PORT BYRON, Ill. - Disappointed in the lack of resolution to state issues before the General Assembly during this spring's legislative session and this week's special session, state Rep. Mike Smiddy, DHillsdale, is inviting all area residents to a town hall meeting on Wednesday, June 26 from 6 p.m. to 7 p.m. at Blackhawk College in Moline for updates on important ongoing issues and to hear local views on the impact to families, businesses and economic opportunities in the 71

"I wanted to serve as the voice for hardworking families because I knew state government was dysfunctional, and we have to work together to change that and get the important decisions made," said Smiddy. "When taxpayers were asked for more money to cover the cost of a special legislative session, I rejected the daily allowance and mileage payments because we have to start making good financial decisions."

Smiddy chose to forfeit the per diem and mileage payments for Wednesday's special sessions. "Now that I've returned to our district, my first priority is to hear directly from area residents about their views on these proposals and their experience of state decisions on local life," said Smiddy. "A state representative's job is to constantly be carrying the voice of families to the state capitol, and I am committed to listening and putting their views first."

Smiddy's town hall meeting will be held on Wednesday, June 26 from 6 p.m. to 7 p.m. at Blackhawk College's Sustainable Technologies Building (Room 110) at 6600 34Avenue in Moline. The event is free and open to the public.

PORT BYRON, Ill. - Legislation to allow concealed carry in Illinois, House Bill 183, has been sitting on the governor's desk since June 5, and state Rep. Mike Smiddy, D-Hillsdale, released the following statement calling on the governor to take immediate action on the bill and responding to recent statements by Lt. Gov. Sheila Simon and state's attorneys in Randolph and Madison counties.

"Law-abiding gun owners in Illinois have waited far too long to exercise the full Second Amendment rights they are entitled to and are in effect all across our country. The governor needs to end the waiting game and take action to implement the concealed carry plan we passed in House Bill 183. The longer gun owners wait, the more confusion grows, and the further our rights are trampled. Lt. Gov Simon is urging local governments to create their own ordinances, and state's attorneys are turning a blind eye to enforcing the laws, possibly risking felony charges for gun owners who leave their areas. I do not want to see any responsible, law-abiding gun owners jailed because of delays in finalizing this new law.

"If the governor chooses to veto our concealed carry legislation, I ask that he does so quickly, so that we can override his veto and get concealed carry enacted as soon as possible. The governor has called the Legislature back into session next Wednesday, giving us the perfect opportunity to have a vote on a veto.

"I joined Lt. Gov. Simon's firearms working group earlier this year because it was another opportunity for me to defend the rights of gun owners and fight for a strong concealed carry law. I oppose her further attempts to fracture our state's policy on concealed carry. Now that the legislature has agreed to a final plan, I will continue pushing to see concealed carry become the law of the land."

PORT BYRON, Ill. - State Rep. Mike Smiddy, D-Hillsdale, is encouraging citizens to recognize Flag Day on June 14 and is offering tips on how to properly care for flags.

"Many brave men and women have paid the ultimate sacrifice to protect our nation's flag and everything it stands for," said Smiddy. "We take some time to remember flag day as a way to honor our troops' dedicated service and to remember the freedoms we have because of them."

The United States Flag Code, enacted in 1942, specifies the proper procedure for handling and displaying of the flag, which includes:

  • The flag should never be displayed upside down, except as a signal of dire distress in instances of extreme danger to life or property.

  • The flag should never touch anything beneath it, such as the ground, the floor, water or merchandise.

  • The flag should never be carried flat or horizontally, but always aloft and free.

  • The flag should never be used as wearing apparel, bedding or drapery.

  • Bunting of blue, white and red, always arranged with the blue above, the white in the middle and the red below, should be used for covering a speaker's desk, draping in front of the platform and for a decoration in general.

  • The flag should never be fastened, displayed, used or stored in such a manner as to permit it to be easily torn, soiled or damaged in any way.

  • The flag should never be used as a covering for a ceiling.

  • The flag should never have placed upon it, nor on any part of it, nor attached to it any mark, insignia, letter, word, figure, design, picture or drawing of any nature.

  • The flag should never be used as a receptacle for receiving, holding, carrying or delivering anything.

  • The flag should never be used for advertising purposes in any manner whatsoever.

  • The flag, when it is in such condition that it is no longer a fitting emblem for display, should be destroyed in a dignified way, preferably by burning.
