Gov. Quinn signs Bills and Legislation

Governor Quinn Vetoes Uber Bill

CHICAGO - Governor Pat Quinn today vetoed House Bill 4075, also known as the "Uber bill." The bill would have imposed statewide regulations on commercial ridesharing and prevented local governments across Illinois from adopting rules that fit their respective communities. Today's action is part of Governor Quinn's agenda to protect consumers, create jobs and drive Illinois' economy forward.

"The principle of home rule is an important one," Governor Quinn said. "I am vetoing this legislation because it would have mandated a one-size-fits-all approach to a service that is best regulated at the local level."

While transportation services are traditionally regulated at the local government level, House Bill 4075 would have limited the ability of home rule units of government to adopt alternative approaches that best fit local needs.

For example, the city of Chicago passed an ordinance that will go into effect Aug. 26, 2014 which establishes a comprehensive set of regulations to ensure ridesharing companies maintain public safety including regulations on licensure, insurance, background checks, vehicle inspections and operating hours for drivers. The ordinance - which is in the process of being implemented - will help ensure these transportation services maintain public safety while keeping the regulation at the appropriate and traditional level of government.

Commercial ridesharing services are provided by drivers who use their personal automobiles to provide transportation services to the public. Customers use an application on their smart phones to order rides offered through these companies such as Uber X, Lyft, Sidecar and others.

Governor Quinn today also vetoed House Bill 5331, which contained related ridesharing regulations. Copies of both veto messages are attached.

Governor Quinn Signs Landmark Legislation to Reform Illinois' Mass Transit Agencies

Law Establishes Review Procedures for Unprecedented Transparency and Accountability Across CTA, RTA, PACE and METRA

CHICAGO - Governor Pat Quinn today signed a mass transit reform law that establishes unprecedented new transparency and review procedures for CTA, RTA, PACE and METRA. Today's action is part of Governor Quinn's agenda to making Illinois government more accountable, transparent and effective.

"Many Illinois workers and families rely on public transportation to get them to and from work every day," Governor Quinn said. "The law I signed today helps keep our public transit agencies efficient and reliable - and ensures that Illinois residents throughout the state have access to dependable public transportation."

Senate Bill 3056, sponsored by State Senator Daniel Biss (D-Evanston) and State Representative Al Riley (D-Hazel Crest), requires advance transit board and House and Senate committee review for any proposed mass transit employee contract exceeding $100,000. It also requires advance board review of any proposed employee bonus exceeding 10 percent, or any large employee separation or settlement.

The law establishes revolving door prohibitions for ex-employees, and creates an online portal where the public can access the names of employees and details about contracts, expenditures and accident and safety information. The law will help ensure that Illinois' several mass transit agencies uphold the public's trust and interests at all times. The new law is effective Jan. 1, 2015.

"Mass transit in the Chicago area has struggled with governance, regional planning and transparency for many decades," Senator Biss said. "This world-class region deserves a world-class transportation network, not a scandal-plagued patchwork of agencies, and we can only get there by breaking down barriers that hamper coordination and allow unethical behavior to continue."

"This is the first bill of many which will transform the way mass transit is managed in Northern Illinois," Representative Riley said. "It is critical that the public can trust the day-to-day operations of our publicly funded transit agencies, and know they are ethical and transparent."

Additional arrest made in shooting incident

An additional arrest has been made in reference to the shooting of 43 year old Gabriel Almanza of Davenport which took place on July 28, 2014 in the 20,000 block of 210th Street in rural Scott County.

Today, at approximately 3:15 p.m. Scott County Sheriff's Office Detectives along with Officers of the Davenport Police Department took into custody the additional suspect after a foot pursuit in the 6400 block of N Harrison Street on an arrest warrant. The suspect has been identified as follows:

Terrace Tyrone Perkins, age 38, a resident of Davenport.

Perkins was charged with the following related to the shooting:

Robbery 1st Degree, a Class B Felony with a cash bond of $300,000.00.

At the time of today's arrest, Perkin's was found to be in possession of controlled substances and drug paraphernalia. Therefore, Perkins was charged with the following additional charges:

Possession of a controlled substance suspected of being marijuana, a serious misdemeanor with a bond of $1,000.00

Possession of a controlled substance suspected of being crack cocaine, a serious misdemeanor with a bond of $ 1,000.00

Possession of drug paraphernalia, being two glass narcotic pipes, a simple misdemeanor with a bond of $300.00.

Perkins was transported to the Scott County Jail where he is being held on bond. A photo of Perkins can be obtained by viewing the web-site: www.scottcountyiowa.com under Sheriff's Office "Inmate Listings."

Today's additional arrest of Perkins concludes the investigation. No further arrests are expected to be made.

Bettendorf Hy-Vee Checker Earns Company's Highest Honor

Mona Moeller Named 2014 Hy-Vee Legendary Customer Service Award Recipient 

BETTENDORF, Iowa (Aug. 22, 2014) – If you visit the Bettendorf Hy-Vee and the express lane has a long line, chances are Mona Moeller is working.

"The best compliment a checker can have is a long line. Mona always has a long line because she makes customers' days and no other checker will do," said Steve Mokosak, Bettendorf Hy-Vee store director. "She laughs with our customers, she cries with them, she jokes with them, and in the end, she keeps them coming back."

Moeller is the definition of a helpful smile, showing up to work each day with a positive attitude, ready to greet each customer as enthusiastically as she did the last and making sure nobody leaves the store unhappy. Co-worker Amanda Pickett said she enjoys checking next to Moeller and witnessing the way she interacts with customers.

"I don't think Mona has ever met a stranger. She has formed relationships with customers and they care about her as much as she cares for them," she said.

Moeller's ability to build relationships is one of the reasons her co-workers and customers nominated her for Hy-Vee's highest honor, the Legendary Customer Service Award.

This afternoon company officials, fellow employees, family members and customers gathered at the Hy-Vee in Bettendorf to surprise Moeller with the award, which recognizes exemplary achievement in providing service that exceeds customers' expectations. Only 10 winners of the award are selected each year from among more than 70,000 Hy-Vee employees in eight states.

Candidates are nominated for the Legendary Customer Service Award by their co-workers, and winners are selected by a panel of Hy-Vee's top officers. Nominations are evaluated on the employee's overall contributions to the company in nine areas: passion for customer service, attitude, initiative, teamwork, problem-solving skills, dedication to Hy-Vee fundamentals, communication skills, professional image and self-confidence.

Tim Cernin, assistant vice president of operations for Hy-Vee's eastern district, said Bettendorf Hy-Vee has found something special in Moeller.

"Mona is someone you look forward to seeing in the morning just to brighten your day with her quick wit," Cernin said. "Mona sets the example in service. And when other checkers are motivated to live up to what Mona's standards are, the store continues to set itself apart – all because of Mona."

Moeller is constantly making new friends and learning about her customers. Al Ulrich, one of Moeller's regular customers, said he looks forward to checking out when Moeller is working because he can count on her having a quick, interesting story or an insightful comment.

"I can honestly tell you that I don't know the names of any cashiers at the dozens of other stores I have shopped at over the years. But I can tell you that I know Mona and I look forward to seeing her in the express lane," said Ulrich. "Some days can be extremely busy for her, but she handles the stress with professionalism and a funny quip. She has even made me laugh on days when I was a little more stressed than usual."

Hy-Vee CEO Randy Edeker said Moeller is exactly the type of employee company officials had in mind when the Legendary Customer Service Award was established in 2006.

"Through the years, our employees have made the name Hy-Vee synonymous with friendliness, caring and outstanding customer service," he said. "This award honors the best of the best, like Mona, who remind all of us what it really means to serve the customer."

Moeller and the other 2014 recipients of the Legendary Customer Service Award will be inducted into Hy-Vee's Customer Service Hall of Fame and receive a coveted Legendary Customer Service name badge and a custom-designed ring to commemorate the honor. They will be guests of honor at their area's service award dinner in October, which honors employees for longevity of service in five-year increments, from five years to 45 years and beyond. And finally, their photos will be prominently featured on the side of Hy-Vee trucks, taking their helpful smiles to millions of travelers throughout the Midwest.

Governor Quinn Announces New Class of Illinois State Police Cadets

More Cadets to Protect and Serve Communities Across Illinois

SPRINGFIELD - Governor Pat Quinn today announced a new Illinois State Police (ISP) cadet class is set to begin in September 2014. Class 125 marks the second cadet class for 2014, and officials anticipate that graduates will report for duty in February 2015. Today's announcement is part of Governor Quinn's agenda to ensure the safety of all people in every community across Illinois.

"The last few days have powerfully illustrated the strength, dedication and skill of our State Police force," Governor Quinn said. "From defusing a hostage crisis in Harvey, rescuing a motorist from floodwaters in southern Illinois, to helping the Chicago Police Department keep city streets safe, our dedicated troopers are always on call to serve our residents. This new cadet class will be an asset to officers already on patrol and to all of us who count on them."

"With the recent deployment of officers assisting in Chicago and other communities like Harvey, where State Police provided support during a high-risk hostage situation, more resources will provide much needed support to the men and women of this department who are indispensable in protecting Illinois," State Police Director Hiram Grau said.

The cadets will endure a rigorous 26-week regimen of physical and classroom instruction which includes training in Terrorism Awareness, Domestic Violence, Critical Incident Response, Firearms Training, First Responder Certification, Illinois Vehicle Code, Criminal Law, Motor Carrier Safety, Juvenile Law and more.

The ISP Academy is one of the most respected and recognized training facilities in the country. Dozens of law enforcement agencies also use ISP Academy curriculum to meet standards set forth by the Illinois Law Enforcement Training and Standards Board.

WASTE COMMISSION FACILITIES CLOSED LABOR DAY

DAVENPORT, IA–Waste Commission of Scott County facilities will be closed Monday, Sept. 1, 2014 in observance of Labor Day. Normal hours of operation will resume on Tuesday, Sept. 2, 2014. Facilities closed include the following:

  • Scott Area Recycling Center, 5640 Carey Ave., Davenport
  • Scott Area Landfill, 11555 110th Ave., Davenport
  • Scott Area Household Hazardous Material Facilities, Davenport
  • Electronic Demanufacturing Facility, 1048 East 59th St., Davenport
