Modern Woodmen will present the award at the Race to Knock Out Hunger

On Saturday, Sept. 20, Angie DeHamer, Sherrard, Ill., received Modern Woodmen of America's Hometown Hero Award. DeHamer was recognized for countless hours of service to the community. The recognition took place in a pre-race ceremony for Modern Woodmen's Race to Knock Out Hunger.

President Kenny Massey presented DeHamer with the Hometown Hero award and a $100 grant, to be presented to the charitable organization of her choice. DeHamer was recognized for her devotion and involvement with the Viager Family of Sherrard.

In 2013, the Sherrard community member lost his wife, daughter, two nieces, a friend and his home in an early morning fire. DeHamer made it her mission to help. She worked with countless others to have a new home built at minimal costs.

"The Hometown Hero program allows us to thank those who give back to the community and encourage others to volunteer," says Kenny Massey, President and CEO of Modern Woodmen.

Coordinated by local Modern Woodmen members, chapters provide opportunities to take part in social activities and community service projects to meet local needs.

As a tax-exempt fraternal benefit society, Modern Woodmen sells life insurance, annuity and investment* products not to benefit stockholders but to improve quality of life for our members, their families and their communities. This is accomplished through social, charitable and volunteer activities. In 2013, Modern Woodmen and its members provide more than $20 million and more than 507,600 volunteer hours for community projects nationwide.

WASHINGTON, D.C.–Reps. George Miller (D-CA), Dave Loebsack (D-IA), and Bobby Scott (D-VA), senior members of the House Education and the Workforce Committee, released the following statements today upon the House's passage of a bill to improve and reauthorize the Child Care and Development Block Grant Act.

"The Child Care and Development Block Grant is an indispensable resource for millions of children and families nationwide," said Rep. Miller, senior Democrat on the committee. "CCDBG enables parents to send their kids to safe, high quality and affordable child care so that they can work or attend a training program and provide for their families. Meanwhile, the program helps to place children in the sorts of environments they need for healthy growth and development. The bipartisan, bicameral agreement passed today by the House improves child care access, makes critical new investments, and helps to ensure children are safe and are receiving quality care. These updates to CCDBG are vital for our children, our families, and our nation's future."

"I am pleased the House acted swiftly to pass the reauthorization of the Child Care Development Block Grant. This bipartisan effort shows that when Congress comes together with a spirit of compromise and a common goal that we are able to actually get things done and accomplish what the American people sent us here to do," said Rep. Loebsack, ranking member on the Subcommittee on Early Childhood, Elementary and Secondary Education. "This revamp of the CCDBG will bring important safety and quality improvements to child care delivery in our country and support working families as they strive to enter the middle class."

"Quality child care offers children vital early learning experiences that will set them on a path toward success in school, in the workforce and in the rest of their lives," said Rep. Scott, a senior committee Democrat. "This long overdue update of the Child Care and Development Block Grant program will significantly improve services, quality and access for our nation's children."

The legislation includes commonsense reforms to:

·         Promote high-quality child care by increasing state-level investments in activities to improve the quality of care, enhancing states' ability to train providers and develop safer and more effective child care services.

·         Strengthen health and safety requirements in child care programs and providers.

·         Improve access to child care by expanding eligibility for participating families and helping families connect with quality programs that meet their needs.

CHICAGO - Governor Pat Quinn today announced the 2014 Illinois National Service Recognition Day will be held in Springfield on September 12.  The Illinois National Service Recognition Day is an official way to honor programs and energize members for the upcoming service year. This year's events mark the 20th anniversary of when the first AmeriCorps members were sworn into service. The event will take place at the Prairie Capital Convention Center and the Old State Capitol in Springfield.

"The heart of Illinois is the heart of a volunteer," Governor Quinn said. "As AmeriCorps members get ready to begin their year of service throughout Illinois I would like to thank corps members and community organizations for their commitment to public service and all they do for the people of this state. New volunteers will become part of a strong tradition of public service, and join a long line of organizations that provide vital services for those most in-need."

The celebration will begin with service projects benefiting several Springfield organizations including Midwest Mission Distribution Center, Central Illinois Food Bank, Ronald McDonald House Charities of Central Illinois, Central Illinois Blood Center and Northside Children's Library. At 10 a.m. (CST), President Obama will lead national service members in the oath of service on a live feed from Washington, D.C.

After lunch and a short program honoring all national service members in attendance and outstanding Illinois AmeriCorps alumni, members will parade from the Prairie Capital Convention Center to the Old State Capitol Complex. Participants will be in AmeriCorps and Senior Corps gear, and the programs will carry banners displaying their program name.

State, County and Local Law Enforcement to Step-Up Efforts to Drive Down Vehicle Injuries and Deaths Over the Holiday Weekend

EAST MOLINE - In an effort to reach out to Illinois motorists over the Labor Day holiday weekend, the Illinois Department of Transportation (IDOT) joins Illinois State Police (ISP) and the East Moline Police Department to strongly remind motorists to "Drive Sober or Get Pulled Over." IDOT will also discuss a fresh and innovative advertising campaign which has been created utilizing digital and social media to reach those drivers who are most-often involved in drunk driving crashes, most likely to drink and drive and most likely to not buckle up. A press conference will be held on Wednesday, August 27, 2014 at 10 a.m. at the Illinois State Police Headquarters-District 7, 800 Hillcrest Road, East Moline, IL 61244.

WHAT: The "Drive Sober or Get Pulled Over" campaign reminds Illinois motorists of the importance of driving sober and buckling up to minimize the risk of serious injury or fatal crashes. This final summer push, which runs August 15 through September 1, seeks
to keep motor vehicle fatalities as low as possible through what can be a very dangerous holiday on Illinois roads.

Governor Quinn Vetoes Uber Bill

CHICAGO - Governor Pat Quinn today vetoed House Bill 4075, also known as the "Uber bill." The bill would have imposed statewide regulations on commercial ridesharing and prevented local governments across Illinois from adopting rules that fit their respective communities. Today's action is part of Governor Quinn's agenda to protect consumers, create jobs and drive Illinois' economy forward.

"The principle of home rule is an important one," Governor Quinn said. "I am vetoing this legislation because it would have mandated a one-size-fits-all approach to a service that is best regulated at the local level."

While transportation services are traditionally regulated at the local government level, House Bill 4075 would have limited the ability of home rule units of government to adopt alternative approaches that best fit local needs.

For example, the city of Chicago passed an ordinance that will go into effect Aug. 26, 2014 which establishes a comprehensive set of regulations to ensure ridesharing companies maintain public safety including regulations on licensure, insurance, background checks, vehicle inspections and operating hours for drivers. The ordinance - which is in the process of being implemented - will help ensure these transportation services maintain public safety while keeping the regulation at the appropriate and traditional level of government.

Commercial ridesharing services are provided by drivers who use their personal automobiles to provide transportation services to the public. Customers use an application on their smart phones to order rides offered through these companies such as Uber X, Lyft, Sidecar and others.

Governor Quinn today also vetoed House Bill 5331, which contained related ridesharing regulations. Copies of both veto messages are attached.

Governor Quinn Signs Landmark Legislation to Reform Illinois' Mass Transit Agencies

Law Establishes Review Procedures for Unprecedented Transparency and Accountability Across CTA, RTA, PACE and METRA

CHICAGO - Governor Pat Quinn today signed a mass transit reform law that establishes unprecedented new transparency and review procedures for CTA, RTA, PACE and METRA. Today's action is part of Governor Quinn's agenda to making Illinois government more accountable, transparent and effective.

"Many Illinois workers and families rely on public transportation to get them to and from work every day," Governor Quinn said. "The law I signed today helps keep our public transit agencies efficient and reliable - and ensures that Illinois residents throughout the state have access to dependable public transportation."

Senate Bill 3056, sponsored by State Senator Daniel Biss (D-Evanston) and State Representative Al Riley (D-Hazel Crest), requires advance transit board and House and Senate committee review for any proposed mass transit employee contract exceeding $100,000. It also requires advance board review of any proposed employee bonus exceeding 10 percent, or any large employee separation or settlement.

The law establishes revolving door prohibitions for ex-employees, and creates an online portal where the public can access the names of employees and details about contracts, expenditures and accident and safety information. The law will help ensure that Illinois' several mass transit agencies uphold the public's trust and interests at all times. The new law is effective Jan. 1, 2015.

"Mass transit in the Chicago area has struggled with governance, regional planning and transparency for many decades," Senator Biss said. "This world-class region deserves a world-class transportation network, not a scandal-plagued patchwork of agencies, and we can only get there by breaking down barriers that hamper coordination and allow unethical behavior to continue."

"This is the first bill of many which will transform the way mass transit is managed in Northern Illinois," Representative Riley said. "It is critical that the public can trust the day-to-day operations of our publicly funded transit agencies, and know they are ethical and transparent."
