Bipartisan Bill Will Help Rural Fire Departments Recruit and Retain Volunteers

Washington, D.C. Yesterday, Congressmen Dave Loebsack (D-IA) and David B. McKinley (R-WV) introduced bipartisan legislation to help volunteer firefighters and other first responders who keep our communities safe. The bill creates a tax deduction for volunteer first responders and will help Volunteer Fire Departments and other public safety organizations recruit and retain volunteers.

"I'd like to thank Representatives McKinley and Loebsack for introducing this important legislation," said Chief Philip C. Stittleburg, Chairman of the National Volunteer Fire Council. "The services donated by volunteer emergency response personnel are valued at more than $140 billion annually and the average responder donates services worth more than $18,000 each year. At the same time, local agencies are increasingly struggling to recruit and retain volunteer firefighters and EMTs. This common sense bill would help bolster staffing in volunteer public safety agencies by allowing responders to claim a portion of the value of the services they donate each year as a charitable donation."

"Our volunteer firefighters stand ready to serve us the moment disaster strikes. They donate their time and energy to keep us safe, and we can do more to support their critical role in our communities," said Loebsack. "Over 90% of Iowa's firefighters are volunteers, and this tax credit would provide an important recruitment tool for Fire Departments to maintain the level of staffing that they need to do their jobs. I am pleased to work on a bipartisan basis with Rep. McKinley to advance this important legislation."   

   

"Small towns across West Virginia and the country rely on volunteers to respond to fires, accidents, and other emergencies," said McKinley. "Yet these same men and women are often forced to raise money to simply have adequate equipment and training. We can do more to help them."

"We've had a number of meetings with Volunteer Fire Departments across West Virginia, and the number one issue they have is recruiting volunteers and keeping them," said McKinley. "This solution will help fix that problem and demonstrates the respect earned by volunteer emergency personnel."

The bill provides a tax deduction for hours of service each year volunteered for fire-fighting and prevention services, emergency medical services, ambulance services, civil air patrol, and emergency rescue services.

The Rock Island Beautification Commission is sponsoring the 29th Annual Holiday Lighting Contest to recognize Rock Island residents and businesses that decorate with exceptional seasonal lighting displays. Nominations must be received by 5 p.m., Wednesday, December 17, 2014. Judging will take place on Monday evening, December 22. All displays should be illuminated by 5:30 p.m. There will be awards for the top winners in the residential and commercial categories. Winners of the 2012 and 2013 Holiday Lighting Contests are not eligible.

The driver of the 2005 Buick passenger car who was fatally injured on 11/22/14 was identified as William P. Flenker, 84, from rural Long Grove.

The driver of the semitrailer was identified as Ryan E. Wilson, 19, from Bettendorf. He was uninjured in the accident.

The accident remains under investigation.

Includes Road Work in Rock Island and Whiteside Counties

SPRINGFIELD - Governor Pat Quinn today announced investments of more than $2 million for construction projects in the Quad Cities area. The road projects in Rock Island and Whiteside Counties are part of his $31 billion Illinois Jobs Now! capital construction program, and address critical infrastructure needs in central Illinois. The announcement is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward.

"I sought passage of the Illinois Jobs Now! program immediately after taking office in 2009 because the state had gone nearly ten years without major capital construction legislation to repair and maintain the state's infrastructure," Governor Quinn said. "With Illinois Jobs Now!, we've been able to put hundreds of thousands of people to work and helped to make places like the Quad Cities a better place to live and work."

The projects will be managed by the Illinois Department of Transportation.

Rock Island County

The Quad City International Airport will receive a new visual approach guidance system on Runway 9 and sign updates for $1,242,761 by Tri-City Electric Company of Davenport, the lowest of three bidders. The Illinois Department of Transportation, Division of Aeronautics will manage the projects, which includes federal, state and local funding.

"Avenue Of The Cities" will receive cold milling, pavement patching and HMA resurfacing from 1st Street to Kennedy Drive in East Moline for $488,351 by Valley Construction Co. of Rock Island, the lowest of three bidders.

Whiteside County

U.S. 30 will receive cold milling and HMA resurfacing between the ramps at the I-88 interchange east of Rock Falls for $397,777 by Twin City Construction Company of Sterling, the lowest of three bidders.

The projects are part of Governor Quinn's $31 billion Illinois Jobs Now! program, which will support more than 439,000 jobs over six years. Illinois Jobs Now! is the largest construction program in Illinois history, and is one of the largest construction programs in the nation.

The Library Wants Your Opinion - Rock Island Public Library Hosts Open Community Forums for Building & Feasibility Study

Rock Island, IL: The Rock Island Public Library is planning ahead for future library needs and it wants your input. The library will host open community forums with veteran library planner George Lawson on Monday, Nov. 24 and Tuesday, Nov. 25.

The forums will be held at 6:30 pm on Nov. 24 and at 2:00 pm on Nov. 25 at the Rock Island Main Library downtown, 401 19th Street. Ample free parking is available in the library lot, just off 4th Avenue and 20th Street. The open focus group forums will allow the public to share their ideas for future library services and facilities.

"Providing comfortable, responsive spaces that meet current and emerging patron needs is part of our four-year strategic plan," said Angela Campbell, Rock Island Public Library Director. The sessions are designed to provide the library's planning team with information on community needs for library spaces and services.

Lawson is an Ames, Iowa based library space needs consultant with 39 years of library experience. He focuses on building, strategic and operational planning, and has consulted on more than 400 library building projects, including studies for Moline, East Moline, River Valley Library District (Port Byron,) and Clinton Public Libraries.

The Rock Island Public Library board of trustees engaged the team of Gere Dismer Architects, George Lawson Library Planning, KJWW Engineering Consultants and Missman Civil Engineers to create a Library Master Plan Study that will include a facility assessment of all three branches and planning recommendations for each.  Since Oct. 15, the study team has been working on a library needs assessment, which includes touring the three library locations, observing operations, interviewing staff, and reviewing worksheets.

Once the needs assessment portion of the study is completed, the team will develop recommendations and a final report, which could include recommendations for building, space utilization, conceptual design, engineering needs, site planning, and cost estimates.

Buildings included in the study are the Rock Island Main Library, 401 19th Street, 30/31 Branch, 3059 30th Street, and the Southwest Branch, 9010 Ridgewood Road.
