22 Iowa counties receive Presidential designation 

(DES MOINES) - Governor Terry E. Branstad received word today that President Obama approved his request for a Presidential Disaster Declaration for 22 counties impacted by severe weather in June and July.

The counties included in the declaration are: Audubon, Black Hawk, Butler, Cedar, Des Moines, Grundy, Hamilton, Hardin, Ida, Iowa, Jackson, Jasper, Johnson, Jones, Keokuk, Lee, Linn, Mahaska, Muscatine, Poweshiek, Tama, and Washington.

The governor sent the request for a declaration on July 29, 2014, in response to significant damage that was caused by severe weather that produced damaging winds, tornadoes, heavy rains, hail, and thunderstorms beginning June 26 through July 7. This is Iowa's third Presidential Disaster Declaration in 2014.

The declaration by the President will provide federal funding to the declared counties under the Public Assistance Program. A Presidential Major Disaster Declaration for Public Assistance puts into motion long-term federal recovery programs, some of which are matched by state programs, and designed to help public entities and select non-profits. Public Assistance funds may be used for emergency work and the repair or replacement of disaster-damaged facilities and may include debris removal, emergency protective measures, repair of damaged public property, loans needed by communities for essential government functions and grants for public schools.

The Governor also received notification that the Presidential Disaster Declaration includes funding to conduct hazard mitigation activities for the entire state. With this funding, Iowa will be able to minimize the impact of future disasters by taking steps now to strengthen existing infrastructure.

This Presidential Disaster Declaration is the 21st Major Presidential Disaster Declaration Iowa has received since March 2007.

MONTICELLO, IOWA- Fresh pineapples will be in Iowa for the 37th Annual Pineapple Sales for Camp Courageous the week of August 6th - 10th. The pineapples will be on sale at nearly 30 Hy-Vee Stores in Bettendorf, Cedar Rapids, Cedar Falls, Clinton, Coralville, Davenport, Dubuque, Iowa City, Marion and Waterloo. Most locations will have the ability to core and place the pineapple in a container for the customer. Pineapple sales will go to benefit Camp Courageous, a year-round respite and recreational facility, serving over 6,500 individuals with special needs annually. Customers not interested in pineapples are encouraged to buy a gift card for food and send it to camp. Select Hy-Vee stores will provide camp the proceeds from "rounding up" the total customer purchase to the next dollar amount.

The 36th Annual Pineapple Gala, will be Friday August 15, returning to downtown Cedar Rapids at the new DoubleTree Hotel beginning at 5:30 PM. This is one of Iowa's largest charity silent and live auctions with hundreds of items available for bid. The silent auction includes everything from wine and golf packages, Hawkeye, Cyclone, and UNI Packages, to numerous themed baskets. Highlights of the live auction are a weeklong stay at a lovely house in the mountains of Colorado, a pick-up truck with a snow blade, and a beautiful Lexus car. To view the auction items go to www.campcourageous.org.

New Law Strengthens Task Force Devoted to Fighting Heroin

ROMEOVILLE - Governor Pat Quinn today signed legislation to fight heroin use in communities across Illinois. The new law will expand the scope of a special task force created last year to study heroin use in Illinois and make recommendations to increase awareness and prevention. Today's action is part of Governor Quinn's agenda to strengthen drug prevention efforts and save lives.

"Heroin is a deadly substance that destroys lives," Governor Quinn said. "The health and safety of all residents across the state must be a priority. This legislation will help ensure we have the tools to fight heroin use across Illinois."

House Bill 4542, sponsored by State Representative Natalie Manley (D-Joliet) and State Senator Thomas Cullerton (D-Villa Park), expands the age range to be studied by the Young Adult Heroin Use Task Force to students in grades six through 12. Governor Quinn signed legislation in August 2013 to create the Young Adult Heroin Use Task Force to address the growing problem of heroin use in Illinois high schools. The new law expands the study to younger students.

Ongoing research has found that heroin use not only affects high school students in Illinois, but also children as young as 11 years old. The task force is to investigate the youth heroin use epidemic and recommend further state action. The new law is effective immediately.

"This devastating drug is hurting younger and younger students," Senator Cullerton said. "We need to accurately understand the scope of the heroin problem as we work to fix it."

Since taking office, Governor Quinn has worked toward a drug free Illinois. He signed the Emergency Medical Services Access law in 2012, which provides immunity to a person who, in good faith, seeks or obtains emergency medical assistance for someone experiencing an overdose. As part of the Drug Overdose Prevention Program, a life saving law took effect in 2010 to allow non-medical persons to dispense a drug overdose antidote in an emergency to prevent a drug overdose from becoming fatal.

Additionally, the Governor implemented improvements in the Prescription Monitoring Program (PMP) with the primary goals of improving clinical care and reducing the unnecessary use of controlled substances prescribed by physicians. This past year the PMP's effectiveness was enhanced by joining the national network of PMPs that allows clinicians in Illinois to check their potential patients' use of controlled substances within Illinois and 15 other states. Since the inception of the PMP in 2008, there has been a 66 percent reduction in the number of individuals who "doctor shop" in order to obtain controlled prescription medicines.

New ride in Modern Woodmen Park Party Plaza will be open for games and weekend non-game days
DAVENPORT, Iowa (August 5, 2014) -  The Quad Cities River Bandits and Main Street Amusements will open another new ride at Modern Woodmen Park Tuesday night, as the Mediacom "Drop'N Twist" makes its debut in the ballpark's Party Plaza.
The Mediacom Drop'N Twist is a pneumatically-powered, 30-foot tower manufactured by SBF Rides. The ride vertically bounces a gondola that holds eight twelve riders around the tower. The entire tower also rotates in a circle while the gondola bounces up and down. It is a family ride that parents can enjoy with their children, and replaces the Froghopper, which only served children.
"The Mediacom Drop'N Twist brings another thrill to the amusements experience at Modern Woodmen Park, one that parents and kids can enjoy together" said River Bandits owner Dave Heller. "We have lifted people high above the ballpark on the Ferris wheel, sent them soaring on the zip Line, and tumbled them around in Space Camp. Now they can twirl and bounce while getting a 360-degree view of the ballpark and the Mississippi River on the new Mediacom Drop'N Twist!"

LECLAIRE, Iowa - The cities of LeClaire, Iowa and Port Byron, Illinois are preparing for their unique 3-day event that is unlike any festival anywhere else in the USA. It's called Tug Fest and runs August 7-9.

Tug Fest includes live bands, carnival rides, great food, a grand parade, 5K run and the greatest fireworks spectacular in the two-state area. As a parent of two children who serve in the military and a member of the House Armed Services Committee, I know that our service members and military families have made great sacrifices over the last decade and have courageously served our nation. I strongly believe that there is no greater responsibility we have as a nation than to ensure our servicemembers, veterans, and military families receive the benefits and support they deserve.

That is why I recently hosted a series of town halls on my Serving Those Who Served tour. This annual tour gives me a chance to meet with veterans and discuss issues that are important to them. I was honored to be joined by local veterans service organizations, County Veterans Affairs Officers and other groups at these town halls. My staff was also available at each stop to provide any assistance veterans needed dealing with the federal government. As a military parent, I stand ready to help Iowans who need assistance working with military services, the VA, or other agencies.

At each town hall, I was deeply humbled by the stories and experiences the veterans shared. As a member of the Armed Services Committee, I work every day to ensure our servicemembers, veterans, and military families have the equipment, training, benefits, and support they need and deserve.

I personally value the ideas and thoughts veterans have about how our country can best honor our commitment to serving those who have worn our nation's uniform. URBANDALE, Aug. 5, 2014 - Dave Duncan, CEO of the Iowa Communications Alliance ("the Alliance") announced that Kevin Condon will serve as the Alliance's Director of Public Affairs.  Condon will lead the Alliance's state and federal advocacy initiatives, public affairs, communications, and media efforts.

Prior to joining the Alliance, Condon was Director of Government Relations at the Iowa Association of Business and Industry, advocating for the state's largest business group.  As part of ABI's public policy team he was also responsible for communications, policy development, regulatory affairs and media relations.  Prior to that, Condon worked for United States Senator Tom Harkin in a variety of roles on Capitol Hill in Washington DC and most recently as the Senator's Business and Economic Development Liaison in Des Moines, IA where he became involved in many projects that received federal investment through the USDA Rural Development programs.  Condon has also served as the Government Relations Representative for the National Farmers Union in Washington DC advocating for the economic and social well-being of rural Americans. Condon grew up on a farm in Webster County where his parents continue to belong to the Webster-Calhoun Cooperative Telephone Association.

WQPT airs documentary creation of local play

MOLINE, IL - WQPT cameras followed the creative process in the QC Theatre Workshop production of "A Green River" during the summer of 2013. The play tells the story about one soldier's struggle with Post Traumatic Stress Disorder (PTSD). The documentary, "The Making of a Green River," produced by WQPT Director of Marketing and Local Content Lora Adams, features interviews with the playwright, actors, director, soldier and a counselor, intermingled with performance video. The documentary will air at 8 p.m. Tuesday, Aug. 5 on WQPT.

"We are very excited to highlight the work that brings a new play to the stage," said Adams.

WQPT will also be holding a screening and panel discussion Thursday, Aug. 7., beginning at 6 p.m. at the QC Theatre Workshop, where the play was originally produced. The theatre is located at 1730 Wilkes Ave., Davenport (IA). The public is invited to view the documentary and ask questions of the principles about the process of dramatizing the return of a soldier with PTSD to civilian life.

Since the play was originally produced at the QC Theatre Workshop, it was remounted at Augustana College under the direction of Broadway director and Augustana Alumni Philip Wm. McKinley.

CHICAGO - Illinois Comptroller Judy Baar Topinka launched a new mobile application this morning on social media that will put taxpayer and vendor payment information right at their fingertips.

Topinka explained Illinois Pays during a video release announcement today.  

"Illinois Pays gives you quick and easy access to the latest news and announcements from the Comptroller's Office," said Topinka.  "It also allows vendors to set up the app to view the most recent payments we have deposited in their bank accounts."

This new FREE mobile application is available now at the Apple and Google Play stores.

IL Pays is part of Topinka's ongoing effort to make state government more transparent and accessible to taxpayers. In launching the Ledger, she enabled residents to click their way through everything from the state's daily bill backlog numbers to state agency budgets and employee salaries. She then launched the Warehouse, a comprehensive database that puts Local Government financial information and tens of thousands of records at a single location for taxpayer review. Earlier this year, Topinka's office included an insert in tax refund envelopes providing residents with state spending and bill backlog information in addition to making tax refund information easily accessible at the Comptroller's MyRefund website.

"It is important that we do everything possible to ensure that state and local government finances are transparent and easy to find," added Topinka.  "And as I've said before, we're not finished yet. So stay tuned."
