WASHINGTON - Senator Chuck Grassley is continuing his effort to help find a humanitarian solution to pending cases for as many as 230 American families trying to adopt orphans in Russia.

Grassley joined a group of 154 members of Congress in a letter to President Barack Obama urging him to raise the adoption issue directly with President Vladimir Putin when the presidents meet at the G8 nation summit later this month.  Click here to see the letter.

"Russia's about face at the end of last year is painfully personal for families who were already matched with children," Grassley said.   Parents and children have met and bonded.  Many of the kids need medical care.  They need permanent homes."

In December, Russian President Vladimir Putin signed a law to stop Americans from adopting Russian children.  Earlier in the year, the Russian Parliament had simplified American adoptions.  The new law was a reaction to U.S. sanctions against human rights violators in Russia.

The State Department and Citizenship and Immigration Services have identified options for getting the children to the United States despite the ban.

Grassley said he hopes that having a coalition of senators speaking up can help President Obama find a way out of the political morass for these orphaned children.

Q:        When is Flag Day?

A:        Every summer on June 14, the United States pays tribute to the 50 stars and 13 stripes that majestically symbolize the founding principles and enduring freedoms of this great country.  From town squares to school yards, store fronts, front porches, cemeteries, sports venues and public buildings, Americans from all walks of life are called upon to show our patriotism and citizenship by flying the flag of the United States of America.

On June 14, 1877, the United States observed the 100th anniversary of the adoption of the Stars and Stripes by the Continental Congress. Years later, Congress made observance of Flag Day an official designation, requesting under law that the President issue an annual proclamation observing June 14 as Flag Day. The legislation passed in 1949. In 1966, a joint resolution of Congress invited Americans to display the flag during the entire week in which Flag Day occurs.

Q:        Why is it important to observe Flag Day?

A:        While other countries derive their national identities from a common ethnicity, centuries of shared history, or as subjects of the same royal family, our nation was founded on a shared set of timeless principles.  Our flag is more than just another national symbol.  Old Glory reflects the honor, integrity and truths embraced by generations of military service members, first responders, public servants and private citizens who proudly call America home.  From our youngest citizens in classrooms across the country, to sports fans who share the love of the game, to those who have witnessed moments of peril and uncertainty, through times of war, terror and natural disasters, the American flag brings comfort to those who mourn, honor to those who have fallen, and hope to those who believe that in America, even in the darkest of hours, the best days are yet to come.

During my travels across the state - visiting with Iowans in schools, in veterans groups, and at service club meetings - the flag is invariably on display, serving as a visual reminder of the truths we hold self-evident, that we share "certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."

As Iowans enjoy the rites and rituals of summer time, let's make the time to celebrate our common heritage, to fly the flag and to recite in public the Pledge of Allegiance.  We share an allegiance to honor freedom, liberty and justice for all.  Americans for more than 200 years have embraced the red, white and blue for its symbolic salute to those who have fought for and defended the guiding principles that bind us together as a nation, stitched together for all to see, from sea to shining sea.

"The people of Illinois want the General Assembly to put comprehensive pension reform on my desk.

"They do not want legislative leaders to play a $17 million-a-day game with the future of our state, our children and our economy.

"There is something wrong in Illinois when the Speaker of the House and the President of the Senate could join together to propose a pension holiday for Chicago, yet they could not send a comprehensive pension reform bill to my desk.

"I have made pension reform the top priority for the state of Illinois for more than a year. Since I convened a pension working group in January 2012, I have proposed comprehensive solution after solution, worked across the aisle, called a special session, set deadline after deadline and released study after study on the dire impact of inaction on education and our economy. I have met at length, countless times, with the leaders and legislators on this issue.

"I will not stop fighting until pension reform is the law of the land. But as I said in my budget address, I cannot act alone. If I could issue an Executive Order to resolve the pension crisis, I would.  And I would have done it a long time ago.

"Today, Moody's issued another warning to legislators that Illinois' credit rating would soon be downgraded - again - if they did not act on pension reform. Downgrades hurt our economy, waste taxpayer money and shortchange the education of our children.

"Yet every time Illinois is downgraded - legislators leave Springfield without getting the job done.

"This is wrong. I will call the legislative leaders together in the coming week to forge a comprehensive pension reform agreement."

SPRINGFIELD - Governor Pat Quinn released the following statement on the Illinois Senate's failure to pass House Bill 1346, a bill that would prohibit the sale of high capacity ammunition magazines in Illinois.

"I met with the families of Newtown, Conn., as did many lawmakers, and we have seen the devastation that high capacity ammunition magazines have done to families across our nation.

"Today lawmakers had the opportunity to minimize the chance of this unthinkable violence happening in Illinois.

"I am very disappointed that members did not pass common sense legislation that would have no impact on hunting.

"I will continue to fight for limits on high capacity ammunition magazines in our state."

Washington, D.C. - Congressman Dave Loebsack today announced that the Davenport Housing Commission, in partnership with the Iowa City VA Medical Center, received $70,666 from the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) through their HUD-Veterans Affairs Supportive Housing (HUD-VASH) Program.  The funding will be used to offer supporting housing to homeless Veterans, many of whom are living with chronic disabling conditions.

"Far too many Veterans and Veteran families are facing homelessness within our communities," said Loebsack.  "We have a moral responsibility to serve those who have worn our country's uniform with the same dignity and honor with which they have served our nation.  This funding will help provide our veterans the support they need to get back on their feet and provide for their families.  I am pleased that the Davenport Housing Commission in partnership with the Iowa City VA Medical Center has received this funding to expand their services to Iowa's veterans."

The HUD-VASH program combines rental assistance from HUD with case management and clinical services provided by VA.  Since 2008, 42,557 formerly homeless Veterans are currently in homes because of HUD-VASH.

Springfield - Gov. Pat Quinn released the below statement on the Illinois Senate's failure to pass pension reform:

"The people of Illinois were let down tonight.

"Every lawmaker in the capitol knows what needs to be done.

"Senate Bill 1 is comprehensive public pension reform. It has already passed the House of Representatives and it should pass the Senate, too.

"Failure to send me a comprehensive pension reform bill hurts our economy and costs Illinois taxpayers $17 million a day.

"Senate Bill 1 gets the job done. I urge the Senate to reconsider tonight's vote."

Psychiatrist Offers 4 Ways to Stop the Horror

Boston.  Sandy Hook.  Aurora.  Columbine.  The list goes on and on.  As the country focuses on gun-control, psychiatrist Gary L. Malone, MD, goes to the heart of the matter.

"As the horror of the Sandy Hook massacre and the Boston Marathon bombings begin to fade, the country and politicians are debating what they feel are the 'real' issues behind this tragedy. Lip service has been given to the lack of mental-health funding, weak mental-health-commitment laws, and battles between liberals and conservatives over gun control vs. second-amendment rights.  Meanwhile, the fixable causes are ignored," says Malone, a distinguished fellow in the American Psychiatric Association, and coauthor with his sister Susan Mary Malone of What's Wrong with My Family? And How to Live Your Best Life Anyway (www.whatswrongwithmyfamily.com).

"All the gunmen in the recent shootings had active and untreated psychiatric disorders at the time they committed the acts. Lack of mental-health funding (conservatives) and weak commitment laws (liberals) prevent adequate care. I prematurely released two psychotic, paranoid patients with access to weapons recently for this reason. I could, tragically, do nothing else. It is common sense that some of these people will commit violent crimes. Three decades ago, this would never have happened," Malone says. 
Malone identifies 4 ways to deal with the societal risks:

• Stop the Guns vs. Mental Health Debate. One does not negate the other. Over 300 million firearms exist in the United States alone today, many in the hands of gang bangers, professional criminals and drug cartels. Assault weapons have been sold since the 1960s. It's a fool's errand to think you are going to control them now. This debate is a waste of time and resources.

• Take Charge of Your Family. The best predictor of violence is past violence except in young adult males with a serious psychotic illness. Newtown, Aurora and Arizona all involved such cases. Their families and mental-health professionals all knew of the risks. If your child has such an illness, make sure you educate yourself about it and that he receives adequate care. None of these shooters could have bought guns without family financial support. Learn the mental-health laws in your area and be willing to use them. You have a responsibility to your teenage and adult child and your community to do all you can. • Identify Those at Risk. Sociopaths and hard drug users are traditional criminals and not hard to identify. Psychiatric patients present no greater risks to the general population, with the exception of young adult males with a paranoid psychotic illness. And often, teachers, friends, and neighbors identified these kids as "odd."  These individuals must be assessed by a trained person, preferably a psychiatrist, to determine dangerousness. Of course, access to care and commitment laws are the impediment.

• Restore Funding to Treat Psychiatric Patients. Treating psychiatric patients is utilitarian in saving money now spent on police work and prisons, as well as being the decent path. It would likely prevent some, if not most, of these tragedies. Perhaps it is time to put aside stigma and follow the known science in this field. Let's hope the next White House summit will be on mental health! In the meantime, we can all wait for the next event.

"We can stop the violence now by attending to mental-health issues," Malone says.

Muslim community leaders host a press conference to garner support for immigration reform

(CHICAGO, 5/29/2013)-- On Thursday, May 30th, the Chicago chapter of the Council on American-Islamic Relations (CAIR-Chicago) will host a press conference with leaders of the Muslim communities of Chicago in an attempt to rally support for immigration reform. CAIR-Chicago, and the Muslim community at large, would like to encourage Senator Mark Kirk and all Congressional leaders who have been silent in regards to Comprehensive Immigration Reform to come out in favor of it.

Last week, the Senate Judiciary Committee passed the Senate immigration reform bill which initiated a pathway to citizenship for 11 million undocumented immigrants. SB 744 passed with strong bipartisan support and it will now move to the Senate for a full vote.

While this marks a step in the right direction, more work, including addressing the decrease in family visas, is yet to be done!
