With spring just around the corner, many Iowans look forward to seasonal rites of passage this time of year.  Farmers are itching to get in the fields. Home gardeners anticipate the first shoots of peas and lettuce.  Spring cleaning tops the to-do list for many families.  School students give thanks for Spring Break.  And, soon-to-be-college graduates have their sights set on landing a job.

 

It's no secret the Class of 2012 needs to break into a job market struggling to rebound from Wall Street's financial meltdown and mortgage industry mess.  The U.S. Bureau of Labor Statistics reports the unemployment rate is idling at 8.3 percent. This year's crop of graduates also will be competing with more than five million jobless Americans who have been looking for work for longer than six months.

 

Yet, the Obama administration has proposed federal rules to "attract and retain highly skilled immigrants" that arguably increase the competition for Americans who are looking for work.

 

Is this really the administration's idea of priming the employment pump?

 

In Iowa, civic and business leaders work together in their communities to grease the wheels for economic development.  From Council Bluffs to Keokuk, local economic development leaders search for ways to attract and keep businesses.  They go to bat for their towns because they know their labor pool is ready and willing to work.

 

So, flooding the employment market with foreign workers, when high-skilled Americans are seeking jobs at unprecedented levels, just doesn't square with improving the home team advantage, let alone fostering a level playing field.

 

From my leadership position on the U.S. Senate Judiciary Committee, I have championed reforms to the nation's immigration and visa laws to better protect the pool of highly-skilled, unemployed U.S. workers and graduates who struggle to find good-paying jobs here at home.

 

For example, the H1-B visa program was created in 1990 as a temporary measure to help companies in America find high-technology workers -- assuming specialized workers aren't available in the United States to fill these jobs.  After more than two decades on the books, the program needs better controls and stronger oversight that will prevent qualified American workers from being passed over for good-paying jobs.

 

That's why over the last several years I've introduced an H-1B visa reform bill that would require a good faith recruitment of American workers by all companies seeking to bring in foreign workers, change the wage requirements to ensure that visa holders are not undercutting American workers, give more authority to the Department of Labor to investigate allegations of fraud, prohibit employers from advertising only to H-1B visa holders, and increase penalties for those who violate the terms of the H-1B visa program.

 

Working with Sen. Dick Durbin of Illinois, I've also urged the administration to formally adopt the standards set by the U.S. Department of State and the Administrative Appeals Office of the U.S. Citizenship and Immigration Services when adjudicating L-1B visas (a visa that allows employers to transfer its existing workers to the U.S. if they have "specialized" or "advanced" knowledge of the company).  Unfortunately, the Obama administration is considering changes to the L-1B visa program that could water down these standards and allow the L-1B visa program to be used as a back door to evade restrictions of the H-1B visa program, putting American workers at a disadvantage.

 

Out-of-work Americans and graduates of the Class of 2012 have enough hurdles to overcome.  The nation's visa system should not undermine their chances of landing a good-paying job.

Last summer, NBC's America's Got Talent introduced the nation to the self-proclaimed "greatest purveyor of chain reaction gadgets in this and the 17 known universes," the Kinetic King. Viewers fell in love with the Minnesota charm and the impressive chain reactions made from tongue depressors, ping pong balls, plastic cups, and more. View his debut appearance on YouTube. The King will be packing his gadgets and heading to the Quad Cities to build several super-cool kinetic structures at the Family Museum in Bettendorf, Iowa. He will host daily detonations Tuesday, March 20 - Friday, March 23 at 4:00pm. He will conclude his visit with a final detonation on Saturday, March 24 at 11:00am.

The Kinetic King, aka Tim Fort, holds the Guinness World Record for the "Largest Stick Bomb" using 3,864 tongue depressors. It was detonated on June 20, 2010 at the Science Museum of Minnesota. Fort creates displays all over the country (some successful and some not). Many of these attempts he posts to his YouTube page (user name LunaTim). The Kinetic King placed 13th overall in season 6 of America's Got Talent.

House and Senate Agriculture Committees are already holding hearings on writing a new farm bill. However, past farm bills demonstrate that we must demand more of Congress, we must demand a farm bill that invests in the future of rural communities and the next generation of family farmers and ranchers.

On March 19th the National Sustainable Agriculture Coalition and Center for Rural Affairs released a 2012 Farm Bill policy platform entitled Farming for the Future, A Sustainable Agriculture Agenda for the 2012 Food and Farm Bill.

It includes proposals to strengthen family farming and ranching, and assist beginning farmers and ranchers. These policies, if advanced, will help smaller producers tap into high-value, niche markets; provide access to land and capital for the next generation of farmers and ranchers; level the playing field by capping subsidies to mega-farms and invest in real family farmers and ranchers.

The entire platform spans nearly every section of the farm bill and constitutes a comprehensive approach to reforming federal farm and food policies that will create jobs and economic growth, drive innovation for farm and food entrepreneurs, enhance conservation, protect our natural resources and invest in the future of rural America.

We cannot continue to follow the failed farm policies of the past. Rural America wants, needs and deserves a better farm bill, one that creates a future for America's rural places and the people that live there. Farming for the Future contains a best first step at making reform a reality.

National Sustainable Agriculture Coalition Releases its 2012 Farm Bill Platform


Lyons, NE - Today, the National Sustainable Agriculture Coalition released its comprehensive 2012 Farm Bill policy platform, Farming for the Future: A Sustainable Agriculture Agenda for the 2012 Food and Farm Bill.  The Center for Rural Affairs is a represented member of NSAC, and played an integral role in developing this platform.

"This platform includes a comprehensive set of farm bill proposals that will strengthen family farming and ranching systems, especially beginning farmers and ranchers," said Traci Bruckner, Assistant Policy Director at the Center for Rural Affairs and member of the Coalition's Coordinating Council. "These policies, if advanced, will help farmers and ranchers conserve soil and water, tap into high-value, niche markets; provide access to land and capital for the next generation of farmers and ranchers; level the playing field by capping subsidies to mega-farms and invest the savings in real family farmers and ranchers."

The last several Agriculture Censuses demonstrated large drops in the number of younger farmers involved in farming or ranching as their primary occupation. According to Bruckner, the revitalization of rural America depends, in large part, on reversing that trend.

"The Congressional debate over these issues is underway, with both Senate and House Agriculture Committees currently holding hearings aimed at writing a new farm bill," added Bruckner. "Past farm bills and the recent recession demonstrate the need for a farm bill that truly reforms farm programs and invests in creating real opportunities for family farmers, ranchers and rural communities."

Farming for the Future spans nearly every title in the farm bill and reflects a comprehensive approach to farm policy reform that will -

  • Create jobs and spur economic growth through food and farms.

  • Invest in the future of American agriculture.

  • Enhance our natural resources and improve agricultural productivity.

  • Drive innovation for tomorrow's farmers and food entrepreneurs.

  • Make healthy food widely available today and for generations to come.


The platform document explains that the policy proposals therein are the culmination of over two years of policy work with a broad, diverse coalition of over 90 grassroots organizations from across the country.  And it reflects the real, urgent needs of farmers, ranchers, and food entrepreneurs across the country.

Of particular focus of the Center for Rural Affairs in this platform are the various provisions of the Beginning Farmer and Rancher Opportunity Act, a cross-cutting initiative aimed at helping the next generation of farmers and ranchers enter into agriculture.

During the first week of March, a cadre of young farmers, ranchers and military veterans traveled to Washington, DC to participate in a nationwide fly-in and grassroots lobbying effort spearheaded by the Center for Rural Affairs and National Sustainable Agriculture Coalition.

Justin Doer, a farmer and military veteran from Plainview Nebraska was one of  the young farmers and ranchers lobbying in Washington and talking to lawmakers and USDA about the importance of programs that support the next generation of farmers and ranchers.

"We face a lot of barriers as beginning farmers as far as access to land and credit and barriers in crop insurance," said Doer. "As a beginning farmer one way of getting a start is through niche markets and raising non-conventional crops, but it's hard to gain access to crop insurance for that... that problem should be addressed."

According to Doer, the Beginning Farmer and Ranchers Opportunity Act - a key element of the National Sustainable Agriculture Coalition Farm Bill Platform - helps break down many of the barriers beginning farmers and ranchers face, including access to land and credit and barriers in obtaining crop insurance.

"And this legislation would include a provision that would assist younger farmers and ranchers that work with older producers in acquiring land, much as the Center for Rural Affairs' Land Link program," added Doer.

Learn simple ways to help your child prepare to read with "Early Literacy Tips for Parents" at the Davenport Public Library. Monday, March 26 at the Eastern Avenue Branch Library (6000 Eastern Avenue) and Thursday, March 29 at the Fairmount Branch Library (3000 N. Fairmount Street) at 7:00 p.m., parents and caregivers of children aged 0-5 are invited to learn about easy to implement activities they can do with their child to get them ready to read.

 

Angie Hammond, a library assistant trained on the American Library Association's Every Child Ready to Read program, will talk about the principles and practices that years of studies have proven are essential to early literacy.  Parents and caregivers will receive materials they can take home to aid in the promotion of literacy.
