WASHINGTON, Dec. 28, 2015 - On Jan. 6, 2016, the U.S. Department of Agriculture (USDA) will honor Bob Stallman's tenure as President of the American Farm Bureau Federation. Agriculture Secretary Tom Vilsack and Agriculture Deputy Secretary Krysta Harden will proclaim Jan. 6, Bob Stallman Appreciation Day, presenting the honoree with an official proclamation in recognition of Stallman's commitment to strengthening rural American families and communities.

Stallman, a recognized champion of agriculture, has served as President of the American Farm Bureau Federation for 16 years, tirelessly supporting U.S. farmers and ranchers as they help feed the world, protect and preserve the environment, provide jobs, and contribute to the nation's economy.

If you've ever wondered if you can be charitable with only a few extra dollars in your wallet or a little bit of free time, the answer is yes. You just have to get a little creative.

In the Chronicle of Philanthropy's latest analysis of charitable giving, it appears people who earned less were giving more. Based on state-by-state tax data, the nonprofit industry trade publication reported that between 2006 to 2012, Americans earning more than $200,000 gave a smaller percentage of their income to charity while those earning less than $100,000 actually gave more during the same period.

Wherever you stand on the income scale, stretching charitable dollars or time should begin with a little planning. Here are five steps to consider.

  1. Check your finances first. Helping others is a worthwhile lifetime habit. However, before you start writing checks or handing out cash to various individuals or groups, check your budget to determine whether you actually have extra money to spare for charitable donations in any form. If you itemize, check the IRS rules (www.irs.gov) on charitable giving or consult with a qualified tax professional to see if there are charitable giving options that fit your circumstances.
  2. Screen charities you're considering. It's never been easier to evaluate a potential charity or nonprofit organization. Leading online databases like CharityNavigator.org, CharityWatch.org and Guidestar.org provide extensive data on thousands of national, state and local charities and nonprofit organizations. The Better Business Bureau also operates Give.org, a national charity database that accredits and notes complaints. The U.S. Federal Trade Commission's Charity Scams website offers breaking news on illegal fundraising activities and best practices for evaluating charities and nonprofits year-round. What else can you do? Play reporter. Even if an organization checks out through these reputable sources, do an online search of news media just to make sure no unsavory developments have occurred that might discourage your donation.
  3. Research what's needed. If the charity in question accepts physical items or volunteer work, see if you're interested in providing help that way. Check with the charity either online or by phone to determine what they will and will not accept - donating the wrong items simply wastes staff and volunteer time. If you would like to volunteer, ask about opportunities and make sure that volunteer assignment fits you before you commit. Remember, charities really count on their volunteers and your enthusiasm for an assignment can help them keep their turnover to a minimum. Some organizations may also have travel-based service missions that can provide charitable travel opportunities that allow you to help while seeing the world.
  4. Ask if your employer will match your donation. Even if your cash donation is modest, some employers can make your contribution go farther if they have a matching gifts program. Check with your human resources department or benefits manager. Also, many nonprofits, universities and charitable organizations keep their own online databases of employer matching gift programs.
  5. Go micro. If you can only find a few dollars to give, don't let that discourage you. Organize like-minded friends and family members to pool funds, attend events or volunteer time for a cause, or consider a particular nonprofit's organized crowdfunding (https://www.councilofnonprofits.org/tools-resources/crowdfunding-nonprofits) efforts that will allow you to make an impact with only a few dollars. Still short on cash and want to help? Pick up the phone or email the charity and ask if they accept small items or in-kind services. Some ideas might include gift cards (including ones with unused balances), office supplies, stamps, catering for events or board meetings or help with writing, fundraising or technology.

Bottom line: Making a difference in the world doesn't always require big bucks, but big know-how helps. Check your finances first, research charities you're interested in and investigate how small donations of time, money and physical items can make an impact.

Davenport Man Sentenced to Prison for Possession and Transfer of a Sawed-Off Shotgun

DAVENPORT, IA - On December 22, 2015, Domingo Edward Monge, 19, of Davenport, Iowa, was sentenced by Chief United States District Court Judge John A. Jarvey to
58 months in prison for possession and transfer of a weapon made from a shotgun, announced Acting United States Attorney Kevin E. VanderSchel. Monge was ordered to serve three years of supervised release following his prison term and to pay $100 towards the Crime Victims' Fund.

According to Monge's plea agreement, on or about May 31, 2014, he possessed and sold a modified Sears, Roebuck, and Co., 12 gauge JC Higgins shotgun to another individual. Monge was aware the shotgun had been modified, and the barrel of the firearm was less than 18 inches in length. He also agreed the firearm was not registered in the National Firearms Registration and Transfer Records.

This matter was investigated by the Davenport Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa as part of the Project Safe Neighborhood initiative.

Davenport Man Sentenced to Prison for Felon in Possession of a Firearm Charge

DAVENPORT, IA - On December 22, 2015, Earl Vanal Fullenwider, Jr., 24, of Davenport, Iowa, was sentenced by Chief United States District Court Judge John A. Jarvey to
60 months in prison for a felon in possession of a firearm charge, announced Acting United States Attorney Kevin E. VanderSchel. Fullenwider was ordered to serve three years of supervised release following his prison term and to pay $100 towards the Crime Victims' Fund.

Fullenwider pleaded guilty to the felon in possession of a firearm charge on July 23, 2015. According to the criminal complaint affidavit, on March 25, 2015, Davenport Police officers responded to a gun shots fired report. Near the location of the shots fired, officers noticed Fullenwider in the passenger seat of a vehicle matching the description of a car possibly involved in the shooting. A traffic stop was conducted by police, and officers found two loaded guns during a search of the car. One of the guns was found on the floor wedged between the front passenger seat and the console, accessible to Fullenwider. Prior to March 2015,

Fullenwider had been convicted of felony offenses in 2009 and 2011.

This matter was investigated by the Davenport Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa as part of the Project Safe Neighborhood initiative.

CITY COUNCIL VACANCY

Due to the results of the recent City elections a vacancy will occur on the City Council effective as of January 1, 2016. At this time the LeClaire City Council intends to fill this vacancy by appointment. All persons interested in being appointed to this vacancy and to be considered for such must submit a standard City committee membership application form (available at City Hall or on the City' website, "Board & Committee Membership Application", along with a general letter of interest (resume) to the City Clerk at 325 Wisconsin Street, LeClaire, Iowa 52753 by the close of business (5:00 p.m. local time) on Thursday, December 31, 2015. Notice is further given that this appointment shall be for the period until the next pending election (November 8, 2016). Prospective candidate/applicants review and interviews have been tentatively set by the City Council for their Committee-of-the-Whole meeting to be held on Monday, January 4, 2016 at 7:00 p.m.  This appointment is expected to be formally considered at the Council meeting to be held at 7:00 p.m. on Monday, January 18, 2016. SPRINGFIELD - Governor Bruce Rauner today granted seven and denied 247 clemency petitions. About 1,000 petitions remain from previous administrations.

The 254 clemency petitions Governor Rauner acted upon today are part of dockets dating back to October 2010. This is the sixth set of petitions the governor has reviewed since taking office.  Each person granted clemency has recently undergone a criminal background check through the Illinois State Police's Law Enforcement Agencies Data System.

A granted clemency request for a pardon with expungement allows the petitioner to seek expungement of their conviction through the court system.

In letters to the relevant federal agencies, Sen. Chuck Grassley has pressed for the removal of unnecessary barriers to scientific research into the medical risks and benefits of cannabidiol (CBD), a non-psychoactive component of the marijuana plant that may help children with severe epileptic seizures and other conditions.  In June, at the request of Grassley and Sen. Dianne Feinstein, the Department of Health and Human Services (HHS) agreed to eliminate an extra layer of review for non-government funded cannabidiol research that it previously required its Public Health Service to complete.  Also at that time, at the senators' request, the Justice Department and HHS agreed to evaluate cannabidiol to determine whether it can be classified on a lower schedule than the entire marijuana plant, which may make research on it proceed somewhat more easily.

Today, the Drug Enforcement Administration (DEA) announced that it has agreed to a third request of the senators - to ease some of the regulatory requirements for those who are conducting Food and Drug Administration (FDA)-approved clinical trials on cannabidiol by permitting waivers that will let research proceed seamlessly if the researcher requires more CBD than was initially approved by the DEA.  According to the DEA, "These modifications will streamline the research process regarding CBD's possible medicinal value and help foster ongoing scientific studies."

Grassley is Chairman of the Judiciary Committee and the Caucus on International Narcotics Control.  Grassley made the following comment on the DEA's announcement.

"This is good news toward the progress on scientific research on cannabidiol.  Removing more barriers will help allow scientists to determine its potential medicinal value.  Right now, parents who are desperate to help their children live in uncertainty over cannabidiol.  Federal agencies should do whatever they responsibly can to help research proceed so these families can get answers."

WASHINGTON - Senator Chuck Grassley will hold nine town meetings in Iowa Jan. 6 through Jan. 8 as part of his annual 99-county meetings. 

With these meetings, Grassley will begin his 36th year holding meetings in every one of Iowa's 99 counties.  Grassley has held a meeting in every county, every year since he was first elected to serve in the U.S. Senate.

Jan. 6 through Jan. 8 Grassley will be in Grundy Center, Allison, Waverly, New Hampton, Calmar, Cresco, Osage, Manly and Clear Lake. 

 

"Representative government is a two-way street.  I'm one half of the process and the people of Iowa are the other half.  You can't have representative government without dialogue between elected officials and the people we represent," Grassley said.  "I appreciate the opportunity to hold town meetings, answer questions and take comments."

Grassley will be available for 15 minutes after each meeting to answer questions from local reporters.  These town meetings are open to the public and media.
SPRINGFIELD, Ill. - To help combat the dangers of human trafficking, state Rep. Mike Smiddy, D-Hillsdale, co-sponsored legislation that gets businesses to involved in informing the public about the availability of the National Human Trafficking Resource Center and takes effect on Jan. 1, 2016.
"This new law helps get the word out about the human trafficking epidemic and can help victims get help," Smiddy said. "Providing the public with information about the national anti-trafficking hotline can give victims extra help to get out of danger."
Illinois is a major transportation thoroughfare, offering an opportunity for spreading awareness about trafficking to travelers. Smiddy co-sponsored House Bill 2556, which requires some businesses in Illinois to post information about the National Human Trafficking Resource Center, a national anti-trafficking hotline. According to The End Demand Illinois, an anti-trafficking advocacy group, Illinois generated the fifth highest number of calls to the National Human Trafficking Resource Center hotline, preceded only by New York, Texas, California and Florida. Smiddy worked with advocates to create this law help stop trafficking without placing an undue burden on businesses.
"Human trafficking victims and survivors should be aware of support and services to get help and stay safe," Smiddy said. "It is my hope that this legislation will protect victims from perpetrators of violent crimes."
