Washington, D.C. - Congressman Dave Loebsack today led a group of his colleagues calling for a meeting with President Barack Obama to discuss the unacceptable proposed renewable fuels volume obligations (RVOs) for the Renewable Fuels Standard (RFS). Loebsack was joined by Reps. Bruce Braley (IA-01), Cheri Bustos (IL-17), William Enyart (IL-12), Collin Peterson (MN-07), Tim Walz (MN-01) and Rick Nolan (MN-08) in sending the letter. The same group of Representatives recently met with the Environmental Protection Agency Administrator Gina McCarthy and shared their strong concerns about the devastating impact this cut will have on farmers, rural communities, and future investments in biofuels.

"Our top priority remains working to create good jobs and keep our economy moving forward. The proposed RFS volumes threaten to pull the rug out from under our rural economies that are already experiencing a 40 percent decline in the price of corn from last year, the biggest single year drop since 1960," the Representatives wrote to President Obama. "We believe the RFS plays a critical role as an alternative to foreign oil while simultaneously benefitting the U.S. economy and our rural communities. Washington, D.C. - Congressman Dave Loebsack released the following statement today after meeting with EPA Administrator Gina McCarthy to discuss the unacceptable  proposal to lower the Renewable Fuel Standard (RFS) for 2014. Loebsack reiterated his great concerns to Administrator McCarthy about the devastating effects the lowering of the RFS will have on Iowa's farmers, rural community and economy. Loebsack has fought to overturn the proposal since it was announced last year.

"I was pleased to have this opportunity to meet face to face with Administrator McCarthy and share directly with her the serious concerns I have heard from folks across the state about the negative effects lowering the RFS would have on our rural economy. The EPA must not continue to yield to the requests of Big Oil and ignore the impact on Iowa's farmers, rural communities and economy. This proposed cut threatens thousands of jobs in Iowa and I will not stop fighting in opposition to this misguided policy."

Defense policy bill now heads to the Senate

Washington, D.C. - Congressman Dave Loebsack released the following statement today after key provisions he authored to support the Rock Island Arsenal and the National Guard were passed by the House. The legislation also includes language, which Loebsack supported and worked to include, that takes significant steps to address the ongoing military sexual assault crisis. Loebsack, the only member of the Iowa delegation who serves on the House Armed Services Committee, again helped draft this agreement, which was negotiated between members of the House and Senate. The National Defense Authorization Agreement for FY 2014 (NDAA) now heads to the Senate.

"The men and women who volunteer to serve our nation deserve our highest level of support and access to the resources they need," said Loebsack. "I am proud to have authored a portion of this legislation that strengthens the Rock Island Arsenal by driving work there not just from the Army, but from across the Department of Defense.  This provision helps ensure both the Arsenal and Quad Cities' economy remain strong."

Congressman Loebsack authored two provisions included in the final NDAA that will provide critical workload support to Rock Island Arsenal and its workforce as the drawdown in Afghanistan continues. These initiatives will drive workload from all of the military services and defense agencies to Rock Island Arsenal by requiring the Department of Defense to assess manufacturing work that can be performed there. They also improve Rock Island Arsenal's ability to compete for work by requiring contracting officers to review the arsenal's manufacturing capabilities when determining how to meet a manufacturing requirement and to notify the arsenal of manufacturing requirements. By driving work to the Arsenal, these initiatives will support the highly skilled workforce there and improve Rock Island Arsenal's ability to support our servicemembers across the entire Department of Defense.

The legislation that passed today also includes initiatives that Loebsack backed and worked to include to help address the ongoing military sexual assault crisis. While these are significant and important reforms, Loebsack is a cosponsor of legislation that would go farther by removing prosecution of sexual assault crimes form the chain of command.

"As a military parent, I am disgusted by the ongoing sexual assault crisis in the military. While I am disappointed the legislation does not go farther in responding to these horrible crimes, I am pleased that significant steps are included to address this crisis by improving prosecution of these reprehensible crimes and increasing support for victims."

Specifically, amendments authored by Congressman Loebsack included in the FY 2014 National Defense Authorization Act are:

Mental Health Care for our National Guard and Reserve Troops - Requires the Department of Defense to provide specific resources to support mental health care and suicide prevention for our National Guard and Reserve troops.

In addition, Loebsack pushed to include many provisions important to our troops and their families, including.

·         Prohibiting a new round of Base Realignment and Closure (BRAC)

·         A pay raise for our troops

·         Rejecting Department of Defense proposals to increase TRlCARE enrollment fees and pharmacy co-pays;

·         Providing many military retirees in Iowa and elsewhere with the ability to make a one-time choice to stay on TRICARE Prime instead of being forced to move to TRICARE Standard as the Department of Defense has proposed. Switching from TRICARE Prime to TRICARE Standard would increase out of pocket costs for retirees.  Loebsack has pushed for this in order to prevent health care cost increases for Iowa's military retirees;

·         Requiring a minimum of 180 days notification for deployment of members of the National Guard and Reserve;

·         A number of important sexual assault prevention and prosecution provisions which Loeback has championed, including:

o   Stripping commanders of their authority to dismiss a finding by a court martial;

o   Prohibiting commanders from reducing guilty rulings;

o   Sets dismissal or dishonorable discharge dismissal as the mandatory minimum sentence for an assault conviction;

o   Removes the current five year statute of limitations on sexual assault under the UCMJ;

o   Requires victims be given access to qualified, specially trained lawyers to provide legal assistance;

o   Reforms preliminary hearing proceedings to avoid fishing expeditions that harm victim

As Newtown anniversary approaches, Administration announces $100 million for mental health services and facilities

Washington, D.C. - Congressman Dave Loebsack released the following statement today after the Administration announced $100 million in funding for mental health services and facilities. In the immediate aftermath of the Newtown School shooting, Loebsack brought together law enforcement officers, members of the mental health community, parents, teachers and administrators, as well as the general public to have a conversation about how to ensure our children stay safe. One thing he heard from each group was the need for additional funding for mental health services. This funding will come from both the Department of Health and Human Services (HHS) and the Department of Agriculture (USDA), which will focus on rural mental health facilities.

"I, like so many others, have personally dealt with the effects that a mental illness can have on an individual, family or community, as my mother struggled with mental health difficulties when I was young. There are too many people dealing with mental illnesses in the shadows and we must continue to work to ensure they get the help they need," said Loebsack. "In the wake of the horrible tragedy that happened at Newtown, I heard from various professionals who told me that one of the biggest obstacles they face is how to address mental health needs. I am pleased the Administration has taken this step and made this funding available to assist those experiencing mental health challenges."

Congressman Loebsack has been a champion for expanding mental health care coverage. He has worked on many pieces of legislation, including:

·         Paul Wellstone Mental Health and Addiction Equity Act, which worked to end discrimination against patients seeking treatment for mental illness;

·         Reducing Barriers to Learning Act, Loebsack authored this legislation, which would increase student access to critical instructional support personnel, including school counselors, nurses, psychologists, social workers, specialized teachers, and community partners such as mental and physical health providers;

·         Excellence in Mental Health Act, which would improve access to community mental and behavioral health services;

·         Mental Health in Schools Act, which would increase access to mental health services on-site in schools.

He has also led the way as a member of the House Armed Service Committee to ensure that the men and women serving our nation in the military have access to mental health care and suicide prevention resources. In 2011, his legislation, the Embedded Mental Health Providers for Reserves Act (HR 948) was signed into law as part of the FY 2012 National Defense Authorization Act.

Congressman Loebsack was nominated and received this award for his work to support the Rock Island Arsenal as well as the individual soldier. Loebsack is the only member from the Iowa delegation who serves on the House Armed Services Committee. He sits on both the Military Personnel and Readiness subcommittees. Washington, D.C. - Congressman Dave Loebsack released the following statement today after House leaders appointed members to a committee to reconcile the differences with the Senate on the long delayed Water Resources Reform and Development Act (WRRDA). The legislation authorizes Army Corps of Engineers funding for improvements to ports, waterways and projects tied to flood protection, drinking water, dams and levees and environmental restoration. It also includes flood protection measures that Loebsack fought to expand after the Floods of 2008.

"I am pleased that House leadership has finally taken this step to move this important legislation forward. This updated bill is long past due. The investments included in this legislation create jobs, have a direct impact on our economy, and provide safety and protection for Iowans. The conference committee must act without further delay to work out the differences between the two bills so a comprehensive WRRDA bill can be signed into law."

Congressman Loebsack had previously fought to secure funding that was needed to complete the study which allowed the Cedar Rapids flood protection project to be included in this bill. He also pushed to move WRRDA forward in order to address critical flood protection and transportation concerns on the Mississippi River. He is a cosponsor of legislation that was incorporated into WRRDA that will explore the creation of public-private partnerships between the Army Corps of Engineers and private entities as financing alternatives for lock and dam capital projects.

Washington, D.C. - Congressman Dave Loebsack released the following statement today after a bipartisan compromise was reached to end the needless shutdown and avert the economic consequences of defaulting.

"Make no mistake about it, the bipartisan compromise announced today, at the end of the 11th hour, could have been avoided and dealt with months ago. It is unconscionable that a small group of Tea Party Republicans would take our economy to the brink. Congress must pass this compromise immediately and end this manufactured crisis that is already hurting our economy.

"While I stand ready to continue to work with any member of Congress to avoid a similar crisis in the future, unfortunately, I remain unconvinced that the result will be any different next time. This agreement once again kicks the can down the road. We should have already come to a long-term solution. Iowans are demanding that Congress turn its attention from brinksmanship and political games to growing the economy and creating jobs. Fixing the economy and getting Iowans back to work has been and will continue to be my number one priority."

Washington, D.C. - Congressman Dave Loebsack released the following statement today after House leaders finally allowed the farm bill to go to conference to reconcile the differences with the Senate. Iowa's farmers and rural communities have been operating without a farm bill intact since October 1st, when the previous farm bill expired and reverted back to the permanent law from 1938 and 1949.

"Today's action further demonstrates Congress' dysfunction. Our farmers and rural communities are currently facing the double whammy of the closure of USDA resources because of the shutdown on top of an expired farm bill. The current situation is unacceptable.

"Moving the farm bill to conference is the least that should happen to go forward and finally help our farmers and rural communities, Iowa's economy, and those who rely on nutrition assistance. The fact that our farmers and rural communities have been operating without a farm bill is inexcusable. House leadership should have taken action months ago. Now that the House and Senate will finally be able to meet to work out the differences between the two bills, they must act without further delay to develop a long-term, comprehensive farm bill that can be signed into law."
