IOWA CITY – The Iowa City VA Health Care System will officially commemorate the renaming of its Galesburg VA Clinic to the "Lane A. Evans VA Clinic" this week.

A Marine Corps Veteran and longtime lawmaker, Evans was best known for his work on Veterans issues.

Rep. Cheri Bustos, D-Ill., and Sen. Dick Durbin, D-Ill., led efforts to rename the facility after Evans' passing at the age of 63 in November of last year. The bill was signed by President Barack Obama and passed into law in mid-December.

Says the Plan Reagan Used to Destroy Soviet Communism's Totalitarian Ideology Can Work Now
(Washington, DC): If there were any lingering doubts that the United States and the rest of the Free World are losing a decades-long war with the Global Jihad Movement (GJM), events of the past week should have put them to rest.  Murderous attacks in Europe, warnings by MI5 of more - and worse - to come, there and perhaps here and an intercepted plot to attack the U.S. Capitol are the most obvious indicators.
Less evident, but no less portentous, is the absence of the President of the United States from the Western effort to push back - compounded by his record of accommodation to, and collaboration with, those seeking to impose "blasphemy" and other restrictions driven by their shariah ideology at the expense of Americans' constitutional freedoms.

This "Tiger Team" has been sponsored by the Center for Security Policy, an organization whose mode of operation from its founding 26 years ago has been modeled after the best of America's military - its elite unconventional warfare units.  As the "Special Forces in the War of Ideas," the Center has pulled together, much as the real special operators would do, sixteen of the best in the business, individuals with unique and necessary skill sets for the mission at hand: Adapting the strategy that defeated the last totalitarian ideology that sought our destruction, Soviet communism.

President Obama recently justified his abandonment of decades of U.S. policy towards the despotic regime in Cuba on the grounds that, if it hadn't worked, it needed to be changed.  It is beyond dispute that the policy he and his predecessors have pursued towards the Global Jihad Movement, its ideological wellspring - shariah, and its sponsors and enablers is not working.  In this case, we actually must make a change.
President Reagan's successful counter-ideological strategy, formalized in his National Security Decision Directive (NSDD) 75, is one that has worked in the past.  In the professional judgment of some of America's finest national security professionals, as adapted in the Secure Freedom Strategy, the NSDD 75 approach can work now as well, if employed decisively against today's totalitarian ideology and its adherents.

Also Signs Legislation to Improve Government Transparency and Prohibit Eavesdropping

CHICAGO - Governor Pat Quinn today signed legislation to support secure homeownership for veterans with disabilities and their families. The new law expands property tax exemptions for veterans with disabilities, which will reduce the financial burden of homeownership. Today's action is part of Governor Quinn's agenda to honor and support the men and women who have served our nation.

"When our brave men and women return from service, they deserve a safe place to call home," Governor Quinn said. "Those of us on the homefront have a duty to take care of our servicemembers who have borne the battle. This new law is another way we can support veterans with disabilities by ensuring that Illinois' heroes aren't burdened by overwhelming property taxes."

Senate Bill 2905, sponsored by State Senator Michael Hastings (D-Matteson) and State Representative Stephanie Kifowit (D-Aurora), expands property tax exemptions for veterans with disabilities and their spouses, increasing the disabled veterans' homestead exemption from $70,000 to $100,000. The law also expands the disabled veterans' homestead exemption to housing donated to veterans with disabilities by charities.

Senator Hastings, who is a military veteran, introduced the legislation after hearing from a veteran who was 100 percent disabled and unable to pay the property taxes on a home that had been equipped for his disability and given to him by a charity. The law also extends the disabled veterans' standard homestead exemption to a veteran's spouse in the event of the veteran's service-related death.

The new law goes into effect immediately.

Governor Quinn also today signed House Bill 3672 which requires open meetings of the Metropolitan Transit Authority Board (CTA), the Regional Transportation Authority Board (RTA), the Suburban Bus Board (Pace) and the Commuter Rail Board (Metra) to be streamed online.

The bill, sponsored by State Senator Toi Hutchinson (D-Chicago Heights) and State Representative Al Riley (D-Olympia Fields), also requires a recording of the meeting be posted to each board's website. Today's action is part of Governor Quinn's agenda to make Illinois government more accountable, transparent and effective.

The new law goes into effect June 1, 2015.

In addition, the Governor signed Senate Bill 1342, sponsored by State Senator Kwame Raoul (D-Chicago) and State Representative Elaine Nekritz (D-Northbrook), which prohibits the secret recording of private conversations without the consent of all participants.

A conversation is considered private if any of the participants have a reasonable expectation of privacy, such as during a private telephone conversation. The law includes exemptions for law enforcement investigating certain felonies such as kidnapping, gang or drug offenses, as approved by the State's Attorney and county judge on a case-by-case basis.

The legislation replaces portions of the Illinois Criminal Code found unconstitutional by the Illinois Supreme Court in March. The new law does not prohibit overt recording in public space, where there can be no reasonable expectation of privacy.

The law goes into effect immediately.

SPRINGFIELD, IL (12/24/2014)(readMedia)-- The Warrior 2 Warrior (W2W) program is the Illinois Army National Guard's (ILARNG) only direct, peer-based, support program for Soldiers who do not qualify for traditional veteran benefits because they have not deployed.

Born from the 'Buddy 2 Buddy' program founded in Michigan, the Illinois W2W program evolved from its foster foundation. The Illinois National Guard program supports the servicemembers and families. The program works in direct partnership with the ILARNG, the McCormick Foundation and the Health and Disability Advocates.

"If you are genuinely struggling, I would definitely refer you to the Warrior 2 Warrior program," said Pfc. Reggie Shepherd of Berwyn, Illinois, with Headquarters and Headquarters Service Battery, 2nd Battalion, 122nd Field Artillery in Chicago. "They have been and continue to be a big part of how I was able to get a job, find housing and support myself."

Shepherd learned about the program after a volunteer veteran visited his unit. The volunteer explained what the W2W program is, how it works and how Soldiers can seek help.

"When the volunteer veteran came to my drill weekend, it couldn't have been at a better time as I was coming up on being homeless," said Shepherd.

Whitney Shefte, a Peabody award-winning broadcaster took interest in the efforts of the W2W program in October. She highlighted the program in a short documentary in the Washington Post in November. "The W2W program was able to provide me with a wealth of resources that lead me to my current employment, both my volunteer veteran and the veteran staff of Health and Disability Advocates (HAD) supported me throughout my entire job search," said Shepherd.

The HAD, ILARNG W2W program and the servicemember support branch asserts the program and has historically served hundreds of service and family members of the Illinois National Guard community and continues to provide an outlet of connection for Illinois veterans seeking to help those who serve.

"They really took the time to help me share my struggles and find a path towards employment," said Shepherd. "They helped me to develop a resume and let me use the computer lab resources and phone lines to network and set up interviews. They even connected me to other resources which ultimately enabled me to receive financial support."

Governor Makes Christmas Eve Donation to Program That Helps Injured Servicemembers Connect with Family

CHICAGO - Governor Pat Quinn today urged people across Illinois to support Operation Hero Miles, a program that helps injured servicemembers connect with their families. The Governor today donated 4,000 frequent flyer miles to Operation Hero Miles and highlighted the program's positive impact on the lives of military families. Today's Christmas Eve announcement is part of Governor Quinn's agenda to honor, protect and support the men and women who have served our nation.

"Nothing should keep injured servicemembers and their families apart during this very special time of year," Governor Quinn said. "Christmas is a time of gratitude and Operation Hero Miles gives us a great opportunity to thank our military members and their families who have sacrificed so much."

Operation Hero Miles uses donated frequent flyer miles to provide free round-trip airline tickets to military families flying to visit a servicemember receiving medical treatment. It also enables wounded or ill servicemembers with approved leave to fly home at no cost. Supported by nearly every major airline, the program has issued more than 40,000 donated tickets to date, saving servicemembers and their families nearly $63 million. The Governor recently returned from a trip to Walter Reed National Military Medical Center in Bethesda, Md., where he delivered holiday cards made by Illinois schoolchildren to wounded servicemembers, doctors and staff. SPRINGFIELD, IL (12/18/2014)(readMedia)-- Approximately 20 Illinois Army National Guard Soldiers who served in Afghanistan will return to Illinois this week. The homecoming ceremony for the Bilateral Embedded Staff Team (BEST) A13 will be December 19 at approximately 12:30 p.m.at Camp Lincoln in Springfield.

The BEST A13 Soldiers were mobilized in April and deployed to Afghanistan.

The team trained with the Polish Land Forces before deploying. The unique mission allowed Illinois Army National Guard Soldiers to train and deploy side-by-side with their Polish counterparts. The Soldiers are from various parts of Illinois and were selected for the mission based on their training and skills.

While deployed to Bagram Air Field in Afghanistan, the Soldiers facilitated operations with Task Force White Eagle, which is primarily composed of the Polish 10th Logistics Brigade. BEST Soldiers were embedded with the Polish brigade to synchronize task force operations.

BEST A13 had many accomplishments while in Afghanistan, including the recovery and turn-in of $3.5 million of unaccounted U.S. property, which would have been a loss to the government. The team also expanded the capability and functionality of the Polish military, a NATO partner. The Illinois National Guard has had a state partnership with Poland since 1993 and has deployed side-by-side with Polish Forces for more than 20 years.

Los Angeles, CA - December 17, 2014 - Operation Gratitude is excited to announce the launch of its "New Recruit" Care Package program to thank our newest members of the Military for stepping forward and devoting the next several years of their lives in service to our nation. Upon Graduation from "Boot Camp," each New Recruit is handed a unique package of goodies from Operation Gratitude in a new custom-designed box.

The New Recruit Care Package Program is already in full swing at both Marine Corps Recruiting Depots in San Diego and Parris Island, and at the Navy's Great Lakes Recruit Training Command in Illinois.  The organization expects to bring the Army and Air Force training centers on board in 2015.

In addition to an assortment of snacks, hygiene, entertainment and hand-made items, each Care Package includes a "Loved One Medallion," a specially designed Operation Gratitude keepsake for the New Recruit to share with a special family member or friend. The Medallion thanks loved ones for their support and lets them know that the American people stand "hand in hand" with them.

"We hope the recruits get two things from receiving these packages," said Angel Cuevas, Director of Operations for Operation Gratitude. "First, we hope it lifts their morale. Second, we want them to know someone, somewhere cares. This is the generosity of the American public. We are supporting their mission wherever it takes them, and we don't want them to be alone."

The distribution of all New Recruit Care Packages is handled directly with the Military training centers.

Invites the Public to Drop Off Winter Clothing, Canned Food and Personal Items at State Facilities in Five Cities from Dec. 1-19

CHICAGO - Governor Pat Quinn today launched the Warm Our Heroes holiday collection drive for Illinois veterans and their families and invited people across the state to support this important cause. In five cities across Illinois, state facilities will accept public donations of winter clothing, non-perishable food and personal items until Dec. 19. The Warm Our Heroes drive is part of Governor Quinn's agenda to honor and support the men and women who have served our country and maintain Illinois' status as the most veteran-friendly state in the nation.

"We need to always take care of those who have borne the battle, especially during the holiday season," Governor Quinn said. "Warm Our Heroes supports our veterans and their families and I encourage everyone to take a minute to give back to those who have sacrificed so much."

Warm Our Heroes was launched by the Governor in 2012 as a state employee initiative to provide much-needed items to Illinois veterans in need. In its first year, state employees collected more than 3,500 donations which were distributed to veterans' organizations across the state. This year the Governor expanded the program to allow the public to participate.

Warm Our Heroes will collect warm winter clothing, dry and canned food and personal items such as toothpaste and soap to give to community veterans organizations and VA hospitals. The donation drop-off sites include :

Throughout his career in public service, Governor Quinn has been committed to Illinois veterans, servicemembers and their families. In 2009, Governor Quinn became the first Governor in Illinois history to dedicate state capital dollars to supportive housing for veterans. In 2011, when soldiers began returning from Iraq and Afghanistan, Governor Quinn launched Welcome Home Heroes to help these brave men and women resettle and become homeowners, helping more than 1,600 veterans and active military men and women to date.

As Lieutenant Governor, Governor Quinn championed the Illinois Military Family Relief Fund Act, which established a voluntary fund to provide grants to families of Illinois National Guard members and Illinois residents serving in the U.S. Armed Forces Reserve called to active duty. These grants help with the costs of food, housing, utilities, medical services and other expenses they struggle to afford because of the disparity between military and civilian pay. The fund has distributed more than $15.1 million to 29,625 Illinois military families.

Other programs championed by Governor Quinn include the Illinois Warrior Assistance Program that helps veterans transition back to their daily lives and the Veterans Cash instant lottery program with all proceeds going to benefit Illinois veterans' organizations.

Senator Tom Harkin (D-IA) today announced that Iowa will receive a total of $79,318 in grant funding through the Department of Housing and Urban Development (HUD) Veteran Affairs Supportive Housing program (VASH). The funding will provide homeless veterans with rental assistance. Harkin is a senior member of the Appropriations Committee and a member of the subcommittee that funds HUD.

"We are greatly indebted to our servicemembers. It is our duty to show our appreciation for them and their families by supporting them abroad and caring for them at home," said Harkin. "Programs like the Veteran Affairs Supportive Housing help us fulfill that duty."

The HUD VASH tenant-based vouchers will enable homeless veterans and their families to access affordable existing housing of their choice. Each veteran that receives a voucher will also receive an array of supportive services provided by the Veterans Administration.
