(DES MOINES) - Gov. Terry E. Branstad today authorized a proclamation of disaster emergency to extend the original proclamation signed on July 26, 2012. The extension is effective immediately and will last for 30 days from today.

The extended proclamation allows overwidth and overweight loads of hay, straw and stover. As a result of the drought experience by the state of Iowa, the effects of the drought continue and circumstances and reasons for issuance of the proclamation remain and continue.

Specifically, this proclamation, as did the original, allows for:

  • Overweight loads: Hay, straw and stover may be transported in loads weighing up to 90,000 pounds gross weight without obtaining an overweight permit normally required by the Iowa Department of Transportation. Overweight loads cannot travel on the interstate without a permit.  This proclamation applies to noninterstate roadways.  Specific axle weight limits do apply. Visit the Iowa DOT's website www.iowa.dot.gov to see the maximum gross weight table and determine the legal limits for your vehicle/trailer combination.  A vehicle that is overweight, but not overwidth, can travel at all hours.
  • Overwidth loads: A vehicle transporting these goods can be overwidth, without an Iowa DOT permit, if they do not exceed 12 feet 5 inches wide.  An overwidth load can travel on any road, including the interstate, as long as its gross weight does not exceed 80,000 pounds.  Movement must occur between the hours of 30 minutes before sunrise and 30 minutes after sunset.  All flags, signs and lights normally required are still needed.
  • Overweight and overwidth loads: A vehicle transporting these goods can be both overwidth, up to 12 feet 5 inches, and overweight, up to 90,000 pounds.  However, these vehicles cannot travel on the interstate.
  • Driver hours of service: The driver hours-of-service regulations pertaining to persons transporting these specific agricultural goods are suspended. Certain rest periods must be provided to drivers to prevent fatigued or ill drivers from operating on the roadways.

DES MOINES - Today, OFA Iowa, Senator Tom Harkin and Congressman Leonard Boswell will hold a media conference call about Mitt Romney, Congressman Paul Ryan  and Congressional Republican's failure to move the farm bill and their opposition to the Wind Production Tax Credit, which are so vital to Iowa's economy.  Last week, Congressional Republicans gave Americans a preview of the future Iowa would see under a Romney-Ryan Administration.  House Republicans led by Speaker John Boehner and Paul Ryan, left town without extending the wind production tax credit or reauthorizing the farm bill, allowing it to expire and leaving Iowans without the necessary reforms to give rural communities long-term certainty.

Since day one, President Obama has worked to build stronger and more diverse rural economies through investments in renewable energy, manufacturing, education and agriculture. Today, he is standing by farmers during the drought, advocating for a strong safety net and urging Congress to pass the farm bill so that U.S. agriculture continues to experience one of its most productive periods in American history.


[Moline, Ill] The Bain Worker Bus tour will arrive in Moline, Illinois today. Current and former employees of Bain Capital-owned companies launched the month-long journey across the country to persuade voters in key states to reject Mitt Romney's economic vision for our country.

The tour kicked off with a rally in St. Louis, Missouri and is taking the Bain workers' message straight to voters as it winds its way across the country, culminating in a day of action in Boston, Massachusetts where both Romney's campaign and Bain Capital are headquartered.

On Monday, September 24, Quad City area residents, many of them underemployed and jobless will greet the Bain Worker Bus with a rally and welcome signs.

After kicking off in St Louis, MO, the tour stopped in Freeport, IL, where 170 workers at a Bain-owned Sensata plant are facing imminent outsourcing of their jobs to China and calling on former Bain CEO Romney to intercede on their behalf. Workers then travel to the Quad Cities today in Illinois...then Wisconsin, Michigan, Ohio, Pennsylvania, Virginia, Florida, and on to the presidential debate in Hempstead, NY.

Activities planned at various stops of the Bain Worker Bus include rallies and other public events, as well as meetings with voters, canvassing, and other voter contact activities. Each tour participant?a current or former worker at a Bain-owned company?will spend anywhere from one night to a few weeks traveling on the bus, bringing their messages to voters and low-wage workers they meet along the way.

The Bain Worker Bus Tour is being sponsored by the 99% movement, a coalition of progressive organizations such as Stand Up Chicago, Progress Missouri, and SEIU, that has been advocating for economic policies that benefit working Americans.

WHEREAS, Kerry Lee Wood was born on June 16, 1977 in Irving, Texas; and,

 

WHEREAS, Kerry Wood began his professional baseball career in 1995 when he was drafted fourth overall by the Chicago Cubs. After playing for three years in the minor leagues for both the Daytona Cubs and Iowa Cubs, he joined the Chicago Cubs during the 1998 season; and,

 

WHEREAS, Kerry Wood, known by many as "Kid K" quickly became one of the most successful players in the history of the Chicago Cubs as well as the National League. He became the Cubs' starting pitcher in his first season and during his fifth career start threw a one-hit, no-walk, 20-strikeout game against the Houston Astros. During this game he tied for the MLB record of most strikeouts in a single 9-inning game; and,

 

WHEREAS, Kerry Wood was named as the National League's Rookie of the Year in 1998, finishing the season with a 13-6 record; and,

 

WHEREAS, Kerry Wood also holds two MLB records for quickest to reach 1,000 strikeouts by appearances (134 games) and innings pitched (853 innings); and,

 

WHEREAS, Kerry Wood currently lives in Chicago with his wife, Sarah, son Justin and daughters Katie and Charlotte; and,

 

WHEREAS, Kerry and Sarah Wood began hosting the annual "Kerry Wood's Strike Zone" Celebrity Bowling Tournament in 2006 to raise money for Chicago Children's charities; and,

 

WHEREAS, continuing their work with children in the Chicagoland area, Kerry and Sarah Wood established the Wood Family Foundation in June 2011 in order to raise funds for their programs as well as other children's charities they support; and,

 

WHEREAS, Kerry Wood is known not only for his tremendous talent in baseball, but also his dedication to various children's causes. His enthusiasm for the sport of baseball and for the City of Chicago remains apparent in his many philanthropic contributions to non-profit organizations throughout the City; and,

 

WHEREAS, Kerry Wood will be honored on September 23rd by the Chicago Cubs during a gathering to honor his career and achievements following his retirement from baseball in May; and,

WASHINGTON, Sept. 22, 2012-Agriculture Secretary Tom Vilsack made the following statement today about Congress' failure to pass comprehensive, multi-year food, farm and jobs legislation before the current law expires on Sept. 30, 2012:

"In a year that has brought its share of challenges to America's farmers and ranchers, the House Republicans have added new uncertainty for rural America. Unfortunately, House Republicans left Washington without passing comprehensive, multi-year food, farm and jobs legislation, leaving thousands of farming families exposed. U.S. agriculture is fighting to maintain the tremendous momentum it has built over the past three years, but with natural disasters and other external forces threatening livelihoods of our farmers and ranchers, certainty is more important than ever. Americans deserve a food, farm and jobs bill that reforms the safety net for producers in times of need, promotes the bio-based economy, conserves our natural resources, strengthens rural communities, promotes job growth in rural America, and supports food assistance to low-income families. Without the certainty of a multi-year bill, rural communities are being asked to shoulder undue burdens."
