CITY COUNCIL VACANCY

Due to the results of the recent City elections a vacancy will occur on the City Council effective as of January 1, 2016. At this time the LeClaire City Council intends to fill this vacancy by appointment. All persons interested in being appointed to this vacancy and to be considered for such must submit a standard City committee membership application form (available at City Hall or on the City' website, "Board & Committee Membership Application", along with a general letter of interest (resume) to the City Clerk at 325 Wisconsin Street, LeClaire, Iowa 52753 by the close of business (5:00 p.m. local time) on Thursday, December 31, 2015. Notice is further given that this appointment shall be for the period until the next pending election (November 8, 2016). Prospective candidate/applicants review and interviews have been tentatively set by the City Council for their Committee-of-the-Whole meeting to be held on Monday, January 4, 2016 at 7:00 p.m.  This appointment is expected to be formally considered at the Council meeting to be held at 7:00 p.m. on Monday, January 18, 2016. The electors of the City of LeClaire have the right to file a petition requiring that the vacancy be filled by a special election. A valid petition requesting a special election to fill the vacancy must be filed with the LeClaire City Clerk within fourteen days after the publication of the official "Notice of Vacancy" or within fourteen days after the appointment is made, whichever is later. On November 30, 2015, Isabel Bloom presented $10,000 donation to Operation Smile American Picker's Mike Wolfe and his family took part in the presentation along with Operation Smile Nurse Volunteer, Connie Chiles. A reception was held at the Isabel Bloom Production Facility, 736 Federal Street, Davenport, Iowa, to present Operation Smile with a $10,000 donation as a result of the collaboration between Isabel Bloom and Mike Wolfe, creator and executive producer of History Channel's TV series American Pickers to create the sculpture Charlie's Smile. The reception featured a short presentation and display of Charlie's Smile sculptures, and was attended by Mike and Jodi Wolfe and their daughter Charlie, Connie Chiles from Operation Smile, along with Isabel Bloom owners, Cathy Nevins, Donna Young and Bill Barrett and Isabel Bloom employees. The original, handcrafted sculpture, Charlie's Smile, was created by Isabel Bloom artist, Donna Young, and is named for American Picker Mike Wolfe's daughter, Charlie, who was born with a cleft lip and cleft palate. Mike and Jodi Wolfe discovered their daughter's cleft during a routine ultrasound before Charlie's birth in January 2012. During their research, the Wolfes learned that cleft lips and/or cleft palates are the fourth most common birth defect in the U.S. Globally; a child born with a cleft has twice the odds of dying before reaching their first birthday. Their own experience has prompted them to advocate for Operation Smile. "We are so happy to be able to advocate for an organization that makes such a difference for those born with the same condition as Charlie," Wolfe said. "Helping give a healthy life and new smile to children who would otherwise not have it is just wonderful. Operation Smile: Connie Chiles, PACU RN at Ottumwa Regional Health Center, Ottumwa, Iowa began volunteering with Operation Smile in 2000 after attending a nursing conference where a nurse spoke about her experience. It was then that she decided to pursue her dream of mission work. Months later, Connie was invited to join a medical mission to Russia and in her own words, "was hooked." She has since been on 27 medical missions, the most recent in Malawi. "Each medical mission is as special as the one before and I'm still in awe of what we do as a team," says Chiles, "There is no greater feeling on a mission than watching mom and dad see their child for the first time after surgery." "Everyone at Operation Smile wants to thank Mike and Jodi Wolfe and everyone at Isabel Bloom for their compassion and generosity," says Bonnie Keuhne, Operation Smile Development Officer, Community Relations, "This donation will help provide surgery for waiting children and will help them lead lives free from the pain and the stigma of cleft. We are incredibly grateful." About Operation Smile Operation Smile is an international medical charity whose global network of thousands of credentialed medical volunteers from more than 80 countries is dedicated to helping improve the health and lives of children from more than 60 countries. Since its founding in 1982, Operation Smile has provided more than 240,000 free surgical procedures for children and young adults born with cleft lip, cleft palate and other facial deformities. To build long-term sufficiency in resource poor environments, Operation Smile trains doctors and local medical professionals in its partner countries so they are empowered to treat their local communities and help others around the world.

The Quad Cities Comic Book Convention will be held on Saturday December 26th at the Ramada Inn in Bettendorf, IA. The Ramada Inn is located at 3020 Utica Rd (I-74 @ Kimberly Rd / Spruce Hills Dr, IA Exit 2). It will be open to the public from 10 AM to 4 PM and admission for the public is free. Dealers from three states specializing in comic books new and old, toys and related. Or if you have old comics lying around that you no longer want bring them by dealers are buying. The $6,000 goal was met and 150 bikes (with helmets and training wheels) will be handed out on Monday, December 14th starting at noon at the Martin Luther King Center in Rock Island.

Each year a coalition of caring community leaders come together for a cause as worthy as they come:  handing out bikes to the youngest, and the neediest, among us.  Teaming up, each year, has been the Rock Island County Regional Office of Education, Bike N'Hike and Queen's Parlour.  This initiative, called "Bikes for Brains," seeks to give out bikes to qualified QC-area children deemed eligible by Head Start, the Early Childhood Centers and The Project, an AIDS charity.  The average cost of a bike with training wheels is about $75.00. The Pilot Club of Moline has pledged to donate helmets for all of the new young bikers and Walmart donated $1000 toward this year's effort.

Available for interviews that day will be organizer, Sandy Seely, children, parents and other volunteers.  Seely loves to help with this program.  "This initiative provides bicycles, helmets, and books to young children who would not be provided the opportunity to own and ride a bicycle, if it were not for the generous donations provided for by our community. Children who are recipients of this initiative will use their gross motor skills every time they ride their bike which, in turn, promotes brain development."

On November 30, 2015, Isabel Bloom presented $10,000 donation to Operation Smile American Picker's Mike Wolfe and his family took part in the presentation along with Operation Smile Nurse Volunteer, Connie Chiles. A reception was held at the Isabel Bloom Production Facility, 736 Federal Street, Davenport, Iowa, to present Operation Smile with a $10,000 donation as a result of the collaboration between Isabel Bloom and Mike Wolfe, creator and executive producer of History Channel's TV series American Pickers to create the sculpture Charlie's Smile. The reception featured a short presentation and display of Charlie's Smile sculptures, and was attended by Mike and Jodi Wolfe and their daughter Charlie, Connie Chiles from Operation Smile, along with Isabel Bloom owners, Cathy Nevins, Donna Young and Bill Barrett and Isabel Bloom employees. The original, handcrafted sculpture, Charlie's Smile, was created by Isabel Bloom artist, Donna Young, and is named for American Picker Mike Wolfe's daughter, Charlie, who was born with a cleft lip and cleft palate. Mike and Jodi Wolfe discovered their daughter's cleft during a routine ultrasound before Charlie's birth in January 2012. During their research, the Wolfes learned that cleft lips and/or cleft palates are the fourth most common birth defect in the U.S. Globally; a child born with a cleft has twice the odds of dying before reaching their first birthday. Their own experience has prompted them to advocate for Operation Smile. "We are so happy to be able to advocate for an organization that makes such a difference for those born with the same condition as Charlie," Wolfe said. "Helping give a healthy life and new smile to children who would otherwise not have it is just wonderful. Operation Smile: Connie Chiles, PACU RN at Ottumwa Regional Health Center, Ottumwa, Iowa began volunteering with Operation Smile in 2000 after attending a nursing conference where a nurse spoke about her experience. It was then that she decided to pursue her dream of mission work. Months later, Connie was invited to join a medical mission to Russia and in her own words, "was hooked." She has since been on 27 medical missions, the most recent in Malawi. "Each medical mission is as special as the one before and I'm still in awe of what we do as a team," says Chiles, "There is no greater feeling on a mission than watching mom and dad see their child for the first time after surgery." "Everyone at Operation Smile wants to thank Mike and Jodi Wolfe and everyone at Isabel Bloom for their compassion and generosity," says Bonnie Keuhne, Operation Smile Development Officer, Community Relations, "This donation will help provide surgery for waiting children and will help them lead lives free from the pain and the stigma of cleft. Quad City Area Volunteers Needed:
Volunteers are currently being sought to support 2 upcoming
FIRST (For Inspiration and Recognition of Science and Technology) robotic competitions and events in our 7th year in the Quad City area reaching ~

1,400 students in grades K-12.  

No previous experience or technical background is required for many of the volunteer positions with adults and college and high school students eligible to volunteer. Full day commitment is preferred but there are opportunities for half-day.

St. James Lutheran Church's "Living Nativity" takes place in the church parking lot on Saturday, December 19 from 5-7 p.m. and Sunday, December 20 from 4-6 p.m. St. James is located at 1705 Oak Street in Bettendorf, just up the hill from K&K Hardware. Please enter from Oak Street.

Congregation members will present the Christmas Story every 30 minutes, featuring live animals, and carolers will sing seasonal music. The public can walk through the parking lot to view the Nativity. Nonperishable donations for the St. James Food Pantry and winter clothing for the St. James Clothes Closet will be collected. A soup supper will be served in the church fellowship hall from 6-7 p.m. on Sunday, December 20.

For the third year in a row the Davenport Chordbusters will hold a concert to celebrate the season and benefit Churches United of the Quad City Area.  Come out December 11th to Heritage Church in Rock Island to "Celebrate the Holidays."  Everyone is welcome and admission is by free will donation.

"We are excited that once again Chordbusters are offering this opportunity, not only for the community to see a great holiday show, but also for Churches United to benefit," said Anne Wachal, executive director for Churches United.  "The holiday season is a time of giving and receiving and we think this is a great example of that."

The show starts at 7:00pm on Friday, December 11, 2015.  It will be held at Heritage Church, located at 4801 44th Street, Rock Island, and will feature special guests Bend of the River Chorus, Hersong, RiverBend Bronze, Crimson River, The Schraders, Jonathan Turner, QC Music Guild Youth Chorus and Laila Haley.

Churches United is a non-profit organization in the Quad Cities that serves the community through various ministries: including 26 food pantries, 3 hot meal sites, Winnie's Place, a shelter for women and children who are homeless or victims of domestic violence, and Winnie's Wishes, the resale shop which proceeds directly benefit Winnie's Place.  All money raised from the concert goes directly to help Churches United's Hunger Ministries.
