The meeting will be held on December 12th at 10:00 AM at the Ogle County Farm Bureau located at 421 West Pines Road in Oregon, IL.

Carol and other representatives will present information regarding financial incentives that are being offered through Illinois Energy Now. These incentives cover a portion of facility upgrades to electric and natural gas systems including HVAC equipment, motors and drives, water heaters, boilers, lighting equipment, gas furnaces and refrigeration equipment. The workshop is designed to help local government officials and other public facility managers identify specific ways they can help cut energy costs and access millions of dollars in funding available through the DCEO Illinois Energy office.

DCEO staff will be on site to schedule free energy audits for public facilities and provide application assistance. The presentation will cover a new "Sweet Deal Bonus" which could increase the qualifying incentive of a project for a limited time.

The workshop is intended for any representatives of public sector facilities located in Carroll, Lee, Jo Daviess, Ogle, Stephenson, and Whiteside counties. This workshop is free of charge and open to the public. However, participants are asked to pre-register. SPRINGFIELD - November 28, 2012. Lt. Governor Sheila Simon today issued the following statement regarding legislation to allow every qualified Illinois resident to obtain a driver's license. Simon urged the legislature to take action on this item during veto session.

"This bill is a proactive step to help guarantee the safety and well-being of all Illinois residents. Our goal is to train, license and insure every eligible Illinois driver, regardless of legal status, to make our roads safer for all travelers. I am pleased to support this progressive bill and call on legislators to vote in favor of this public safety measure," Simon said.

Simon joined the bipartisan coalition supporting Senate Bill 957/House Bill 6228 based on her experience as a Jackson County prosecutor who witnessed the damaging financial impacts of uninsured, unlicensed drivers on Illinois roadways. New licenses are also projected to generate much needed new revenue for the state, she said.

Washington, D.C. - Congressman Dave Loebsack today continued his push to extend the Production Tax Credit for wind energy during negotiations surrounding the "fiscal cliff." Loebsack also highlighted an effort by a group of veterans, known as Operation Free, who are working in the wind energy industry. This group has called for moving forward on alternative energy solutions including wind.

"The [Production Tax Credit] has helped the still-growing domestic wind energy industry employ thousands of Americans, and many veterans," wrote Loebsack to Speaker Boehner.  "I hope you give weight to this support and due diligence to Operation Free and their call to renew the PTC, particularly given these individuals' sacrifices for our country. They should be respected and applauded for again taking a stand for the betterment of our nation. I again respectfully urge your support for extending the PTC during "fiscal cliff" negotiations and thank you for your time and consideration."

Loebsack has taken a lead in Congress to demand that Speaker Boehner act to ensure the jobs associated with wind energy, including 6,000 in Iowa, are not lost because of the inaction by the Leadership in the House.  Since the beginning of the year, Loebsack has met personally with the President to encourage his leadership on this issue and stressed the importance of passing this legislation on multiple occasions with Speaker Boehner.

King's Harvest wants the poor and homeless children to have a joyful Christmas. The organization is having a Kid's Christmas Party on December 15th at King's Harvest located at 824 W. 3rd Street in Downtown Davenport. The event will be for approximately 150 poor and homeless children. King's Harvest needs donated wrapped Christmas gifts for this event.

King's Harvest needs donated toys for kids ages 0-17 years. The toys need to be gift wrapped and marked boy or girl on the outside and the age range. Gifts need to be dropped off no later than December 12th. Drop off times are Wednesdays and Fridays between 10:00 am and 2:00 pm and Saturdays between 7:00 am and 11:00 am. Please go to the back door and ring the buzzer.

For pet lovers, the organization also needs canned cat food and Tidy cat clumping cat liter.

Will host 'Holiday Mail for Heroes' card writing event in Ottumwa

Washington, D.C. - Congressman Dave Loebsack announced today that he will mark his 500th in-state event for the year in Ottumwa.  This Saturday, December 1st, Loebsack will join employees at the Ottumwa North Hy-Vee to write Holiday cards to the troops serving overseas.  Cards will be provided at the event and then distributed through the Red Cross Holiday Mail for Heroes program. WINTER BIRD FEEDING CLASS PLANNED

On Thursday, December 6th, 2012 there were be a Winter Bird Feeding class held at the Scott County Library System (Eldridge Branch) at 4:30 P.M.

The Mississippi Valley Blues Society presents, for your holiday pleasure, a "powerhouse" of a blues show featuring blues veteran and multi-instrumentalist Lucky Peterson, his wife Tamara on vocals and, tearing it up on guitar, the "Canadian Face-Melter" Shawn Kellerman. Showtime is 7:00 p.m. on Wednesday, December 19th at Rascal's, 1414 15th Street in Moline. Admission is a very reasonable $10 ($7 for MVBS members) for a show of this caliber.

Lucky Peterson, who last played here at our 1993 Blues Fest (the "Airport Fest"), was a child prodigy who played his first gig at age 3, recorded his first single?produced by the legendary Willie Dixon?at age 5 and went on to play The Ed Sullivan Show and The Tonight Show starring Johnny Carson by the time he was age 6. He's recorded for major labels such as Verve, Evidence and Alligator and, in 2010, his album You Can Always Turn Around won a Blues Music Award for Best Blues Album of 2010. He plays guitar, keyboards, bass, drums and trumpet?but for this show, we suspect Mr. Kellerman will be handling most of the guitar fireworks.

Shawn Kellerman has played the Quad City area several times, including our Blues Festival in 2010, and is known for his thrashing blues-rock style as well as his mastery of straight-ahead blues.

The Mississippi Valley Blues Society welcomes Scottie Miller and the Reuptake Inhibitors to Martinis on the Rock on Sunday, December 16.  The show will start at 6:00pm, and admission will be $7.00 for members and $10.00 for non-members.  Martinis on the Rock, an MVBS business member, is located at 4619 - 34th Street, Rock Island, right on the beautiful Rock River.

An accomplished and highly regarded keyboardist, Scottie offers up a diverse blend of blues, funk, soul and jazz, in addition to nailing down the New Orleans groove so tight this Minneapolis resident will have you wondering if the Mississippi River started flowing backwards.

Taking up piano at age six, Scottie Miller attended the prestigious Berklee School of Music, where, although he could only afford one year's tuition, he managed to complete all four years of proficiency requirements.  From there he went on to play with fellow Minnesotan Big John Dickerson and Blue Chamber, and later with Bo Diddley.

Currently, when not touring with his own band, he's been backing Ruthie Foster for the past four years.  In addition to being a keyboardist and bandleader, he's also a fantastic singer, songwriter, arranger and lyricist.  He's released seven CDs, including the solo acoustic effort Between the Black and the White, which compares favorably to Charles Brown's similarly classic album In a Grand Style.

The Events Committee has been trying to snag these guys for a couple of years, and we're fortunate to get them on this date, shortly after Scottie returns from a tour of Australia and a show in New York with Ruthie Foster.

Up 2 Zero, Gomes' latest offering, bristles with that passion and personality of the blues, a testimony to the healing power of music to uplift, console, move and motivate the spirit. American Blues Scene writes, "Anthony Gomes is back. Not that he really left ? but he IS back, invigorated and full of fire. His new album oozes energy and renewal, and his band is kicking too! What makes this album really interesting is that though there are songs that are not strictly 'blues' per se, these still reference blues that the listener will recognize and appreciate." Up 2 Zero is the culmination of all that Gomes has learned over the course of his previous albums and touring.

One of the key songs on the new CD is the searing mission statement of "Back To The Start." As simple as it sounds, you have to follow your heart and I had to get back to where I started. For me, it's the blues.
