SPRINGFIELD, IL (12/21/2015)(readMedia)-- Anthony Rodriguez, a native of Moline, Illinois, was awarded a $500 Northrop Grumman Scholarship during a graduation ceremony Dec. 18 at the Prairie Capital Convention Center in Springfield, Illinois. Rodriguez was one of 171 Cadets that graduated from the Lincoln's Challenge Academy Class 45-15. The Illinois National Guard administers the Lincoln's Challenge Academy program, based in Rantoul, Illinois. The program is designed to give Illinois at-risk youth the opportunity to continue their education and learn life skills in a quasi-military environment. More than 14,500 Cadets have graduated the 22-week program since its start in 1993. The academy is accepting applications for the next class which starts in January. WASHINGTON - Sen. Chuck Grassley of Iowa and Sen. Chris Murphy of Connecticut have urged the U.S. Senate Committee on Energy and Natural Resources to consider the National Liberty Memorial Clarification Act of 2015, a bill that would keep the creation of the National Liberty Memorial - a monument to commemorate the tens of thousands of slaves and free black persons who fought for freedom and independence in the American Revolution - on track.

In a letter to Chairwoman Lisa Murkowski (R-Alaska) and Ranking Member Maria Cantwell (D-Wash.) of the Senate Committee on Energy and Natural Resources, Murphy and Grassley requested that the committee leaders schedule a hearing on the bill early in the next session of Congress so that it can be reported to the full Senate as soon as possible. The National Liberty Memorial Clarification Act was referred to the Senate committee earlier this year after it passed the U.S. House of Representatives by a vote of 402-0.

"We are strong supporters of the creation of the National Liberty Memorial to honor the thousands of enslaved and free black persons who fought in the Revolutionary War.  However, we understand that red tape has led to delays in the final approval of the design and location for the memorial.  In order to streamline the process and keep the memorial on track to be completed in the current authorization period, the U.S. House of Representatives passed H.R. 1949, the National Liberty Memorial Clarification Act of 2015, on September 17, 2015," wrote the Senators. "H.R. 1949 has now been referred to your committee. We ask that you schedule a hearing early in the next session of Congress to consider this bill with a view to it being reported to the full Senate for consideration as soon as possible."

Grassley's work to get the memorial built began when several young Iowans took an interest in the effort and helped with the initial push for the memorial. One soldier of special interest to many Iowans is Cato Mead, an African American Revolutionary War patriot who spent his final years in southeast Iowa.  There is a monument dedicated to Mead in the Montrose Cemetery in Lee County.

Murphy became involved in the effort after former U.S. Senators Chris Dodd and Joseph Lieberman successfully led the fight to pass legislation that, in 2013, was signed into law by President Obama and authorized construction of the new memorial. At least 820 African American soldiers served in the Revolutionary War from Connecticut.

The National Liberty Memorial will be built by Liberty Fund D.C., a private nonprofit established to lead the effort to construct the memorial. No taxpayer dollars will be used to fund the construction of the memorial.

SPRINGFIELD, IL (12/10/2015)(readMedia)-- SPRINGFIELD, Ill. - A unique team of Army National Guard warriors whose mission is to protect U.S. and state interests within the cyber world will be based in Illinois and Wisconsin, the National Guard Bureau announced on Dec. 9.

"This is a win for both Illinois and Wisconsin. This is a win for the Midwest," said Illinois Governor Bruce Rauner. "This is bringing unique military capabilities under the command and control of the states, who are on the front lines of cyber defense."

The Cyber Protection Team, with approximately 40 Soldiers, will have its headquarters in Illinois along with two cyber sections?. Likely locations for these sections will be Springfield, the Bloomington-Normal area and Chicagoland. Wisconsin will house the team's remaining three sections.

"This team will give us critical assets to defend our nation, region and state against cyber attack regardless of where those attacks originate," said Maj. Gen. Richard J. Hayes Jr., the Adjutant General of the Illinois National Guard. "The partnership with Wisconsin makes both states stronger within the cyber domain."

The Illinois National Guard works hand-in-hand with multiple state and federal agencies as well as nongovernmental entities in domestic emergency operations and has participated in cyber protection exercises at the state, regional and national level.

Partners within Illinois slated to support cyber operations include DuPaul University, Illinois State University, the University of Illinois at Champaign, the University of Illinois at Springfield, Lincoln Land Community College, the Federal Bureau of Investigation, the Department of Energy's Argonne National Laboratory, the Drug Enforcement Agency, the Federal Emergency Management Agency, the Illinois Emergency Management Agency, the Illinois State Police, and the DuPage County Office of Homeland Security and Emergency Management.

"There are no borders in cyber-warfare," Hayes said. "Adversaries will target industry, energy, infrastructure, communications, academia, government and military. Our defense needs to be united and coordinated."

As part of ongoing growth of cyber forces throughout the Department of Defense, the National Guard announced plans to activate 13 additional cyber units spread throughout 23 states by the end of fiscal year 2019. The current roll out of Guard cyber units is part of laying out a larger foundation for future cyber forces scheduled for activation.

This holiday season will be a little brighter for ten veterans' organizations thanks to local members of the Association of the United States Army (AUSA) Rock Island Chapter. AUSA provides support for Soldiers and is the voice for the US Army. Awarding much needed funding to these organizations is at the core of our mission.

SPRINGFIELD, IL (12/08/2015)(readMedia)-- GUANTANAMO BAY, Cuba - Ian Withrow, a native of Galesburg, Illinois, assigned to the Illinois Army National Guard's 139th Mobile Public Affairs Detachment (MPAD) based in Springfield, Illinois was promoted to the rank of sergeant during an underwater ceremony at U.S. Naval Station Guantanamo Bay, Cuba on Dec. 6.

Withrow, a 2009 graduate of Springfield Southeast High School in Springfield, Illinois has been part of the Illinois National Guard for more than five years. In June, Withrow and the 139th MPAD were mobilized for a nine-month deployment to Cuba.

Withrow said making sergeant is one of the biggest accomplishments of his military career and it validates his hard work. Some of the most unique opportunities he has experienced have come while wearing a uniform, he said.

"From flying in a helicopter, to traveling the world, to meeting interesting and unusual people, I owe the Army a great debt of gratitude for allowing me to do things I might never have done before," Withrow said. "Being promoted underwater is one of those wild, amazing opportunities."

Withrow lives with his wife Letisha in Springfield, Illinois.

The 139th MPAD is expected to return home in the spring of 2016.

SPRINGFIELD, IL (12/04/2015)(readMedia)-- A welcome home ceremony is scheduled for approximately one dozen Soldiers who deployed to Afghanistan in February. The ceremony for the 232nd Combat Sustainment Support Battalion based in Springfield, Illinois will be Dec. 5 at 2:30 p.m. at Camp Lincoln, 1301 N. MacArthur Blvd. in Springfield, Ill.

The battalion assisted planning, supervising and executing logistics within Afghanistan and assisting with the drawdown of U.S. Forces and equipment.
