(DES MOINES) - Gov. Terry E. Branstad today released the following statement after the close of the 2014 legislative session:

"In January, Lt. Governor Reynolds and I brought forth a simple message:  'Iowa is Working.' In fact, Iowa Workforce Development recently reported that more Iowans are working than ever before in our state's history and our unemployment rate of 4.5 percent is 7th lowest in the nation.

"We are proud to see a number of our policy proposals approved by the Iowa Legislature. We are pleased the Legislature joined us in support of a robust Renewable Fuel Standard early in the session. In early April, the House and Senate passed our plan to repurpose public buildings to serve as centers of economic development and commerce.

"The centerpiece of our legislative plan, Home Base Iowa, won broad bipartisan support. In March, Greene County became the first Home Base Iowa Community. Iowa businesses have already set a goal of filling over 2,900 jobs in our state with veterans. The Home Base Iowa jobs plan passed by the Legislature shares our vision of offering veterans a superior quality of life as they transition from the military to civilian life.

"As we travel the state, business and community leaders told us of the high-quality jobs available, but the inability to fill them because applicants lacked the specific skills. The apprenticeship bill will triple funding for apprenticeship programs and ensure more Iowans are prepared to fill the high-quality jobs available across our state.

"For the second year in a row, our budget proposal called for a tuition freeze at our Regent universities.  The Legislature's passage of our proposal to freeze tuition represents the first tuition freeze at Regent universities in consecutive years since 1980.

"After two years of advocating for legislation to strengthen Iowa's laws against bullying, we are disappointed the Senate again failed to take action to protect Iowa's students from bullying in our schools. Unfortunately, in the closing hours of the session, Iowa Senate Democrats blocked the measure to provide a safe and secure classroom. We will continue to fight for our children because every student deserves a learning environment that is conducive to educational growth and free of harassment and bullying.

"We launched the 'Connect Every Iowan' initiative to increase access, adoption and use of broadband technology in Iowa.  Technology is the great equalizer and we know for Iowa to continue to grow and prosper, we must have quality broadband technology all across Iowa. We are disappointed that Iowa Democrats chose to put election-year politics ahead of good public policy. We plan to continue working to bring high-speed Internet access to all corners of the state, not just to population and industrial centers.

"The budget we proposed in January spent 91 percent of authorized capacity, 8 percent below the requirement by law. Our budget balanced in a five-year budget projection. It balanced when we accounted for our commitment to fully fund the historic tax reduction passed last year and our unprecedented investment in Iowa schools.

"Over the coming weeks, we will carefully review the budget passed by the Legislature. After years of budget mismanagement, Iowans expect us to maintain responsible budgeting. Our careful planning has taken us from a projected billion dollar spending gap when we took office to a $700 million budget surplus today. Our priority - and our responsibility - is to ensure we adhere to sound budgeting principles that adequately address our state's needs without following the Washington, D.C., playbook of spending ourselves into a budget cliff. Simply put, we are committed to a budget that is in balance now and in the future.

"Despite the partisan tone of the session, we are pleased there was agreement on the majority of our legislative plan. Our plan continues growing Iowa's economy, attracts and matches military members with quality careers in our communities, offers more job-training opportunities for Iowans and holds tuition steady at our Regent universities. Politics should never get in the way of passing meaningful legislation for the taxpayers we serve."

Key 2014 Legislative Accomplishments

Protecting a robust Renewable Fuel Standard (House Resolution 101, Senate Resolution 101)

  • The Iowa House and Senate followed Gov. Branstad and Lt. Governor Reynolds' lead in supporting a robust Renewable Fuel Standard (RFS).
  • On January 14, 2013, in his Condition of the State Address, Gov. Branstad called for the Legislature to act right away to show broad bipartisan support for the RFS. The Iowa House and Senate adopted the resolutions on January 16, 2014.

Repurposing of Abandoned Public Buildings (Senate File 2339)

  • Turns what used to be centers of education into centers of commerce.
  • Repurposes the crumbling structures with renewed investment, and reinforces the foundation with new jobs.
  • The bill allows public property that is vacant, blighted, obsolete, or otherwise underutilized to be eligible for grayfield site tax credits helping to promote revitalization in Iowa communities.
  • The bill was signed on April 10, 2014.

The Home Base Iowa Act (Senate File 303)

  • The Home Base Iowa Act fully exempts military pensions from state income tax, putting Iowa on more equal footing with states such as Florida and Texas, and our Midwestern neighbors such as Illinois, Kansas, Michigan, Missouri, Ohio, South Dakota and Wisconsin. In addition, the bill fully exempts military survivor benefits from state income tax.
  • Iowa's licensing boards will adopt rules allowing credit for military training and experience in the licensing process.
  • Allows private-sector companies to follow the public sector's lead by allowing a preference in hiring and promoting veterans.
  • Eliminates the special plate issuance fees charged for plates associated with military service.
  • Expands eligibility for the Iowa Finance Authority military homeownership assistance program. The program receives a $900,000 increase over the previous year to a $2.5 million total via House File 2463.

Reducing Student Debt (Senate File 2347)

  • In 2013, Gov. Branstad proposed and signed the first tuition freeze at Regent universities in 30 years.
  • This year, the Legislature again approved the Governor's call for a freeze in tuition at Regent universities. This is the first tuition freeze in consecutive years since 1980.
  • The Regents universities received a 4 percent funding increase, with an additional $2.6 million of funding going to the University of Northern Iowa to ensure a tuition freeze would be possible in Cedar Falls.

The Iowa Apprenticeship and Job Training Act (House File 2460)

  • Apprenticeships allow students to earn while they learn, rather than taking on significant student debt.  They provide the apprentice with focused, hands-on training and a paycheck from day one.
  • Nationwide, there are registered apprenticeships for more than 1,000 occupations, with programs impacting 250,000 employers and approximately 450,000 apprentices. In Iowa in FY13, there were 662 registered apprenticeship programs, and over 8,100 registered apprentices.
  • With over $8.8 billion in capital investments incentivized by the Iowa Economic Development Authority, demand for a skilled workforce has increased all across our state.
  • The Governor's bill triples funding for apprenticeships while reforming and improving the state's apprenticeship program.

DES MOINES - AFSCME Iowa Council 61 President Danny Homan issued the following statement regarding the event Governor Branstad held today in recognition of Correctional Officers and Employees Week:

"The Governor's Correctional Officers and Employees Week proclamation signing event held today in the Governor's Office was a sham that showed how out of touch the governor is with the day to day concerns of correctional officers and corrections employees.

"The event was attended by the Governor, Lt. Governor, a photographer, four corrections management employees, two employees of a private contractor, and only one correctional officer. So the governor held a Correctional Officers and Employees Week event with one state employee who actually works in a cell house and has daily contact with inmates in a DOC facility.

"If Governor Branstad truly wants to show his appreciation for correctional officers and corrections employees, he would learn about the concerns of the line staff in our correctional facilities and community-based corrections districts rather than relying on the happy talk that comes from his corrections management team. If he truly cared about the state's correctional officers and corrections staff, he would work with us to ensure that all positions inside the state's correctional facilities and in our community-based corrections districts are adequately staffed."

Des Moines - AARP thanks the Iowa House and Senate for coming together and passing Senate File 2239, a bill that for the first time creates a definition of elder abuse and specific protections for older Iowans and their families against elder financial exploitation.

"We applaud the bipartisan work of Iowa lawmakers to create a definition of elder abuse and provide new protection from financial exploitation," said Kent Sovern, AARP Iowa State Director. "In tandem with the Iowa's new Uniform Power of Attorney Act, also passed by the General Assembly this session, Iowans can expect greater protection from the devastating effects of financial exploitation and abuse," said Sovern.

"This bill is a good compromise and a much-needed step toward better defense against financial exploitation, one of the most common types of elder abuse," said Sovern. The bill will allow Iowans to seek protective orders against perpetrators of financial exploitation to put a stop to this form of abuse. "While it is unfortunate this final bill does not include criminal sanctions as originally passed by both the House and Senate, we look forward to working with state leaders and stakeholders to establish criminal provisions next session."

For the past two years, AARP Iowa has been active on the Iowa Elder Abuse Taskforce, working with state leaders, advocates and other organizations appointed by the Iowa General Assembly to study the issue of elder abuse in our state and recommend actions to combat it.  Creating an elder abuse definition and better combatting financial exploitation were the top consensus taskforce recommendations.

Thompson, former Governor of the State of Illinois and Chairman of the Midwest U.S.-Japan Association.  He will receive The Order of the Rising Sun, Gold and Silver Star in recognition of his significant contributions to the promotion of mutual understanding and the strengthening of economic relations between Japan and the United States.  The prestigious decoration is conferred by His Majesty the Emperor of Japan.

Governor Thompson's achievements regarding Japan are impressive and many.  As Governor, he took the initiative to promote trade and investment between Japan and Illinois.  He led 8 Illinois missions to Japan, the most by any Governor in the United States, and he had many successful meetings with top Japanese business executives.  His leadership achieved a significant expansion of the Japan-Illinois business partnership.  Mitsubishi Motors selected Illinois for its large vehicle assembly plant, after Governor Thompson presented his state's key advantages beginning with his first trip to Japan in 1979.  During his tenure as Governor, the number of Japanese business facilities in Illinois more than doubled from 260 to 610 and their employment tripled from 12,000 to 38,000.  Illinois became the first state with two offices in Japan:  Osaka in 1983 and Tokyo in 1987.

Governor Thompson has been serving as the Chairman of the Midwest U.S.-Japan Association since 2003.  The annual conferences held in Japan and the U.S. bring together government and business leaders to advance new business ties.  Seven Japanese prefectures and nine Midwest states are members.  Governor Thompson's exemplary leadership and that of Mr. Yuzaburo Mogi, Chairman of the Japan-Midwest U.S. Association, and Honorary CEO and Chairman of the Board, Kikkoman Corporation, continue to make the conference a tremendous success.

Japan's Minister for Foreign Affairs, Mr. Fumio Kishida, has sent a congratulatory message to Governor Thompson that recognizes his outstanding contributions.

 

Governor Thompson's Career

Governor Thompson received a J.D. from Northwestern University School of Law in 1959.  Before being appointed by President Nixon as U.S. Attorney in Chicago (1971-1975), Governor Thompson argued more than 200 cases before the Illinois Supreme Court and argued the landmark Escobedo case in the Supreme Court of the United States.  He also served as an Associate Professor at Northwestern University School of Law, an Assistant State's Attorney of Cook County (1959-1964), and an Assistant Attorney General of Illinois (1969-1970).

As Illinois' longest-serving chief executive (14 years), Governor Thompson was noted for his skill in settling difficult labor-management problems, his ability to manage one of the nation's largest public budgets while maintaining one of the nation's highest state bond ratings, and his leadership role among his peers.  He served as Chairman of the National Governors' Association, the Midwestern Governors' Conference, the Council of Great Lakes Governors, and the Republican Governors' Association.  During his tenure in office, he traveled abroad extensively on behalf of Illinois business interests, meeting with foreign heads of state and leading government officials; he also led numerous trade missions to Japan, Canada, Mexico, Asia, Europe, and the Middle East on behalf of Illinois businesses.

In 1989, President George H.W. Bush appointed Governor Thompson as Chairman of the President's Intelligence Oversight Board, a position he held until 1993. He was a Commissioner of the National Commission on Terrorist Attacks upon the United States (9-11 Commission) by appointment of Speaker Dennis Hastert.

Listed in 1997, 2000, and 2013 by The National Law Journal as one of the nation's 100 most influential lawyers, Governor James Thompson served as Chairman of the Executive Committee of Winston & Strawn from 1991 to 2006, as well as Chairman and CEO of the firm from 1993 to 2006.  As Chairman, he oversaw the growth of the firm, both domestically and internationally.  He presently serves as Senior Chairman.

CHICAGO - Governor Pat Quinn today appointed Bobbie M. Gregg to continue to lead the Department of Children and Family Services (DCFS). Gregg, who has been interim director of the state child welfare agency since February, will now become Acting Director. A social worker with a law degree from Northwestern University and a Masters in Social Work from Loyola University, Gregg brings more than three decades of administrative and legal experience to the post.

"After considering several candidates, I determined that Bobbie Gregg is the right person to lead this agency at this important time," Governor Quinn said. "Bobbie Gregg is a problem-solver who brings a fresh perspective to DCFS. Her extensive legal and administrative experience- in addition to her passion for protecting our most vulnerable children- will strengthen DCFS at this critical juncture."

Prior to being named interim director two months ago, Gregg served as Deputy Chief for the Bureau of Operations for DCFS. Gregg has previously served as an Assistant Director in the DuPage County Health Department, as a social worker for a local human service agency and as an Assistant United States Attorney for the U.S. Department of Justice.

At DCFS, Gregg oversaw a wide array of agency operations, including resource development and management of agencies providing foster care, shelter care and congregate care. She also managed transition services for older adolescents, education services and programs for children and youth, and support services for relative caregivers.

"I have been impressed with Bobbie Gregg's diligent and organized approach to work and her sincere commitment to fulfilling the agency's mission towards safety, well-being and permanency for Illinois' most vulnerable children," State Senator Mattie Hunter (D-Chicago) said. "Bobbie Gregg has the skills and experience that this agency needs and that taxpayers demand in this position."

"Our youngest, most vulnerable residents need a strong and zealous advocate who will fight for their best interests," State Representative Greg Harris (D-Chicago) said. WAVERLY - Valerie Aguilera and Shelley Skuster, both adoptive moms from Waverly, have launched a statewide adoption support and advocacy organization, the Modern Moses Foundation.

"We realized there isn't a go-to organization for adoptive families to head to for support, resources and encouragement," said Skuster.

"That's why we wanted to start a statewide organization to really reach out to these families," she added.

Skuster and her husband adopted a newborn daughter from Texas in August.

"We also realize that while every family is unique, there is a common thread between all of us who have chosen to grow our families through adoption," said Aguilera who has two biological children with her husband. The family recently finalized the adoption of their daughter from foster care in April.

Aguilera and Skuster attribute their faith and strong passion for adoption in making the Modern Moses Foundation a reality.

The organization's website, www.ModernMosesFoundation.org, showcases a variety of supporters, including area businesses and organizations, that have a heart for adoptive families in Iowa.

"We have a handful of really talented photographers across the state who are offering customized packages for adoptive families. A lot of them are waiving the fees for adoption milestones like court hearings or homecomings," said Skuster.

"We've received such great support from churches and businesses, too. We know this type of organization is needed for adoptive families in Iowa, and we're excited to offer fun events where adoptive families can get to know one another," said Aguilera.

The Modern Moses Foundation is planning its first event, a statewide picnic for adoptive families, in August. The "Picnic in the Park" is scheduled for Saturday, August 9th in Waverly.

"We're still working out the details, but we're confident we'll have some great sponsors for our first big event," said Aguilera.

Additionally, the organization plans to host monthly coffee meetings for adoptive moms, and volunteers will send homemade food baskets to new adoptive families in the state.

"Our goal is really just to embrace and support all families blessed with adoption," said Aguilera.

CHICAGO - Governor Pat Quinn today released the following statement on the death of Dr. Jerry Umanos. Dr. Umanos was a Chicago pediatrician who moved his practice to Afghanistan and was among three Americans killed Thursday at a Kabul hospital by an Afghan guard.

"I was very saddened to hear of the tragic death of Dr. Jerry Umanos, 'Dr. Jerry,' a kind-hearted and selfless man who for years sacrificed the comforts of home to serve those in need overseas.

"Dr. Jerry helped countless people throughout his lifetime. While there are no words in the English language to ease the pain, we can find comfort in his life's work and all those he healed here at home and around the world.

"I offer my condolences to Dr. Jerry Umanos' wife, their children and his colleagues at the Lawndale Christian Health Center and in Kabul."

(DES MOINES) - Gov. Terry E. Branstad today signed two bills into law:

Senate File 2310: an Act relating to the underage possession or consumption of alcohol and providing penalties.

Senate File 2311: an Act relating to sexual and criminal offenses involving minors and others, including prostitution, pimping, and human trafficking, providing for a fee, and including penalties and effective date and applicability provisions.

May marks police memorial month.

The Quad Cities Law Enforcement Officers Memorial is having three upcoming events tailored toward this.

  1. Officer appreciation dinner and auction/raffle on Friday April 25th 2014. This is a public event where the public can come out and support our area law enforcement officers. Dinner is catered by Texas Roadhouse and the event is held at the Eldridge Community Center. Doors open at 6:00p.m. the meal is served at 6:40p.m. Online tickets are discounted through Thursday. $15.00/$5.00 (At the door Tickets are $20.00 for adults and Kids are $5.00). Kid's meal is: hotdog, mac n cheese, cookies and drink. The adult meal is: rib eye steak, baked potato, green beans, salad, sweet rolls and cookies. Pop and beer are included with meal. This event helps fund the memorial by up keeping the memorial site, the rolling memorial custom squad car and to provide support to the families. We need to update and remodel our memorial site and need funding in order to do this project.

We always show a tribute video. This year there is a section honoring Kevin Marxen from the Davenport Police Department who recently died while training off duty.

  1. QC Police Memorial Service on May 4th 2014 at 1:30p.m. This year it will be at Bethany Baptist Church in Moline Illinois. Immediately following the church service we will have a procession to the Justice Center in Rock Island Illinois where our memorial site is located. The names of the fallen officers will be read and a family member of officer or a fellow police officer will place a flower on a wreath in their memory.

  2. Pizza Ranch in Bettendorf on May 5th. 5:00p.m. - 9:00p.m. Area officers and committee members will be serving, refilling drinks and clearing tables. Pizza Ranch is donating 10% of the sales to the QCLEOM and any tips will go to the memorial as well.
