Jordan Mayer and Thomas Frazee tonight provided a goal and an assist apiece and Thomas Heemskerk made 26 saves to propel the Mallards to their first playoff series win since 2003.

Mayer gave the Mallards a 1-0 lead with a wrist shot from the right wing boards at 1:33 of the second period.  Frazee broke in alone to double the advantage at 7:01 of the second.  The Rush trimmed the gap to 2-1 just over two minutes later with Winston Day Chief's net-crashing power play goal.

The Malllards protected the one goal lead deep into the third period before Vladimir Nikiforov one-timed a power play goal from the slot to finish off the Rush with just 1:41 remaining.

The Mallards and Americans split four regular season meetings.  The Mallards went 1-1-0 on home ice against the Americans and 1-1-0 in Allen.

Lt. Governor addresses food access, farmers markets at Governor's Rural Affairs Council Meeting

SPRINGFIELD - April 16, 2014. Building on her work to provide local and healthy food to Illinois residents, Lt. Governor Sheila Simon joined advocates and stakeholders to discuss ways to combat food insecurity throughout the state, upcoming policy issues and pending legislation impacting farmers markets during a Governor's Rural Affairs Council meeting in Springfield on Wednesday.

"No one in Illinois should be experiencing food insecurity," said Simon. "Children should not be going to bed hungry and families should not have to worry about where they will get their next meal."

According to the United States Department of Agriculture, food insecurity is the limited or uncertain availability of nutritionally adequate and safe foods or ability to acquire acceptable foods in socially acceptable ways. An estimated 14.5 percent of American households were food insecure at least some time during the year according to the most recently available statistics, meaning they lacked access to enough food for an active, healthy life for all household members.

Simon recently visited the Carbondale Community Farmers Market to urge farmers markets across Illinois to accept Link cards via new wireless technology provided by the state. The Carbondale Community Farmers Market is the first market in Illinois to receive a free wireless point-of-sale terminal through a partnership with the Illinois Department of Human Services (DHS), Xerox, MerchantSource and Total Merchant Services.  Simon noted that these machines help promote acceptance of the Link card for Supplemental Nutrition Assistance Program (SNAP) benefits, formerly known as food stamps.  Currently, about a quarter of the nearly 400 Illinois farmers markets in the state are accepting these benefits.

Simon also discussed legislation passed out of the Illinois House last week aimed at standardizing the fees and regulations related to farmers markets in the stats. Currently, rules for farmers markets are set by local health departments. A uniform set of regulations concerning food samples, labeling a product's origin, and vendor fees would be put into place under House Bill 5657. The measure unanimously passed the House and has been sent to the Illinois Senate for further consideration.

Lt. Governor Sheila Simon chairs the 25-member Governor's Rural Affairs Council (GRAC). Under Simon's leadership, the GRAC has worked to expand access to locally grown, healthy foods and emergency medical services (EMS) in rural areas, as well as other rural issues.

Will Discuss His Proposals to Drive Small Business Development and Expansion

CHICAGO - Governor Pat Quinn today will address the annual meeting of the Small Business Advocacy Council and discuss his strong support for small business in Illinois. Governor Quinn's initiatives have helped small businesses start and expand in Illinois, and proposals he unveiled in his recent State of the State and Budget Addresses will continue to improve the state's small business environment. Today's event is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward by supporting small business in Illinois.

"Three out of four employers in Illinois are small businesses, and helping these companies start and grow is one of my top priorities," Governor Quinn said. "The number of people employed by Illinois small businesses has grown by more than 92,000 jobs the past three years to more than 4.1 million individuals. That's good news, but we have more work to do. That is why I am proposing a tax cut for businesses that train workers, and to cut the LLC fee by 90 percent to be the lowest in the nation."

Under Governor Quinn, small businesses across Illinois have helped drive our economic recovery. Illinois' tourism industry is breaking records - more than 100 million visitors for the first time ever and $33.5 billion in spending in local economies across the state. Illinois' film industry has also set new records, generating over $350 million in economic activity. In 2012, a new digital company was launched in Chicago every 24 hours.

Illinois was recently ranked third in the US for new corporate locations and expansions by Site Selection magazine. Since recovery from the recession began in January 2010, Illinois has added 257,000 private sector jobs. Unemployment was at 11.4 percent at the height of the Great Recession and today it is at its lowest point in almost five years.

To support Illinois small businesses, in 2011 Governor Quinn launched Advantage Illinois, which has provided more than $50 million in investment directly to small businesses, leveraging more than $420 million in private investments. The program has helped almost 200 small businesses create or retain more than 3,800 jobs.

As part of his fiscal year 2015 budget proposal, Governor Quinn proposed a Workforce Training Tax Cut that would make it easier for businesses to create new jobs and ensure workers will have the skills to drive a 21st century economy. It includes a tax cut to businesses for job training and would apply to new jobs that are created. This allows individuals to be trained for jobs that the business needs to fill, a situation that benefits employer and employee.

The Governor has also proposed reducing the fee to establish a Limited Liability Corporation (LLC) by more than 90 percent, from $500 to $39 - the lowest in the nation. Formation as an LLC encourages entrepreneurs to invest their time and money into viable business enterprises. Reducing the filing fee to $39 will make it easier for small business to start and grow in Illinois.

The Small Business Advocacy Council (SBAC) was established in 2010 and represents nearly 900 businesses in the Chicagoland area. The SBAC is a non-partisan, member driven organization that promotes the success of small business.

ABOUT JIM McDONOUGH
After stints as a high school band director, cruise ship entertainer and air-traffic controller, Jim McDonough began selling his distinctive brand of soothing piano music in gift shops in eastern Iowa. Today, his CDs are available in 1,000 stores across the country and via his Web site, www.PianoFavorites.com. Jim?s independent record label, Jim McDonough Productions, Inc., has
already sold more than 250,000 of his CDs.

The road to success, though, has been paved with detours. In eighth grade, an accident nearly ended his musical career. An upright piano fell while being moved, crushing three fingers on his right hand -and nearly crushing his dreams in the process. Jim emerged from two hours of surgery with pins in his fingers and tiny fractures across his hand. But throughout more than a year of physical therapy, Jim kept playing - with a cast on his right hand - and concentrated on improving his performance with his left hand. "Playing the piano defined me," McDonough says. "It was my life, and I was determined to play again." He devoted nearly every spare moment to working to get back the dexterity in his right hand, and the rigorous rehearsing paid off. In ninth grade, instead of a car, Jim bought a Steinway grand piano to celebrate how far he?d come.

In 2010, Jim was honored by the legendary piano maker Steinway & Sons, naming him to its worldwide artist roster. As a Steinway Artist, McDonough joins an exclusive international list of the most accomplished and discriminating performing artists, from classical pianists like Lang Lang, to jazz stars like Diana Krall and Harry Connick Jr., to pop icons like Billy Joel, to "immortals" like Irving Berlin and Cole Porter. Jim McDonough?s 16 CDs are available at gift shops across the country and via his Web site, www.pianofavorites.com.

Discography includes: Requests (2002), Home for Christmas (2003), Projections: Songs from the Silver Screen (2004), An Ivory Christmas (2004), Music of the Night (2004), Simple Gifts (2005), With Love (2006), Homeward Bound (2007), Country Dreaming (2008), A Christmas to Remember (2008), Rat Pack Remembered (2009), Isn?t It Romantic (2010), Christmas Eve (2011), Young At Heart (2011), One Nation Under God (2012), and his latest release, Country Roads (2013).

(DES MOINES) - Gov. Terry E. Branstad and Lt. Governor Kim Reynolds, along with Iowa Insurance Division Commissioner Nick Gerhart, today moved forward with administrative action allowing Iowa health care insurers to extend current insurance plans and protecting Iowans from being forced off plans they chose. A copy of the guidance sent from the Iowa Insurance Division to Iowa insurance carriers can be found here.

"Iowans deserve predictability and stability in their health care coverage," said Branstad. "The guidance issued today protects Iowans from losing plans they like, but also allows Iowans the flexibility to shop for a plan on the exchange."

Last year, Branstad, Reynolds, and Gerhart wrote to former United State Department of Health and Human Services (HHS) Secretary Sebelius asking for a three year extension for association health plans, saying, "In President Obama's press conference on April 30, 2013 he stated 'If you already got health insurance, then that part of Obamacare that affects you, it's pretty much already in place.'"

Sebelius granted a one year extension, without which 65,000 Iowa Farm Bureau members would have lost their insurance.

In June 2013, the Branstad Administration allowed a one-year plan extension, allowing Iowans to keep the coverage they enjoyed while also allowing for the freedom and flexibility to review plans on the exchanges.

"First, with the Farm Bureau extension and then the plan year extension, Iowa has been a leader in allowing Iowans who like their insurance to keep it," said Reynolds. "Today's action continues that commitment and gives Iowans certainty in their coverage."

In the guidance issued by the Iowa Insurance Division, Gerhart said, "We have concerns about policy cancellations and the anxiety Iowans face when they receive cancellation notices." Gerhart continues that the goal of the Iowa Insurance Division in issuing this guidance is "to assure that Iowa consumers have access to health care coverage in a stable, competitive health insurance market."

As of April 15, 2014, 18 other states have taken similar action allowing plan extensions pursuant to the March 5, 2014 guidance from the HHS. A link to the HHS guidance can be found here.

Approximately 330,000 individual and small group members are impacted by the extension, which was secured by the Branstad administration in an effort to protect Iowans.  The Iowa Insurance Division allowed all Iowa carriers to extend their plan year on existing small group and individual coverage through 2016. The extension provides additional time to become more informed about what the changes in the market mean without losing the current coverage they know and trust.
