(DES MOINES) - Gov. Terry E. Branstad, Lt. Gov. Kim Reynolds and Iowa Student Loan leaders recognized today 20 Iowa high school seniors who each won a $1,500 college scholarship through participation in the Iowa Financial Know-How Challenge: Senior Scholarship, administered by Iowa Student Loan. The high school seniors from across the state were recognized in a special award ceremony at the John and Mary Pappajohn Education Center.

This was the second year Iowa Student Loan offered the Iowa Financial Know-How Challenge: Senior Scholarship, which provided Iowa high school seniors the chance to win $1,500 for college while learning important financial literacy skills.

Between December 2014 and February 2015, registered high school seniors were asked to complete two online financial literacy tutorials ? Student Loan Game PlanSM and the ROCI Reality Check ? which Iowa Student Loan developed to help students understand the consequences of college borrowing and discover how to maximize their return on college investment, or ROCI. In addition, scholarship contenders were required to take an online financial literacy assessment test. The 20 winners were those who scored highest on the assessment or, in the case of a tie for top scores, received the highest scores on an independently judged essay.

At today's award ceremony, Branstad congratulated the students and thanked them for seeing the value in furthering their education and learning financial responsibility.

"It's crucial for students to minimize debt and for policymakers to find ways to try to hold down the cost of higher education," Branstad said. "Financial literacy is now part of our Iowa academic standards and colleges and organizations like Iowa Student Loan have increasingly have stepped up to help students understand the long-term implications of debt."

The Iowa Financial Know-How Challenge: Senior Scholarship was created to provide an additional funding source for college-bound students, as well as educate them on ways to minimize their borrowing for college and reach the financial potential of a college degree, said Christine Hensley, Iowa Student Loan board chair.

"We witness firsthand the pressures Iowa students and families are facing to finance higher education," Hensley said. "One of the goals for this program was to provide a scholarship that any Iowa high school senior could qualify for ? a scholarship that wasn't merit- or need-based. And we also wanted it to educate them on ways to minimize their borrowing and reach the financial potential of a college degree."

This past legislative session, Branstad and Reynolds stressed that more must be done to ease students' college debt burden. Branstad told the scholarship winners and their families that he and Reynolds worked to freeze tuition for Iowa students at the regent institutions and boost the Iowa Tuition Grant for students attending Iowa's private colleges and universities.

"Encouraging students to earn a college degree or other postsecondary credential is essential, but so is managing the cost," he said. "To truly address the high debt levels of our state's college students, it's going to take the efforts of everyone ? government, schools, nonprofit organizations, the private sector and families."

More than 45 people attended Friday's award ceremony, including 13 of the 20 scholarship winners and their families. Branstad presented each winner with an award certificate; the $1,500 scholarship money can be used at the college or university of the winner's choice in fall 2015. Prior to the presentation, the students and their families were hosted for lunch.

Hensley had the following congratulatory words for the scholarship winners. "All of you are sitting here today because you proved your financial literacy knowledge. On behalf of Iowa Student Loan, I thank you for taking your college education seriously, and because you do, I know your futures are bright," she said.

May 8, 2015 - DES MOINES - Today, AFSCME Iowa Council 61 President Danny Homan issued the following statement about the agreement on the mental health institutes between Representatives Heaton and Dolecheck and the Governor's Office:

"This agreement does not meet the needs of Iowans facing mental health challenges.

"While the press release announcing this agreement stated that the Iowa Department of Public Health and Iowa Department of Human Services will seek to identify private providers to replace the services being lost, there is no guarantee providers will be found. No detailed plan has been presented to the public to ensure the continuation of services.

"Outsourcing the services provided by these facilities is not needed because the existing workers are experienced and providing high quality mental health services. There is no valid reason for the governor to outsource these facilities unless his emphasis is on cutting costs by severely limiting services."

"The Iowa Senate has already advanced and voted on a proposal to keep these facilities open, which matches the wishes of Iowans according to a recent poll. That poll found 68% of Iowans oppose closing these facilities. These facilities should remain open so that they can continue to provide much needed mental health services to Iowans. The Iowa Senate plan is better for Iowans."

Local Iowa officials and activists urge Vice President Joe Biden to jump into 2016 Presidential Race

Prominent Iowa elected officials have come forward to publicly endorse the Draft Biden movement and have planned to sign onto a letter urging Vice President Joe Biden to jump into 2016 Presidential Race.

"Despite all the recent political activity and announcements regarding the presidential elections, it is exciting to see that there are people still urging Joe Biden to get into the 2016 race," said Draft Biden 2016 Executive Director Will Pierce. "Joe is busy performing his duties as the Vice President and has said publicly that he has time to make a decision. Building a base of strong support among Iowans and other key early states for a Biden candidacy will allow the Vice President to jump into the race with an infrastructure and organization already in place."

Draft Biden 2016 Executive Director Will Pierce visited Iowa last month to meet with local officials, activists, and media. As a result of the meetings, prominent Iowa elected officials have come forward to publicly endorse the Draft Biden movement and have planned to sign onto a letter urging Vice President Joe Biden to jump into 2016 Presidential Race.

Headlining the list of initial endorsers include State Senator Tony Bisignano (17th District), State Representative Jim Lykam (89th District), State Representative Mary A. Gaskill (81st District), and Scott County Auditor Roxanna Moritz.

Excerpts from the letter that will be sent on behalf of the elected officials urging Vice President Biden to run for the Democratic presidential ticket in 2016:

"Everything you and President Barack Obama have done for this country during the last two terms will be on the line. Will we continue the great work that has been done or let this country take a sharp turn onto the wrong path? There are so many accomplishments and yet so much left to be done."

"We also believe that we hold elections in this country, not coronations. No candidate is "inevitable;" Democratic primary voters deserve a choice. All voters deserve a choice."

"We as elected officials, organizers and leaders of the great state of Iowa, are strongly endorsing the efforts of Draft Biden 2016 and urging you to enter the 2016 Presidential Race."

Local supporter of the Draft Biden 2016 movement and Regional Field Organizer on Vice President Biden's 2008 Presidential campaign, Sharon Holle of Davenport, IA, highlighted the strong relationship the Vice President enjoys with Iowans, "Since the 2008 election, Vice President Biden has kept in touch with his 2008 campaign staff.  Each time that he comes to Iowa he makes sure that he gets to see us in person; he calls us his family."

Holle further articulated the growing anticipation for his announcement, "Now it's 2015 and another Presidential election is near. Every one of our 2008 Biden staffers continue to wait for his announcement and are anxious to open a new Biden for President office when he does. There are thousands of Iowa volunteers and counting who can't wait to get to work for Joe, he just needs to announce."

With Iowa being the first true test of a candidate's organization and support, Draft Biden will soon have Iowa staff and a field office up and running within the next month.  Draft Biden's Executive Director, Will Pierce, also attended the South Carolina Democratic Convention last month as well as the South Carolina Jefferson-Jackson dinner the night before with base-building already underway in the "First in the South" primary state.
