Washington, D.C. - Congressman Dave Loebsack released the following statement today after the House voted on the separate nutrition section of the farm bill. Breaking with decades of precedence, House Republicans separated the agriculture and nutrition portions of the farm bill, which threatens its chance at being signed into law. The nutrition-only section put before the House today contained $40 billion in cuts to nutrition assistance programs. The splitting of the two sections was opposed by hundreds of agriculture groups, including the Iowa Farm Bureau.

"As someone raised by a single mother who relied in part on food stamps to put food on the table, I know first-hand that the cuts included in this legislation would have a draconian impact on many families who are still trying to recover. We cannot pull the rug out from under working families, children, seniors and veterans.

"Now that the latest political theater directed by the Tea Party wing of the Republican Party is over, it is long past time for Speaker Boehner to get serious about getting a farm bill done and go to conference with the Senate. I strongly opposed splitting the agriculture and nutrition sections of the farm bill because it threatens the chances of getting a farm bill signed into law. Our farmers, rural communities and economy are depending on a commonsense, practical farm bill. The farm bill helps keep our economy strong and creates jobs far beyond the farm. We must pass the farm bill without further delay."

Loebsack has consistently fought to move a farm bill forward that can be signed into law. In July, he joined the Iowa delegation, and was one of only 24 Democrats to support the complete House version of the farm bill, which was voted down. He also introduced in the House the bipartisan Senate farm bill which was supported by both Senators Harkin and Grassley.

Unemployment, at 7.3 percent, is still much too high and a pressing problem for our country.  Even worse, unemployment of young people under age 25, is at 15.6 percent.  This is a very large number of young Americans.  Many of these young people have invested in a college education and are still unable to find jobs.  Participation in the labor market is at an all-time low of 63.2 percent.  This is the lowest rate in 35 years.  Last month, 312,000 people stopped looking for work.

We need to increase production.  To do that we need two things: capital and labor.  Capital comes first.  We need capital to create jobs and lower unemployment.  One of the best ways to do that is to unleash investment.  Better policies in Washington can allow this to happen.  We need to reduce marginal tax rates, allow for the production of domestic energy, reform the tort system, and reform the corporate tax code.  We have one of the highest corporate tax rates in the world, which makes us uncompetitive in the global economy.

It's time to implement policies that will make us more competitive and, in turn, increase productivity and strengthen our economy.

Sen. Chuck Grassley of Iowa today made the following comment on the government's settlement with J.P. Morgan over the firm's "London Whale" trades.  The trades were the subject of a nine-month investigation by the Senate Permanent Subcommittee on Investigations.  Grassley follows enforcement actions from the Securities and Exchange Commission and other agencies that oversee the financial system.

"The SEC's number one job is looking out for investors, including pensions, mutual funds and small, individual investors.  While the settlement includes penalties for internal control failures, I'm concerned that it doesn't focus more on the firm's reported misrepresentations to the public and shareholders.  The Senate report concluded that those misrepresentations occurred.  The SEC says it's still investigating individuals in this case.  Maybe we'll see more enforcement action on how the bank communicated with investors.  A firm is required by law not only to stay on top of its finances, but also to tell the truth about its finances to the investing public."

(DES MOINES) - Gov. Terry E. Branstad today appointed Christopher L. McDonald to the Iowa Court of Appeals. McDonald was appointed to fill the vacancy created by the retirement of Iowa Court of Appeals Chief Judge Larry J. Eisenhauer.

McDonald, 38, of Des Moines, currently serves as a district court judge in Iowa Judicial District 5C. Previously he served as senior counsel to Aviva USA and was in private practice. McDonald received his bachelor's degree from Grand View University in 1997, and his law degree from the University of Iowa in 2001.

The governor thanked the judicial nominating commission, complimenting them on three excellent nominees for the position.

"The three individuals sent to me for consideration by the judicial nominating commission were outstanding, and all could serve as great judges, making this a very difficult decision," said Branstad. "Christopher McDonald has a keen legal mind, extraordinary work ethic and has been an innovative problem solver."

Branstad noted the priority McDonald has given to cases impacting children, resolving them in a matter of days instead of weeks or months as had been the case previously. His collaboration skills are well-suited for the Court of Appeals.

"Not only is Christopher McDonald a legal scholar and innovator, he has shown leadership outside the courtroom and within his community," said Branstad.

McDonald has served as the director and chair of the Iowa Asian Alliance, was named to the Top 100 Lawyers of Color in 2007, has been involved in the Iowa State Bar Association and United Way, and has volunteered his time to a number of educational and civic organizations.

McDonald begins his tenure on the Iowa Court of Appeals in October.
