Investment Will Help Meet Healthcare Demand in Whiteside County

ROCK FALLS - Governor Pat Quinn today announced an investment to help expand Community Health Center services in Whiteside County. The funds, included in Governor Quinn's Illinois Jobs Now! capital construction program, will allow the state to reduce healthcare spending and save taxpayers money. Today's announcement is part of Governor Quinn's agenda to ensure all people have access to quality healthcare and improve the health and well-being of people throughout Illinois.

"An investment in this community health center is an investment in the health and wellness of the people of Whiteside County," Governor Quinn said. "It is also an important step in ensuring that the people in the Rock Falls and Sterling communities have access to the healthcare they deserve."

The Whiteside County Health Department will receive $1 million to construct a 5,000-square-foot facility for the Whiteside County Community Health Clinic in Rock Falls. This will allow the department to provide additional healthcare services to the residents of Whiteside County.

"I am thrilled that we will be able to expand our clinic to facilitate more behavioral health services to the community," Whiteside County Community Health Clinic CEO Beth Fiorini said. "Presently staff is overcrowded and the ability to spread out will enable a more productive and efficient clinic."

The Community Health Center Construction Act, signed by Governor Quinn in 2009, provides funding to repair outdated buildings, convert vacant commercial space, build new health center facilities and purchase new equipment for additional services such as OB/GYN and dental care. The funds are administered through the state's Capital Development Board. In addition to providing needed healthcare facilities, the investments are expected to create about 215 construction jobs.

Community health centers are not-for-profit entities created by Congress to meet the healthcare needs of underserved communities and high-risk patients. These centers fill a void by providing care for those whom other providers often do not serve, including the low-income, uninsured or homeless; or those with HIV/AIDS, substance abuse problems or special medical needs.

The Community Health Center project is part of Governor Quinn's $31 billion Illinois Jobs Now! program, which will support more than 439,000 jobs over six years. Illinois Jobs Now! is the largest construction program in Illinois history, and is one of the largest construction programs in the nation.

New Developments Will Create Jobs and Improve Recreational Facilities

COLONA - Governor Pat Quinn today announced capital investments of $5 million for park development and improvement projects in Colona and Geneseo. Funded by his Illinois Jobs Now! construction program, the projects are part of Governor Quinn's agenda to increase opportunities for recreation, create jobs and drive Illinois' economy forward.

"It's important that everyone in Illinois has a place to be active and take on a healthy lifestyle," Governor Quinn said. "These investments will give these Henry County communities upgraded facilities to be enjoyed for years to come. The Colona Community Center and the Geneseo pool projects will help improve the health of the people of Illinois and create new jobs for hardworking local residents."

The Colona Park District will receive $2.5 million to construct a fitness center on Colona Road with a swimming pool, indoor walking/jogging track and multi-purpose rooms. The total estimated cost is $4.5 million.

The Geneseo Park District will also receive $2.5 million to construct an outdoor aquatic center on East North Street. The project includes a new activity pool with a zero depth entry, a four lane lap pool with slides and a new bathhouse. The total estimated cost is $5 million.

"I commend Governor Quinn for this announcement of capital investment for the Geneseo Park District. This grant was made possible because of the Governor's leadership in passing a capital bill. This is an excellent example of positive things that can happen when we have a partnership between local and state government," State Representative Don Moffitt (R-Galesburg) said. "A project like this is a win-win for Illinois as it creates jobs for the construction of this project and improves quality of life and recreational opportunities for the Geneseo area residents. We strengthen our economy with job creation and have the opportunity for healthier, active lifestyles. Healthier lifestyles are one of the ways to reduce healthcare costs. Grants from the Illinois Jobs Now! program are funded with their own dedicated revenue stream, not general fund revenues."

On Monday, October 20, 2014, Sergeant Thomas Gibbs has been appointed the new chief deputy for the Scott County Sheriff's Office. This appointment was created with the retirement of former Chief Deputy Mike Brown.

"Tom Gibbs has played a vital role in recent technology upgrades that have occurred in Scott County, including the New World Data Management System that was implemented in Scott County and the State of Iowa's new EDMS Court Paperwork System" says Sheriff Conard. "His knowledge and expertise helped make these two upgrades work for the Sheriff's Office. As law enforcement progresses into the 21st Century, Tom Gibbs' knowledge, expertise and work ethic will help guide the Sheriff's Office, as we continue to embrace modern policing practices."

Thomas Gibbs, originally from the Coralville/Iowa City area, was sworn in as a deputy with the Scott County Sheriff's Office on February 9, 2004. Mr. Gibbs is a graduate of Iowa City West High School and joined the U.S. Air Force where he worked as a law enforcement canine patrolman. He was last assigned to Andrews AFB in Maryland where he provided explosive detector dog support to the Air Force One Mission and Support Complex. After separating from the U.S.A.F. he worked briefly as a security officer at the Library of Congress, and then joined the Metropolitan Police Department in Washington D.C. While working for the Scott County Sheriff's Office he is a member of 

the Emergency Services Team, a Field Training Officer, and was the Sheriff's Office first canine handler. He was previously assigned to Sheriff's Office Administration assiting with technology and other projects as assigned. Tom is married to Heather Gibbs (Huffman) who is from Bettendorf. Together they have two daughters Abigail and Sydney and currently reside in Davenport.

 

Improvements to Military Facility Will Benefit Illinois' Servicemembers

MILAN - Governor Pat Quinn today announced a $404,500 state and federal investment to make needed improvements to the Milan Readiness Center. Today's announcement is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward, and to make sure men and women serving our country have the facilities they need to support their mission.

"We need to make sure our state's infrastructure is properly maintained, especially when it comes to facilities used by our servicemembers," Governor Quinn said. "This work on the Milan Readiness Center will help this vital military facility supply our citizen soldiers with the training and support they need."

The heating, ventilation and air conditioning system at the armory will be upgraded, including the replacement of the exhaust system and dampers, upgrading the boiler system and replacing the system controls. The project will also upgrade the electrical distribution system, including the installation of distribution and breaker panels and new conduit as required. Loescher Heating & Air Conditioning of Freeport was the low bidder for the project at $404,500. The project will be managed by the Illinois Capital Development Board.

"I applaud Governor Quinn's announcement today of Illinois' investment in improvements at the Milan Readiness Center," State Representative Patrick Verschoore (D-Milan) said. "I have fought hard for any investment that will help increase the efficiency of our brave young men and woman serving in our military as well as ensure they have all the tools necessary in order to be prepared for any task they are called upon to complete."

Two well-known developers and one of the Quad-Cities largest construction firms are teaming up to replace one of Davenport's worst eyesores with a gleaming new downtown development.

Riverwatch Place, a six-story mixed-use office and retail development, is the name of the winning proposal for replacement of the dilapidated Howard Johnson's property at the central city's eastern gateway. The developers are Bush Construction and Ruhl Commercial Investors, BLDD Architects.

The empty  hotel on the site has sat empty since 2009, earning it the dubious distinction of being one of downtown's most notorious blighted properties. By contrast, the glass-encased new building will contain 60,000 square-feet, with most dedicated to Class A office space. Plans also call for a sixth-floor restaurant reminiscent of the old Davenport Club, and other retail and/or restaurant uses on the first floor.

Property owner Demolition Davenport, through the Downtown Davenport Partnership, will continue to be the steward of the property until a final closing.

The developers intend to demolish the building by the end of the year, with their sights set on spring or summer construction. City staff is working on some property consolidation and a draft economic development agreement. Bruce Berger, Davenport's Community Planning & Economic Development Director, said the major incentive used will likely be a Tax Increment Financing reimbursement of the increased assessed value of the site, at a percentage to be determined.

Kyle Carter of the Downtown Partnership said the time is ripe for new office development downtown. For one, most of the downtown building stock is older, historic businesses which are often difficult and expensive to convert into modern office use. Secondly, while the massive increase in new downtown market rate apartments has been good for business, office space drives up demand for daytime retail and commercial uses even more.

"New construction offers developers a blank slate;  we have a real opportunity to add more variety to our commercial offerings downtown to suit users that are seeking more open space."

Berger said completion of both this project and the pending Dock at Davenport project will breathe new life into downtown's east side.

"Adding amenities like new restaurants as well as Class A office space show that downtown Davenport is vibrant and a great place to do business," Berger said. "It makes our job of attracting new investment and new businesses easier."

 

$1.2 Million Investment Will Double The Salvation Army's Capacity to Serve Our Veterans and Those in Need

SPRINGFIELD - Governor Pat Quinn today announced a $1.2 million investment in The Salvation Army of Sangamon County for a major project that will double the shelter's capacity to help veterans in need. Today's announcement is part of Governor Quinn's agenda protect and improve the health of the people of Illinois.

"The men and women who have fought for our country should not have to face another battle to find a home of their own," Governor Quinn said. "We need to make sure our servicemembers have the comforts of home they deserve. An investment in Springfield's Salvation Army shelter will create additional space and offer more helping hands when our heroes need it most. That's the spirit of Illinois, and it's a tradition of service we have learned from those who have answered the call to duty."

The $1.2 million investment from Governor Quinn's Illinois Jobs Now! capital construction program will complete phase one of The Salvation Army's $6.8 million, three-phase renovation of the recently acquired property at Ninth and Jefferson Streets in downtown Springfield. The 60,000-square-foot former office building will increase the shelter's capacity from 36 to 72 beds. The new facility will also allow The Salvation Army to expand its assistance programs, including veterans services, medical services, a food pantry, larger kitchen and dining room, classrooms and a computer lab where residents can receive job training.

"For more than 125 years, The Salvation Army has been serving the needs of the less fortunate within our community and sharing with them that they are loved by God and not forgotten nor left behind," Major Steven Woodard of the Salvation Army said. "The Salvation Army has consistently met its pledge of 'Doing the Most Good' thanks to the tremendous generosity of this community. This support from Governor Quinn provides a hope to this community that will last for a long time."

"The Salvation Army does Springfield a great service by helping the homeless with a wide range of services, including emergency shelter, work training, education and counseling," Springfield Mayor Mike Houston said. "We are very excited that Governor Quinn's investment will allow The Salvation Army to continue and expand this most important work."

"We are grateful to Governor Quinn for his leadership on the toughest of issues facing our veteran community - that of veteran homelessness," Illinois Department of Veterans' Affairs (IDVA) Acting Director Rodrigo Garcia said. "While we've made impressive strides in ending veteran homelessness in Illinois by working with non-profit partners such as The Salvation Army and other agencies, there is still more to do. For those who've given so much, we owe them that opportunity to succeed and thrive and this a great step forward."

Under Governor Quinn's leadership, the IDVA has expanded efforts and outreach to help end veteran homelessness. The IDVA-run Prince Home at Manteno is a program for veterans with disabilities and veterans who are homeless that equips them to achieve individual growth and independence. Illinois Joining Forces, established in 2012 with the Governor's support and leadership, has a working group focused on veteran housing and homelessness issues. In addition, IDVA service officers across the state work with veterans and their families to secure disability benefits, aid and attendance support, and other compensation earned through service to help veterans stay in their homes after service.

This is a follow up to the news release provided earlier today by Major Don Schaeffer with the Davenport Police Department.

The deceased subject involved in the incident has been identified as:

James Allen Cave, age 54, a resident of Davenport.

An autopsy for Cave has been scheduled for Wednesday, September 24, 2014 at the University of Iowa Hospitals.

The incident is on-going and is being investigated by the Scott County Sheriff's Office along with assistance from the Iowa Department of Public Safety, Division of Criminal Investigations (DCI).

On September 22, 2014 at approximately 7:15 PM the Davenport Police Department was dispatched to 2814 Fair Ave, Davenport, reference to an individual waiving guns around, threatening to harm himself. The caller was inside the residence, out of harm's way, and said the individual was alone in the garage and "possibly may want to die by police fire".

At approximately 7:37 PM, the Davenport Police Department's trained negotiators arrived at the scene and began a channel of communication with the individual. As the dialogue continued the individual began to drink and seemed to be getting more irrational and agitated. After approximately 3 hours of negotiating and no opportunity to create any type of diversion, it escalated with the individual aggressively advancing towards the Officers with one weapon in his waistband and another in his hand and subsequently shot by the Police Officers.

Four Police Officers were involved in the incident and their names are not being released at this time, out of courtesy of notification to their families first. The name of the deceased individual is not being released at this time as well, pending notification of his family. All four Police Officers have been placed on Administrative Leave as directed by Department policy.

As a Davenport Police Department protocol, the Scott County Sheriff's Office and the Iowa Department of Public Safety, Division of Criminal Investigation, were notified and will investigate the incident. All further inquiries on this incident should be directed to the Scott County Sheriff's Office.

Modern Woodmen will present the award at the Race to Knock Out Hunger

On Saturday, Sept. 20, Angie DeHamer, Sherrard, Ill., received Modern Woodmen of America's Hometown Hero Award. DeHamer was recognized for countless hours of service to the community. The recognition took place in a pre-race ceremony for Modern Woodmen's Race to Knock Out Hunger.

President Kenny Massey presented DeHamer with the Hometown Hero award and a $100 grant, to be presented to the charitable organization of her choice. DeHamer was recognized for her devotion and involvement with the Viager Family of Sherrard.

In 2013, the Sherrard community member lost his wife, daughter, two nieces, a friend and his home in an early morning fire. DeHamer made it her mission to help. She worked with countless others to have a new home built at minimal costs.

"The Hometown Hero program allows us to thank those who give back to the community and encourage others to volunteer," says Kenny Massey, President and CEO of Modern Woodmen.

Coordinated by local Modern Woodmen members, chapters provide opportunities to take part in social activities and community service projects to meet local needs.
