(DES MOINES) - Gov. Terry Branstad today commended negotiators from his administration and the State Police Officers Council (SPOC) on their contract agreement, which was ratified this afternoon.

The agreement includes the following:

  • Employees pay 20 percent of their health insurance premium
  • Implementation of a wellness program through which employees can decrease their employee contribution toward their health insurance premium
  • A one percent bonus in July and January in both FY 2014 and FY 2015 in lieu of increases in base pay
  • Implementation of merit-based step pay increases in each FY 2014 and FY 2015

"This was a good faith negotiation that was professionally handled by both sides," said Branstad. "In the end, this agreement is a good result. The officers and staff have agreed to a contract that is equitable, will improve the health of their employees, and is a fair bargain for the taxpayers of Iowa."

The total cost of the contract to all funds is estimated at $5.9 million, with $4 million of that amount coming from the state's general fund.

An explosive ordnance disposal technician from Fort Drum, N.Y., is back in the country where he almost lost his life two years ago.

In March 2011, Wentzell was deployed to Regional Command South, where he cleared improvised explosive devices and unexploded ordnance...

Just days after the birth of his daughter, the unthinkable happened. A flash of light, heat and a sudden jolt of energy threw his body backward. He'd stepped on an anti-personnel mine attached to a 25-gallon jug packed with homemade explosives. The mine exploded, but the jug didn't. Still, Wentzell broke his tibia, fibula, heel, ankle and toes, and he was medically evacuated.

"When I came to, I was angry; I wouldn't be able to keep my guys safe," Wentzell said. "I got depressed, because I was leaving my dudes. I knew I could keep them safe -- I wasn't sure about the next guy."

But he added that he considers himself lucky, noting that others had been killed or had lost limbs in explosions of similar mines.

The recovery process was long and hard, Wentzell said, but wasn't as bad as he thought it would be. He credits his determination and fighting spirit for cutting down his recovery time.

Now deployed to Regional Command East, Wentzell said he has decided not to allow that one accident to define him.

"I decided to come back here because I felt my time was cut short and I needed to do this," he said.

Current conditions, activity forecast hit highest level to date

Des Plaines, Illinois, January 9, 2013?The National Association of the Remodeling Industry's (NARI) fourth-quarter Remodeling Business Pulse data of current and future remodeling business conditions has experienced significant growth across all indicators, with forecasting in the next three months hitting its all-time highest level.

The significantly positive results have a lot to do with homeowner security, remodelers say.

"Remodelers are indicating major growth in the future, with many saying that clients are feeling more stable in their financial future and their employment situations; therefore, they are spending more freely on remodeling needs," says Tom O'Grady, CR, CKBR, chairman of NARI's Strategic Planning & Research Committee and president of O'Grady Builders, based in Drexel Hill, Pa.

Growth indicators in the last quarter of 2012 are as follows:

  • Current business conditions up 2.1% since last quarter
  • Number of inquiries up 3.9% since last quarter
  • Requests for bids up 3.7% since last quarter
  • Conversion of bids to jobs up 3.5% since last quarter
  • Value of jobs sold is up 4.3% since last quarter

Throughout 2012, the Remodeling Business Pulse produced less statistically significant increases and decreases; however, the fourth-quarter data shows movement in highly important business areas such as conversion rates and value of jobs.

Although they provide positive marks, NARI members are realistic about the reasoning, saying many consumers are spending on remodeling out of necessity.

As one NARI member put it: "Homeowners are still concerned about spending money but will do so because they cannot postpone any longer. They are spending more conservatively than they did prior to the crash."

Still, according to the data, expectations for 2013 are even brighter. Two-thirds of remodelers forecasted the next three months positively, and the rating jumped 13.1% from last quarter.

Drivers of this positive outlook continue to be postponement of projects (81% reporting) and the improvement of home prices (51% reporting).

Of the small segment predicting declines, 91% cited uncertainty of the future with commentary focused largely on tax increases and leadership issues in Washington.

"Now that the election is over, consumer confidence is starting to grow and so has remodelers' confidence," O'Grady says. "NARI members are looking forward to having a well-deserved, productive year ahead."
