Gov. Branstad will embark next month on trade mission to Italy, Kosovo, Germany and Switzerland

(DES MOINES) - Gov. Terry E. Branstad and Lt. Gov. Kim Reynolds today welcomed the Honorable Hashim Thaçi, the Prime Minister of Kosovo, to Iowa during a meeting in the governor's formal office of the Iowa Capitol.

During the meeting, the governor, lieutenant governor and Prime Minister Thaçi discussed the unique Iowa-Kosovo partnership, which began informally through the more than 700 Iowa National Guard soldiers who have served on peacekeeping missions there since 2003, and has evolved into a formal relationship through the State Partnership Program (SPP), beginning in March 2011.  

The SPP, a collaboration between the U.S. State Department, the National Guard Bureau, and the individual states' National Guard forces, enables partner nations to experience the full breadth of U.S. capabilities, such as assisting in the development of democratic institutions and open market economies, improves military interoperability, and promotes political and economic stability.

The Iowa National Guard and the state of Iowa are bringing a Whole of Iowa, Whole of Kosovo approach to strengthen this young democracy and create a prosperous and secure Kosovo by sharing ideas, strategies, and resources for economic development, education, public health, and security.

The governor and prime minister also agreed to arrange for a formal sister state relationship between the state of Iowa and the Republic of Kosovo.

Gov. Branstad will travel to Kosovo in early July to officially sign the sister state agreement establishing Iowa's ninth sister state with the Republic of Kosovo. In addition to his meetings in the Republic of Kosovo, the governor will also participate in events and business meetings in the Veneto Region of Italy, which is a current Iowa Sister State. While in the region, the governor will also pursue business leads arranged by the Iowa Economic Development Authority in Germany and Switzerland.

"Many Iowans have served with peacekeeping efforts in Kosovo and it is very fitting for Iowa to form an official sister state and enhance our partnerships in the areas of agriculture, economic development, public health and education" said Branstad. "The focus of our trip to Kosovo and the European region will be to foster Iowa's sister state partnerships and promote Iowa's exports, while exploring options for companies interested in building facilities here in our state."

"It is such an honor to receive visits from leaders like  Kosovo President (Atifete) Jahjaga last year and now the Prime Minister.  We are so proud to work with the leaders of each of the 187 countries of which Iowa currently exports manufactured and value-added ag products.  It is a great opportunity that helps to increase Iowa's exports and create more jobs right here in Iowa," said Reynolds.

House File 625: An act relating to revenue and taxation, including retailers maintaining a place of business in this state for purposes of sales and use taxes, agreements relating to the collection of sales and use taxes, sales of tangible personal property and services to state agencies, modifying the school tuition organization income tax credit, and including effective date and retroactive applicability provisions.

CHICAGO - Governor Quinn today issued the following statement regarding Fitch's downgrade of Illinois' credit rating.

"Today's downgrade is no surprise. As I have repeatedly made clear to the General Assembly, this will continue to happen until legislators pass a comprehensive pension reform bill, and put it on my desk.

"Every time the General Assembly misses the deadline, Illinois' credit rating is downgraded, which hurts our economy, wastes taxpayer dollars and shortchanges the education of our children.

"If I could issue an Executive Order to resolve the pension crisis, I would have done it a long time ago. But I cannot act alone. Legislators must send me a bill to get this job done.

"I plan to meet with the Speaker of the House and the Senate President tomorrow.

"I will keep fighting for pension reform until it is the law of the land."

SPRINGFIELD, Ill. - State Rep. Mike Smiddy (D-Hillsdale) concluded his first legislative session with a record of responsible budgeting, making government more efficient, and protecting Illinoisans' Second Amendment rights.

"My goal as a legislator has been to serve as a voice for the working families in our community," Smiddy said. "Families deserve to know that their tax dollars are being spent efficiently and not on wasteful government services, and I have been working hard to ensure that their voices are heard loud and clear."

To help working middle class families, Smiddy supported numerous measures to enforce and protect Illinois' Prevailing Wage Act to guarantee fair pay for workers. He co-sponsored Senate Bill 1470 to require prevailing wages to be paid for clean-up work on leaking underground storage tanks under the Illinois Environmental Protection Agency. Smiddy also sponsored legislation to ensure that contractors bidding for public works projects are considered "responsible bidders" who uphold labor standards, including paying a prevailing wage to its workers. To further help working class families and older residents hit hard by recent health care budget cuts, Smiddy supported a measure to extend basic health care coverage to thousands of low income adults.

A staunch supporter of the Second Amendment, Smiddy sponsored a number of gun rights initiatives, including concealed carry legislation that would make Illinois the last state in the nation to allow citizens to carry concealed firearms in public. In a strong showing of bipartisanship, House Bill 183 passed the House with 89 votes and will be considered by the governor. Smiddy actively opposed measures that would limit the rights of law-abiding gun owners or create a set of overly complicated patchwork laws. He opposed House Bill 1296, a failed proposal to divest the state's pension funds from economy-boosting gun manufacturing companies, such as Rock River Arms in Colona.

"For too long in Illinois, the anti-gun lobby and its supporters have exerted undue influence in

Springfield and blocked law-abiding citizens from exercising their rights to bear arms," said Smiddy. "Sending concealed carry legislation to the governor signals that the legislature is finally ready to recognize our constitutionally-protected rights. This is a positive first step in the right direction to guarantee the basic right to protect ourselves and our families."

To streamline government and cut down on government bureaucracy, Smiddy sponsored legislation to abolish the state's Central Management Services agency (CMS) and consolidate its functions into other existing agencies. With an annual budget topping $1 billion, CMS serves as the state's administrative arm. House Bill 2416 was not called for a vote, but Smiddy plans to continue pushing this legislation in future legislative sessions. Continuing his efforts to save taxpayer dollars, Smiddy co-sponsored House Bill 71 to crack down on Medicaid fraud and enact tough penalties on individuals who help others obtain fraudulent benefits.

"I chose to run for office last year because I was angry at the state's track record of wasting our hard-earned tax dollars," Smiddy said. "We are taking proactive measures to reduce spending and pay down our debts, but there is much more we should be doing to make government more efficient. Residents need good jobs, a quality education system, and property tax relief to help them keep their homes. They don't need or deserve more government bureaucracy and red tape."

To protect seniors from being defrauded out of their life savings through phony long-term investment schemes, Smiddy introduced House Bill 2969, which will be sent to the governor for approval. The bill will prevent scam artists from escaping prosecution by extending the amount of time consumers have to seek legal action against the scam artists.

"As the cost of living increases, many seniors living on fixed incomes may turn to financial advisors or investors to make their dollars stretch further," said Smiddy. "Unfortunately, sometimes these advisors turn out to be nothing more than scam artists looking to make a quick buck at the expense of someone genuinely looking to do the right thing for their financial future. This bill will help those who unknowingly fall victim to these schemes seek retribution from the perpetrator."

Website provides flood updates, resources for Iowans and allows for photo and question submissions

(DES MOINES) - The Office of Gov. Terry Branstad and Lt. Gov. Kim Reynolds today launched www.IowaFloodCentral.tumblr.com in conjunction with the Iowa Homeland Security and Emergency Management Division (HSEMD) giving Iowans a resource for up-to-date Iowa flood information. This is the first Tumblr established and utilized by the Iowa governor's office.

Press releases regarding flood-affected counties will still be posted on the governor's website and information regarding disaster readiness and assistance will still be available through Iowa HSEMD's website. The Iowa Flood Central page will act as an information aggregator of flood-related content from Iowa state agencies, news reports and eyewitness accounts from Iowans wishing to submit pictures and videos of local flooding. 

The Iowa Flood Central page allows Iowans to view resources for flood victims, ask a question, share photos from their communities, and follow #iaflood updates via Twitter. The site is fully functional on mobile devices, allowing Iowans and media outlets to stay connected as they work in flood-affected communities.

All Iowans are encouraged to bookmark this important site as a flood and recovery resource.

In addition, the Governor's Office is encouraging the use of the hashtag #IAFLOOD on Twitter for flood-related information.

Washington, D.C.  - Congressman Dave Loebsack today announced that the Calamus Volunteer Fire Department will receive $67,678 in funding from the Department of Homeland Security's Assistance to Firefighters Grants (AFG) Program.

"Our firefighters and first responders stand ready to serve us the moment disaster strikes," said Loebsack.  "This funding will ensure that they are able to secure the resources and training they need to respond quickly to emergencies and keep our families and communities safe."

The AFG program allows our first responders to purchase firefighting equipment, implement wellness programs that focus on health, and improve facilities. Funds can be used for a myriad of needs, including new protective equipment, health and safety modifications to stations and training for emergency personnel.

SPRINGFIELD - Governor Pat Quinn today issued a statement regarding the Illinois Senate Executive Committee's passage of House Bill 183, an alternative proposal that would keep local public safety ordinances across Illinois, such as Chicago's assault weapons ban, on the books:

"Senator Kwame Raoul's legislation provides a reasonable framework that would protect critical gun safety ordinances across Illinois.

"This bill would place reasonable limits and restrictions on guns in Illinois while protecting the important principle of home rule. We must ensure that Illinois municipalities can continue to take additional steps to ensure public safety for their residents.

"I thank Senator Raoul and Senate President John Cullerton for their hard work and commitment to public safety. I will continue working with them to pass this common-sense legislation."
