Washington, D.C. - Congressman Dave Loebsack released the following statement after provisions he authored were passed by the House. Loebsack, the only member of the Iowa delegation who serves on the House Armed Services Committee, offered these provisions to be included in the FY 2015 National Defense Authorization Act (NDAA). The legislation also includes new language, which Loebsack supported and worked to include, addressing the ongoing sexual assault crisis in the military. Additionally, it prohibits any new BRAC rounds, which Loebsack also fought to include in the bill.

"Our men and women in uniform, along with their families, proudly and honorably serve our country. As a military parent, I am proud to have worked with my colleagues on both sides of the aisle to deliver the level of support and access to resources our troops need and deserve. While it does not include everything I would have hoped, it takes important steps to drive more workload to the Rock Island Arsenal and help both the Arsenal and Quad Cities' economy remain strong.

"This legislation also takes multiple important steps to continue to address the horrific sexual assault crisis that has engulfed the military, though a lot of work remains to be done to address the issue. We must ensure victims have the support they need and prosecute perpetrators to the fullest extent. I will continue to work to address this issue with the urgency it deserves."

Provisions Congressman Loebsack fought to include in the FY 2015 National Defense Authorization Act specifically for the Rock Island Arsenal are:

·         Greater utilization of the organic industrial base - The NDAA will broaden existing efforts from the Army to the entire DOD directing greater utilization of the organic industrial base, which includes the Arsenal. This provision will ensure contracting officers have to give justification for skipping over the organic industrial base for the commercial base.

·         Eliminates authority of the secretary of the Army to abolish arsenals - Since the creation of the Arsenal Act, the secretary has had unilateral authority to keep open or close an Arsenal under the purview of the Department. This provision eliminates that authority with the goal of the Arsenal falling under the same BRAC-like process that all other installations adhere to.

In addition, Loebsack pushed to include many provisions important to our troops and their families, including:

·         A pay raise for our troops;

·         Rejects Department of Defense proposals to fundamentally change the TRICARE military healthcare system;

·         Included efficiencies to military commissaries, making them more efficient without increasing prices to military personnel and their families;

·         Includes $45.3 million for behavioral and psychological health programs to help combat suicide;

·         A number of important sexual assault prevention and prosecution provisions, which Loebsack has championed, including:

o   Elimination of the "good soldier defense" - a consideration of general military character toward the probability of innocence in sexual assault prosecutions;

o   A review of the terms of discharge for those who are victims of sexual offenses, to ensure that they have not been persecuted for reporting crimes.

PTC extension was included in package of tax-extenders

Washington, D.C. - Congressman Dave Loebsack released the following statement today after the House of Representatives passed HR 5771, a One Year Tax Extenders Bill. The bill included a one year extension of the Production Tax Credit (PTC) for wind energy. Loebsack has been leading the fight in Congress to pass an extension of the PTC to give the wind industry, and the thousands of jobs in Iowa that it supports, the stability and certainty it needs.

"The extension of the PTC included in today's bill is the bare minimum that we must do to support the thousands of jobs that the wind energy industry employs in Iowa alone. While I would have liked to see the PTC extended for at least two years, this current plan will provide some of the stability and predictability that the industry needs. Now is not the time to pull the rug out from under this home grown, clean energy."

HR 5771 also includes tax extenders for teachers, small businesses, low-income families and farmers. The legislation will now proceed to the Senate for a vote.

"While I am pleased that the tax extenders bill finally passed the House, it should have been passed far sooner to provide certainty and stability. Iowa's small businesses, farmers and working families deserve to have some confidence in their taxes system so they can plan for the future and make purchases. Passing Band-Aids at the last minute is no way to keep our nation's economic system running. Iowans are demanding more from Congress and we owe it to them to work together to pass a long term bill and give people confidence in our economy."

Washington, D.C. - Congressman Dave Loebsack and Congresswoman Cheri Bustos today joined with leaders from the Clinton, Iowa area in calling for a meeting between community leaders and the Target Corporation. Target recently announced they were planning to close the SuperTarget store located in Clinton, which serves over 100,000 people in Eastern Iowa and Western Illinois. In a letter to Target Corporation CEO, Brian Cornell, the lawmakers called for a delay in closing the store and for a meeting with company executives so Clinton community members could provide additional input. Loebsack and Bustos believe that community input to highlight the positive economic effect that the scheduled opening of the Federal prison in Thomson, IL will have on the area is necessary before the closing occurs.

"We write to request a meeting on behalf of Iowans and Illinoisans who will be significantly impacted by the closure of one of your stores in Clinton, IA. It is our hope that you will consider delaying the announced closure to allow for additional community input and time for local officials to devise solutions that may give Target incentive to stay," wrote the lawmakers. "We believe that local community leaders can adequately show how the positive economic impacts that a federal prison, already estimated to be $100 million annually for the region, and the hundreds of jobs it creates can benefit our local Target store. "[T]his meeting would be a good first step in finding a solution that would benefit both parties. We hope the local community also has a chance to be heard before any further action is taken on the Clinton, Iowa Target."

Washington, D.C. - Congressman Dave Loebsack today announced that the University of Iowa has received a $498,973 grant from the USDA's Distance Learning and Telemedicine Grant Program. The funding will be used to provide adult, pediatric and geriatric healthcare for patients at 64 remote rural locations.

"Residents of rural communities deserve to have access to the same medical care as someone living in a larger community," said Loebsack. "I am pleased the University of Iowa is receiving this funding to help them continue to lead the way in providing quality health care to all Iowans, no matter their location."

These funds will be used to provide telemedicine videoconferencing services for Family Medicine at 40 rural sites, for Child Health Specialty Clinics at 9 rural sites and for Geriatric Outreach at 15 rural sites. The rural locations are in the following counties: Allamakee, Appanoose, Benton, Bremer, Buchanan, Buena Vista, Cass, Carroll, Cerro Gordo, Cherokee, Clay, Clayton, Decatur, Delaware, Des Moines, Dickinson, Emmett, Fayette, Fremont, Hardin, Henry, Iowa, Jackson, Jefferson, Johnson, Keokuk, Kossuth, Linn, Louisa, Mahaska, Marion, Montgomery, Page, Plymouth, Polk, Poweshiek, Scott, Shelby, Union, Van Buren, Washington, Wayne, Winneshiek, and Wright.

Washington, D.C. - Congressman Dave Loebsack today joined a bipartisan group of leaders from the House and Senate at the White House for the bill signing ceremony for the Child Care and Development Block Grant Act (CCDBG). As Ranking Member of the House Subcommittee on Early Childhood, Elementary and Secondary Education, Loebsack helped negotiate the final agreement, which will enhance transparency, strengthen health and safety protections, and improve the quality of child care for low-income families.

"Ensuring your child is safe and well cared for when you are not around is a concern for every parent. For low-income working families who are struggling to make ends meet, having someone to care for their children can mean the difference between finding a job or not," said Loebsack. "The Child Care Development Block Grant provides a critical lifeline to families and allows them to work or attend school with the peace of mind knowing their children are safe and well cared for. This bipartisan legislation makes long needed updates and improvements to CCDBG that will promote healthy child development and enhance quality and safety. I am pleased that both Republicans and Democrats came together to help improve the lives of working families."

The Child Care and Development Block Grant Act provides funds to states to help low-income families pay for child care while a parent works or is in an educational or job training program. The law has not been reauthorized since 1996.

The bipartisan, bicameral legislation includes reforms to:

·         Enhance parental choice by providing information about available care options from all providers, including faith-based and community-based providers, and allowing parents to choose the child care provider that best suits their family's needs.

·         Strengthen safety in child care settings by requiring all providers to comply with state health, safety, and fire standards and undergo annual inspections.

·         Promote high quality child care by reserving funds at the state level to improve the quality of care provided to children, enhancing states' ability to train providers and develop safer and more effective child care services.

Washington, D.C - Congressman Dave Loebsack today announced that his office is now accepting applications from Iowa college students to participate in a Congressional internship program in his Washington, D.C. office. The internship program is open to undergraduate students and recent graduates, regardless of major. Spring internships typically begin after January 1st and run through Memorial Day, though specific dates can be set for each individual.

"As a former educator, I have seen the benefits that internships can provide by giving students a firsthand look into the government process," said Loebsack. "I encourage all hardworking, motivated students and recent graduates to apply."

Washington, D.C. - Congressman Dave Loebsack today led a call to Congressional leaders to take action and extend the job-creating Production Tax Credit (PTC) and Investment Tax Credit (ITC) before the 113th Congress adjourns. Loebsack joined with Senator Tom Harkin and Representative Bruce Braley in writing to the leaders of both the House and Senate calling for Congress to provide the wind energy industry the stability it needs to operate. The three have been longtime proponents of the wind energy industry.

"Like all businesses, the wind industry seeks certainty and predictability so that long term project decisions and investments can be made. Without that stability, we once again risk losing many of the jobs, infrastructure and investment that the wind industry has created," the Members wrote. "Time is running out for us to pass an extension of the PTC and ITC to help to avoid further layoffs and divestment. It is imperative that a vote to extend these important provisions occurs before the 113th Congress adjourns sine die."

Washington, D.C. - Congressman Dave Loebsack announced today that he will join local officials in Davenport , Friday, October 3rd to award a major federal grant to the Quad Cities Food Hub. The grant comes from the U.S. Department of Health and Human Services' Administration for Children and Families/Office of Community Service and will provide funding to establish the Quad Cities Food Hub Healthy Food and Farms Project. Congressman Loebsack has been a longtime supporter of the Food Hub and wrote a letter of support on their behalf to help obtain this funding.
