OTTUMWA, IOWA (April 28, 2026) — The Ottumwa Legacy Foundation, Greater Ottumwa Partners in Progress, City of Ottumwa, Wapello County, and AV Ottumwa LLC have set the date for a groundbreaking ceremony for the Vogel Heights housing development, located at 312 East Alta Vista Ave in Ottumwa. The ceremony will take place at 10AM. In the event of inclement weather, an alternate date and time will be announced. The public is invited to attend.

The groundbreaking comes after the City of Ottumwa approved a development agreement with AV Ottumwa LLC to build 58 housing units on the old St Joseph Hospital property at 312 E Alta Vista. The plans will include a mix of single family, duplex, and triplex units which are all market-rate accommodations. Additionally, the approved plans call for an extension of Park Lane through the east side of the property and the addition of Brookwood Drive at the west side of the property, with three private streets located on the interior of the development.

The property was purchased in a four-way agreement in 2023 between the Greater Ottumwa Development Foundation, Ottumwa Legacy Foundation, City of Ottumwa and Wapello County.
