Big Book Sale

Friends of the Rock Island Public Library will hold their next every-other-month big book sale on Thursday, September 1. Sale hours are 9:00 am to 8:00 pm at the 30/31 Branch Library, 3059 30th Street. Stop by for shelf-clearing deals!

 

The Friends bookstore is open Monday to Saturday during branch hours. Donations of gently-used books and other materials are always welcome. Please bring them to a volunteer at the Friends bookstore.

All locations make the transition from summer toregular hours on Tuesday, September 6.

 

Main Library is closed Saturday, Sept. 3 due to the cart races downtown. All locations closed Monday, Sept. 5 for Labor Day.

Independent Movie for Adults

A Screaming Man posterOur September 1 Independent Movie series title is "A Screaming Man" showing for free at 6 p.m. in the Community Room of the Main Library, 401 19th Street. "A Screaming Man" (Chad/France, 88 minutes) is the story of Adam, a 60-something former swimming champion who's been displaced from his job by his son. Meanwhile, his country is in the throes of a civil war.

On Tuesday, September 27, the library will offer a Teen Banned Books night. The program is at 6:00 p.m. at the Main Library. Banned Books Week, September 24-Oct. 1, is held nationwide to celebrate the freedom to read.

Learn About Some 'Unlikely Heroes'

Photo of actress Elaine RembrandtThe Rock Island Public Library and the Jewish Federation of the Quad Cities wil co-present a free one-woman play about the shadowy world of female spies onThursday, September 22.

 

Actress Elaine Rembrandt will present her play,  'Unlikely Heroes' from 6:30 to 8 p.m. at the Rock Island Main Library, 401 19th Street.

 

In this free theater program, Rembrandt reveals the untold stories of Jewish spies from three privotal moments in history -- Palestine on the brink of World War I, the invasion of France by Nazi Germany and the conflicts surrounding the newborn state of Israel. Says Rembrandt, "Women like Sarah Aaronsohn, Shulamit Cohen Kishik and Marthe Cohncould have chosen safety, but instead they put themselves in harm's way, facing life-threatening decisions and risks."

 

The actress recently won rave reviews for her performance in the title role in Golda, by William Gibson, at the Halle Theatre in Cleveland, Ohio.

 

The show is free and open to the public.

Three New Laws Support Servicemembers and Their Families

SPRINGFIELD - August 21, 2011. As part of his ongoing commitment to servicemembers and their families, Governor Pat Quinn today signed three laws that will protect Veterans and support military families.

"Our servicemembers are the heart and soul of Illinois," Governor Quinn said. "Whether they are returning home from service or defending our country overseas, we want them to feel confident that they and their families are taken care of back home." 

Sponsored by Rep. Linda Chapa LaVia (D-Aurora) and Sen. David Koehler (D-Pekin), House Bill 2870 will provide schools with another way to identify students with active duty parents and provide much-needed counseling and support. The new law requires K-12 public and private schools to allow students to voluntarily identify themselves as having parents actively serving in the armed forces. This allows the school to provide counseling and support for students whose parents are currently or will soon be deployed.

"Governor Quinn stands with Veterans and their families on military issues, and we will continue to fight together to improve life for our Veterans," Rep. Chapa LaVia said. "This new law will help make sure that we are giving the children of servicemembers the support they need."

House Bill 3255 allows Illinois State Police troopers, Illinois National Guard members and volunteer nonprofits serving small populations to apply to a fee wavier for Emergency Medical Technician (EMT) training. Sponsored by Rep. Donald Moffitt (R-Galesburg) and Sen. Carole Pankau (R-Bloomingdale), this bill will encourage more first responders, including state troopers and members of the National Guard, to complete additional emergency medical training and become certified EMTs, which will also improve unit safety when servicemembers are deployed.

"Many times, troopers, volunteer ambulance members, volunteer firefighters or members of the National Guard are the first to reach a victim of an accident, disaster or other situation involving life-threatening injuries." Rep. Moffitt said "The more emergency medical training they have, the better they will be able to help until paramedics or doctors can take over."

Sponsored by Sen. Kwame Raoul (D-Chicago) and Rep. Kevin McCarthy (D-Orland Park), Senate Bill 1672 requires all pension funds and retirement systems to comply with the federal Heroes Earnings Assistance and Relief Tax Act of 2008 (HEART ACT). This law ensures that additional tax and pension benefits are granted to Illinois servicemembers who are absent from work due to duty in uniformed military service.

The new laws all take effect immediately.

MOLINE, ILLINOIS - In 1961, black and white students deliberately violated Jim Crow laws in an effort to end segregation in the Deep South. This first group of 'Freedom Riders' were beaten and their bus burned. Should they continue? The answer came from a young civil rights leader from Fisk University. She said "It was clear to me that if we allowed the Freedom Ride to stop at that point, just after so much violence had been inflicted the message would have been sent that all you have to do to stop a nonviolent campaign is inflict massive violence." That young woman was Diane Nash.

The Rock Island Community Foundation has generously donated $2,000 to WQPT to help bring Diane Nash to the Quad Cities to speak at the Martin Luther King Center in Rock Island on October 15th at 10:00 a.m.  This event is free to the public, though donations are accepted at the door. Seating is on a first come/first served basis. She will also be the keynote speaker at the Illinois NAACP's Freedom Fund Banquet taking place at the i wireless Center that same night.

"After we aired 'Freedom Riders' in May and held public viewings of the film for junior high and high school students we wanted to expand the reach of the project," said WQPT General Manager, Rick Best. Original Freedom Riders who spoke at the April events were Joan Trumpauer-Mulholland and Dion Diamond.  "Having Ms. Nash appear to speak is especially important because of her role as a leader in the civil rights movement," Mr. Best said. Ms. Nash is prominently featured in the film and was a guest on Oprah in April when she aired a special on the 50thAnniversary Freedom Rides.

"As the school year starts WQPT has made available to 100 area schools a DVD of the film and a study guide for teachers. Earlier in the year we conducted teaching seminars to help prepare instructors to teach this part of our civil rights history," said Ana Kehoe, WQPT Educational Outreach Director.  "The response to our April event was remarkable and the WQPT Freedom Riders committee, made up of area educators and civil rights leaders, felt that we should continue our efforts."  WQPT will also be airing an interview with Ms. Nash on "The Cities with Jim Mertens" on October 20th at 6:30 p.m.

Bettendorf ? Going back to school can be such a drag for a kid, that's why the Family Museum is holding one last kid-hurrah: a Back-to-School Bash with the puck-rock band The Boogers! Kids can dance 'til they drop one last time this summer, and parents can rock for joy because the kids are going back to school. The concert will be held outdoors at the Family Museum on Saturday, August 27 from 6:30-7:30 PM. The concert is free for everybody!

The Family Museum is excited to welcome back the puck-rock band The Boogers. This kid-friendly group appeared last year at the Family Museum's Market Music Fest and was a huge hit with parents and kids alike. Their Ramones-type songs include such popular hits as "This Song Is about Transportation" and "I like Bananas" along with some old classics like "The Wheels on the Bus" and "The Itsy Bitsy Spider." So bring a blanket or some chairs and join Crusty, Sticky, and Greenie as they rock the stage and wake the neighbors at this all-ages rock show!

In connection with the current PENCIL exhibit at the German American Heritage Center and Museum, the Book Discussion Group will discuss the book "The Pencil" written by Henry Petroski. The discussion will be led by St. Ambrose University Professor Michael Hustedde.

 

Petroski's witty and unexpected history of the pencil includes a wide range of characters: from the American philosopher Henry David Thoreau, and Toulouse Lautrec, who declared, "I am a pencil", to the great nineteenth-century manufacturing families, such as Dixon and Faber. Petroski charmingly celebrates the design history of one of mankind's most essential, and yet undervalued tools.


 

The program will be held at the German American Heritage Center and Museum, 712 West 2nd Street. Davenport, at 2:00 on Sunday, August 28th.

Commentator, analyst to consult on legal issues
LAKE JACKSON, Texas - The Ron Paul 2012 Presidential Campaign announced today that constitutional and international law expert Bruce Fein will join the campaign as senior advisor on legal matters.

Mr. Fein is the founding member of Bruce Fein & Associates, Inc., and is a principal of a public advocacy organization, The Lichfield Group.

He is the author of Constitutional Peril:  The Life and Death Struggle for our Constitution and Democracy, andAmerican Empire Before The Fall.

Group of Budget Experts Will Recommend Steps to Implement Budgeting for Results; Bring Greater Accountability and Transparency to Budget Process  

CHICAGO - August 22, 2011. In a key step in reforming the state's budget process, a commission named by Governor Quinn held its first meeting Friday in Chicago to help guide the implementation of Budgeting for Results. Enacted last year by the General Assembly, Budgeting for Results (BFR) is a tool to help government agencies set priorities, meet goals, deliver excellent services and achieve the best value possible to taxpayers.  

"Budgeting for Results represents a major step toward smarter, more transparent government and greater accountability across all agencies," Governor Quinn said. "This commission will help Illinois deliver essential services in the most efficient, effective way possible, and ensure that taxpayers are getting the results from government they expect and deserve."  

Private business has long employed a similar management model to improve performance through clearly defining and aligning objectives across organizations. Rather than setting budgets for each agency separately and based on historical funding levels, BFR allocates scarce resources based on government-wide goals. BFR calls on every agency of government to make the case for its budget each year measured in terms of its success delivering results and value to the people of Illinois. The budgeting shift will encourage innovation and performance among agencies, and allow taxpayers to see the true impact of their tax dollars.   

For the fiscal year 2012 budget, the first year of BFR, agencies and departments were required to justify budget requests based on results achieved in the following priority areas set by the Governor:  

 1.     Quality education and opportunities for growth and learning for all Illinois students;  

 2.     Enhanced economic well-Being of citizens;  

 3.     Protection of citizens' lives and property;  

 4.     Protection of the most vulnerable of our citizens;  

 5.     Improved quality of life of citizens; and  

 6.     Improved efficiency and stability of state government.  

The commission will make recommendations on the Governor's priority areas and proposed outcomes, propose a percentage of the overall budget to be assigned to each results area, and review current spending mandates.

The commission is composed of Illinois legislators, executive staff, outside experts and stakeholders. Senator Dan Kotowski (D-Park Ridge) serves as chairman of the commission and was co-sponsor of legislation enabling Budgeting for Results.

"This bipartisan commission will implement a framework to cut, eliminate, reform and fund agencies and programs based on performance, not politics and self-interest. Illinois families live by these principles every day and now the state government will as well."

"It is a privilege to serve the state of Illinois on the new Budgeting for Results Commission," Roger Myerson, Noble Prize winning economist said. "This commission reflects a broad commitment by Governor Quinn and the legislature to improve the process by which this state makes tough fiscal choices. We will work to develop better measurements of government performance and budgetary transparency."

"The appointed Commissioners are a good cross-section of private and public sector individuals," Rep. Kent Gaffney (R-Lake Barrington) said. "The task ahead will become more difficult as we work towards a plan to allocate scarce state funds in a manner that will improve the business climate and overall economic situation of our state, while also improving the quality of life for Illinoisans."

Appointees from the Governor's executive staff are Cristal Thomas, Deputy Governor, and John Kamis, Senior Advisor to the Governor.

The commission will issue a report the Governor and the General Assembly by Nov. 1 each year, starting in 2011.
