Washington, D.C. - Congressman Dave Loebsack today joined Rep. Joe Courtney (CT-02) in introducing legislation that will keep student loan interest rates at 3.4 percent for an additional two years.  On June 1, 2013, interest rates on student loans are set to double to 6.8 percent from 3.4 percent if Congress does not act.  Last year, as the only member of the Iowa delegation to serve on the House Education and the Workforce Committee, which has jurisdiction over this legislation, Loebsack helped lead the fight to ensure students did not see a similar raise in interest rates.

"I grew up in poverty, and I would not have been able to attend college and have such amazing opportunities without student aid," said Loebsack.  "At a time when middle class and working families are still struggling, we should not pull the rug out from under them and saddle them with additional debt.  Education is critical to securing a good job and economic security for families, and educating our future workforce is key to boosting our economy."

As a member of the House Education and the Workforce Committee, Loebsack has championed numerous pieces of legislation to increase access to higher education, including:

·         College Cost Reduction and Access Act (CCRAA) Loebsack helped craft and pass this legislation, which makes college more affordable and accessible for all Iowans by increasing the maximum Pell Grant scholarship and expanding eligibility;

·         Student Aid and Fiscal Responsibility Act Loebsack was a cosponsor of this bill, which will save American taxpayers $61 billion by making the student loan process more efficient.  The bill further expanded the maximum Pell Grant available from $5,550 in 2010 to $5,975 in 2017, granting Iowa students more than $291 million for higher education. This bill was the largest single investment in student aid in America's history, and will make college more accessible, transform the way student loan programs operate and strengthens community colleges.

Washington, D.C. - Congressman Dave Loebsack released the following statement today marking the tenth anniversary of the Iraq War.  Loebsack is the only member from the Iowa delegation to serve on the Armed Services Committee and has traveled to Iraq three times.  During his visits, Loebsack met with troops and commanders on the ground and brought a touch of home to the troops by presenting them with care packages made by Iowa students.

"As we reflect on the tenth anniversary of the Iraq War we thank the men and women who served for their bravery and selflessness.  We must also remember those who made the ultimate sacrifice in defense of our country and honor their memory. We must pay tribute to the families of the more than one million troops who served in Iraq.  Though the war has ended, we still have a great responsibility here at home.  We must ensure that our servicemembers, who served with such dedication and honor, receive nothing but the best medical care and support, and that those looking for civilian jobs are able to find them."

Washington, D.C. - Congressman Dave Loebsack today announced that the East Central Intergovernmental Association, which covers Cedar and Clinton counties, as well as Delaware, Dubuque and Jackson counties has received $58,000 from the Economic Development Agency.  This funding will be used to establish an economic development planning framework, process and strategy that supports private capital investment and job creation in the region.

"I am pleased that the East Central Intergovernmental Association received this funding to continue their important work of developing and implementing a comprehensive economic development strategy for the region," said Loebsack.  "We must focus on growing our economy and putting Iowans back to work. Investing in economic development planning, rural development and supporting public-private partnerships will both help strengthen the regional economy and promote job creation."

This EDA planning investment supports the development and implementation of a comprehensive economic development strategy (CEDS) in the region served by the East Central Intergovernmental Association.  The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.

Washington, D.C. - Congressman Dave Loebsack and a bipartisan group of Members that serve on the House Armed Services Committee (HASC) have demanded answers from the Secretary of Defense after a sexual assault conviction and sentence were overturned.  Loebsack is the only member of the Iowa delegation to serve on the House Armed Services Committee, which has oversight of policies concerning sexual assault prevention and prosecution.  As a member of the committee and the Military Sexual Assault Prevention Caucus, Loebsack has worked to strengthen sexual assault and harassment prevention and response policies, including provisions signed into law as part of the FY 2013 National Defense Authorization Act requiring independent reviews of how sexual assaults are prosecuted under the Uniform Code of Military Justice (UCMJ).

"As a parent of a step-son and daughter-in-law who serve our nation in the military, ensuring their safety on both the battlefield and on base is one of my top priorities. Sexual assault in our Armed Forces is unacceptable.  A zero-tolerance policy must include effective prosecution and support for victims.  I have worked to make improvements to sexual assault and harassment prevention and response policies in our military, but we still have a long ways to go to protect victims and to better prosecute these cases.

"I have very serious questions that remain unanswered in the recent case where a sexual assault conviction and sentence were overturned.  As a member of the Armed Services Committee, I will work to ensure adjudicated cases cannot be overturned without proper oversight and evidence and to ensure better prosecution of these cases."

The letter was in response to the overturning of a conviction of an Air Force officer for sexual assault.  Last year, Air Force Lt Col James Wilkerson was found guilty of sexual assault by a panel of military officers and a judge sentence him to a year in prison and dismissal from the Air Force.  However, Lt Gen Craig Franklin, who was the convening authority for the court-martial and reviewed the finished case and sentence, dismissed the charges against Lt Col Wilkerson under a rarely used provision of the UCMJ.

Washington, D.C. - Congressmen Dave Loebsack (IA-02) and Aaron Schock (IL-18) led a group of 21 Members of Congress in calling on the President to include support for the U.S. Army Corps of Engineers' Navigation and Ecosystem Sustainability Program (NESP) in its 2014 budget.  This program supports navigation infrastructure improvements and ecological restoration on the Upper Mississippi River System (UMRS).   The UMRS is the only river basin in the United States recognized by an act of Congress as both a nationally significant commercial navigation system and river ecosystem.

"Ensuring that the locks and dams on the UMRS are capable of providing effective traffic flow is critically important to the competitiveness of our agriculture and manufacturing industries, and ultimately the consumer," the Congressmen wrote in a letter to the President.  "NESP has a real opportunity to be a model for constructing navigation infrastructure, and we look forward to this potential being realized for the benefit of the region and the nation.  We are hopeful that you will recognize the importance of NESP to the economy and ecosystem along the UMRS in your FY14 budget."

Washington, D.C. - Congressman Dave Loebsack will meet with members of the Clinton Chamber of Commerce on MONDAY, March 11th.  They will discuss economic development issues, as well as the recent announcement that three companies will expand their businesses in Clinton adding 200 jobs and bringing in $25 million in investments.  Loebsack and members of the Chamber of Commerce will meet with the media at 3:00pm.  After the meeting, Loebsack will tour Data Dimensions, one of the companies that will be expanding.

Washington, D.C. - Congressman Dave Loebsack announced today that his office is now accepting applications for nomination to the U.S. Service Academies for the class entering in the fall of 2014.  Loebsack is able to nominate ten Iowans for each Academy, with the final selection for admission made by the individual Academy from that group.

"As a military parent with kids who attended the Naval Academy, this process is very personal to me," said Loebsack.  "I look forward to nominating our future leaders and encourage all interested students to apply."

Our nation's Service Academies offer educational opportunities for young people interested in military service.  Students can specialize in a variety of fields at the U.S. Military Academy at West Point, the U.S. Naval Academy at Annapolis, the Air Force Academy at Colorado Springs, or the Merchant Marine Academy at Kings Point.

Washington, D.C. - Congressman Loebsack released the following statement today after the House of Representatives left for the weekend only hours before the automatic, across the board spending cuts known as sequester go into effect.  Loebsack has been opposed to these drastic cuts since they were created by the Budget Control Act, which he voted against.  Earlier this week, he called on House leadership to keep the House in session and working until a bipartisan way to stop the cuts is reached.

"There are many things that go on in Washington that are baffling to both me and the American people. The fact that Congressional leaders and the White House have not yet sat down to discuss how to avert this self-imposed mess is only the latest.  Since the New Year, after the proverbial can was kicked down the road for two months, I called on everyone involved to come to the table and find a bipartisan solution.  But yet, we remain in the same position that got us here.  The American people deserve better and are demanding better.  These cuts will have real life effects on Iowans.  Congress should not be leaving town until a real, commonsense solution is reached."

Washington, D.C. - Congressman Dave Loebsack (IA-2) and Congresswoman Cheri Bustos (IL-17) today met with senior Army leaders, including General Dennis Via, Commanding General of Army Materiel Command which oversees Army arsenals, ammunition plans, and depots. The attendees included two commanders from Rock Island Arsenal, Brigadier General John Wharton, Commanding General, Army Sustainment Command and Brigadier General Kevin O'Connell, Commanding General, Joint Munitions Command. Lieutenant General Patricia McQuistion, former Commanding General of Army Sustainment Command and current Deputy Commanding General, Army Material Command also attended. They discussed sequestration and the importance of maintaining a strong industrial base at the Rock Island Arsenal.  The senior Army leaders joined a bipartisan group of Congressional leaders at a breakfast hosted by the House Military Depot, Arsenal, Ammunition Plant and Industrial Facilities Caucus.  Loebsack serves as a Co-Chairman of the Caucus.
