A Shutdown Would Slam Middle-Class Families and Small Businesses

A shutdown could delay financial support for Iowa's small businesses. In FY2012, the SBA's flagship 7(a) and 504 loans programs approved 53,847 applications and supported 571,383 jobs, for an average of just over 1,000 applications per week. A shut down would put a stop to this critical source of small business credit until the government resumes operation. According to the SBA, Iowa is home to 61,633 small businesses. A shutdown could delay military pay and hurt military families in Iowa. The Department of Defense estimates that during a shutdown nearly half of the civilian workforce would be sent home without pay, while the rest would continue to work for delayed pay, impacting the 1,603 civilian workers in Iowa. 12,480 servicemembers in Iowa would remain on duty, but would see their pay delayed if the shutdown extends for more than 10 days. Military members, veterans, retirees, and their families are on pace to redeem more than $100 million in Supplemental Nutrition Assistance Program benefits this year and many service members, especially the most junior, live paycheck to paycheck. A shutdown could put 9,000 federal employees in Iowa out of work. Federal employees around the country would potentially be furloughed in the event of a government shutdown. These workers may see reductions in their pay from the time they were forced to stay home because the government was shuttered. [Census; Washington Post, 9/23/13]

Possible Additional Consequences of a Government Shutdown

Many federal agencies are still attempting to determine exactly how a shutdown would impact their programs and operations. The following are consequences of previous government shutdowns that may or may not come to pass in a future shutdown.

Social Security checks for new seniors. Although checks for current Social Security benefits would still go out during a shutdown, applications for new benefits would be delayed and services for seniors could be significantly curtailed. As a result of furloughs and service cuts during the last shutdown, 112,000 claims for Social Security and disability benefits were not be taken, 212,000 applications for Social Security Numbers were not taken, and 800,000 callers were denied service on the Social Security Administration's 800  number. In 2012, 600,699 people received Social Security benefits in Iowa. [SSA History; SAA, 2012]

Veterans benefits. New veterans' educational, compensation and pension benefits processing could be delayed. During the 1995-96 shutdowns, more than 400,000 veterans saw their disability benefits and pension claims delayed, while educational benefits were delayed for 170,000 veterans. School readiness. A government shutdown could force Head Start centers around the country to close. During FY12, an estimated 1,600 Head Start agencies served over 950,000 children, including 8,133 children in Iowa. [CAP, 4/11; HHS; CRS, 1/9/13]

DES MOINES - AFSCME Iowa Council 61 President Danny Homan issued the following statement regarding the looming government shutdown:

"A federal government shutdown will hurt Iowa families. A shutdown will lead to delays in military pay, unpaid furloughs of up to 9,000 federal employees in Iowa, and a delay in small business loans in Iowa. With many federal agencies still working though the details of a shutdown, a shutdown could also prevent new seniors from receiving Social Security checks, delay veterans benefits, and close Head Start centers that educate 8,133 children in Iowa.

"Federal funding plays a key role in many aspects of state and local government operations, especially the Iowa National Guard. While the exact impacts of a shutdown on state and local governments in Iowa are not yet completely clear, a shutdown will undoubtedly harm public employees and their families and harm all Iowa communities which rely on the public services those employees provide.

"A government shutdown will seriously harm our state and national economies. Congressman Latham and Congressman King need to take their jobs seriously and stop supporting their political party's plan that holds the operations of the federal government hostage to unreasonable demands that the American people opposed at the ballot box last November."

MOLINE, Ill. (September 30, 2013) - The American Hockey League's Iowa Wild and Milwaukee Admirals will play an exhibition game this Friday afternoon at 2:00 p.m. at the iWireless Center in Moline, the Quad City Mallards announced today.  Admission to the game is free.

The Mallards last month entered into an affiliation agreement with both the Iowa Wild and the National Hockey League's Minnesota Wild.  The Iowa Wild will open their first AHL regular season on October 12 against the Oklahoma City Barons.  The Admirals will begin their campaign on October 11 against the Abbotsford Heat.

The Mallards will open their season on Friday, October 19 at 7:05 p.m. against the Rapid City Rush at the iWireless Center.  Tickets for the season opener and all other regular season home games are now on sale at Ticketmaster outlets, through ticketmaster.com, through Ticketmaster charge-by-phone toll free at 1-800-745-3000 or at the iWireless Center ticket office.  The ticket office is open weekdays from 10:00 a.m. to 5:30 p.m., on Saturdays from 10 a.m. to 2:00 p.m. and on game days from 10:00 a.m. until the start of the second period.

"Celebrate the Holidays," a Christmas Variety show featuring some of the area's finest performers will be presented by the Davenport Chordbuster Barbershop Chorus.

Patterned after the annual gospel show produced by the Cedar Rapids Harmony Hawks for the Salvation Army of Cedar Rapids and the local Churches United production entitled "Pastors on Parade," the Chordbuster Chorus decided to contact Churches United concerning support for their 24 food pantries in the Quad City Area.

Heritage Church in Rock Island and Ascentra Credit Union joined the effort.

The variety show will be held on December 6th at Heritage Church, 4801-44th Street, Rock Island, Illinois. Show time is at 7:00 PM. Across the country, residents of nursing homes and other long term care facilities along with family member, ombudsmen, citizen advocates, facility staff and others will honor the individual rights of long- term care residents by celebrating Residents' Rights Month. Residents' Rights Month is an annual event held in October by the National Consumer Voice for Quality Long- term Care (The Consumer Voice) to celebrate and focus on awareness of dignity, respect and the value of long-term residents.

The theme for Residents' Rights Month 2013 is, "Speak Out Against Elder Abuse" with the goal of encouraging residents and others to be educated about and speak out again elder abuse.

"Residents' Rights Month is an excellent opportunity to re-affirm our collective commitment to residents' rights and to honor long-term care residents," said Sarah F. Wells, Consumer Voice Executive Director. "We want to help create a safe and secure environment for older adults and individuals with disabilities, no matter where they may happen to live. Whether it's the residents themselves or witnesses of elder abuse, there is no reason some should keep quiet and avoid taking action. We hope to facilitate and encourage ways for residents, their loved ones, or witnesses of elder abuse to use their voice and speak out against this serious issue."

The Nursing Home Reform Law, passed in 1987, guarantees nursing home residents their individual rights, including but not limited to: individualized care, respect, dignity, the right to visitation, the right to privacy, the right to complain and the right to make independent choices. Residents who have made their home in other types of facilities such as assisted living, supportive living or skilled nursing facilities maintain their rights as U.S. Citizens. Residents' Rights Month raises awareness about these rights and pays tribute to the unique contributions of long-term residents.

The National Long-Term Care Ombudsman Program has worked for more than 30 years to promote residents' rights daily. More than 8,000 volunteers and 1,000 paid staff are advocates for residents in all 50 states plus the District of Columbia, Guam and Puerto Rico. Authorized under the Older Americans Act and administered by the Administration on Aging, the program also provides information on how to find a facility, conducts community education sessions and supports residents, their families and the public with one-on-one consultations regarding long term care.

Alternatives for the Older Adult, a nonprofit which promotes the independence and quality of life of older adults and their families, recognizes the importance of residents' rights by providing the Ombudsman Program for ten counties in the state of Illinois including Rock Island, Mercer, Henry, Knox, LaSalle, McDonough, Putnam, Bureau, Warren and Henderson County.

Regional Ombudsman for Alternatives for the Older Adult Nancy Schold explains why the community should recognize the importance of Residents' Rights Month.

"Residents retain all of the rights they enjoyed while living in the community. As with every other citizen of Illinois, the rights of nursing home residents are guaranteed by the Constitutions of the United States and the State of Illinois.  Residents retain the rights of free speech, practice of religion, freedom from unlawful search or seizure, and the right to vote. In addition, Residents gain the additional rights of safety and good care." Schold said.

(DES MOINES) - Gov. Terry E. Branstad and Lt. Gov. Kim Reynolds today marked the start of National Manufacturing Week at their weekly news conference, highlighting the contributions made by manufacturers and their employees through a proclamation, and launching a tour of various facilities throughout Iowa.

 

"Though we appreciate the contributions of manufacturers each and every day, Manufacturing Week will give us a special opportunity to highlight and celebrate Iowa's manufacturing sector," said Branstad.

 

There are over 3,500 companies engaged in manufacturing in Iowa, employing over 211,000 Iowans with an average wage of more than $51,000. All told, the manufacturing sector contributes over $27.6 billion, or 18 percent, to Iowa's Gross State Product.

 

The lieutenant governor added the tour is a way to say thank you to Iowa's employers, while finding ways to encourage additional job growth through Iowa's manufacturing sector.

 

"As we travel the state this week and throughout our time in office, we want to use this as yet another opportunity to listen to our constituents, and to find ways to continuously improve our great state," said Reynolds.

After 11 years of studying Deer/Vehicle Collisions, State Farm is noticing a decline in the number of crashes nationally.  This trend is happening in Illinois as well. According to State Farm Claim Data, the likelihood of a collision with a deer has declined 10% across the state moving Illinois from 30th to 32nd place.  That means drivers now have a 1 in 214 chance to hit a deer compared to last year's 1 in 162.  In Iowa, crashes went up slightly moving that state from 4th to 3rd place.  Collisions there are 1 in 73 compared to last year's 1 in 72.
